Workshop Session
January 25,2006
The Schertz City Council convened in Workshop Session on Wednesday, January
25, 2006 at 7:00 p.m. in the Municipal Complex Council Chambers, 1400 Schertz
Parkway Building #4. The following members were present: Mayor Hal Baldwin
presiding, Council Members Carl Douglas, John Trayhan, Reginna Agee, Tony
Wilenchik, and Judy Tokar City Secretary.
#1 CALL TO ORDER
Mayor Baldwin called the meeting in order at 7:00 p.m.
#2 HEARING OF RESIDENTS:
Robert Brockman, 1000 Elbel Road stated at the P & Z meeting there was no
flood plain map to view and suggested that they be made available to the public.
He mentioned an article in the Express-News about the donation from Mr. White
for the new library.

Ken Greenwald, 205 Westchester Drive stressed the importance of drainage and
sewer improvements because he was directly affected during the last severe
storms.

Discussion on the Preliminary Floodplain maps:
Ford Engineer Larry Dublin explained a letter had been sent to the property
owners in the flood plain from Public Works Director, Sam D. Willoughby's, and
updated Council about Ford Engineering and Public Works meeting with the
Flood Planning Manager. Also stated they reviewed administrated perspective of
several streets, subdivisions, and relief channels that were missed calculated on
maps. He also mentioned a meeting will be held in Seguin on Friday with FEMA.
#4 Discussion on the revisions to the City of Schertz Personnel Handbook:
City Attorney Michael Spain reviewed the major changes to the Schertz Personnel
Handbook. Donna Dykes, Human Resource Director and Mr. Spain have been
working together on for awhile and will make the changes discussed this meeting.
Council examined and made corrections of the Schertz Personnel Handbook.
#5 Discussion on the purchase of Schertz Police Department Motorcycles.

City Manager Taylor said the motorcycles were paid out of Forfeiture funds. No
action required.

#6 ORDINANCE: Discussion on ordinance calling a Home Rule Charter
Amendment Election to be held in the City of Schertz, Texas on May 13,
2006; making provision for the conduct of the election; and resolving other
matters incident and related to such election.
Mr. Spain explained there were some minor changes to the ordinance because of
the election law.
Council asked for a quote on publishing the full text of the charter amendments in
the Daily Commercial Recorder which is required by law and a summary of the
charter amendments in the Herald to inform the citizens of the election.
Council will discuss at future meeting.
#7 ORDINANCE: Discussion on an ordinance of Chapter 18 of the Code of
Ordinances amending to authorize the installation of speed humps on streets
in the City.
The changes to the ordinance included removing the section that speed humps
were allowed in gated communities and provision for the process to remove speed
humps.

#8 Discussion and action on proposal and construction of a LED sign board for
the Municipal Complex.
Dudley Wait, EMS Director made a presentation on the LED signboard for the
Municipal Complex noting the importance of where the sign should be located.
Council agreed that it was important for it be visible from the street but not
distracting. Mr. Wait said the sign would advertise community activities as well
as city meetings.
Assistant City Manager Bierschwale informed Council that he would bring back
layouts and financial standing where money would be funded.

General Announcements
. Stated the agreement for a 3-way stop northbound on Wiederstein Road
passed.
. Mentioned Northcliffe homeowners will meet with TX Dot on January 31 at
10a.m.
. Informed Council on Tuesday and Wednesday the Strategic Planning meeting
has been scheduled.

Mayor Pro-Tony Wilenchik
. Stated he did not attend P & Z meeting but was given notes from that meeting:
. Mentioned that Mesa Oaks withdrew application for public hearing.
. Stated that Sedona vote for the preliminary plat approved 6-0.
. Ford Engineering approved the overall TIA and Drainage usage.
Councilmember Carpenter
. Informed that the BYV A meeting was rescheduled for Thursday.

· Mentioned that Don Taylor would like to be evaluated by department heads.
#12 ADJOURNMENT:
Mayor Baldwin adjourned the meeting at 9:20 p.m.
