08-02-2012 TSAC Minutes TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES THURSDAY, AUGUST 2, 20125:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened on August 2, 2012 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. Call to Order/Roll Call: Stephen Bish, Chairperson called the meeting to order at 5:30 P. M. 2. Seat Alternate to Act If Required: Mark Davis and Gary Preston seated as voting commissioners. 3. Hearing of Residents: None present 4. Consent Agenda: A. Minutes - Consideration and/or action regarding the approval of the minutes for July 5, 2012. Motion to accept, July 5,2012 minutes by: Gary Preston second by Max Hemandez - All Ayes- Motion passed. B. Request for Speed Humps Oak Valley (entry to Mesa Oaks Subdivision) to Dimrock: Consideration and/or action for speed humps on Oak Valley residences in Mesa Oaks Subdivision have submitted Speed Hump application. This item was tabled fi'om July 5, 2012 TSAC meeting awaiting an additional traffic study of Oak Valley and Oak Run. (Public Works/Engineering) . Staff completed another traffic count on Oak Valley and additionally completed a traffic study on Oak Run per the request of the Commission after reviewing the traffic study Oak Valley doesn't meet the qualifications for speed humps . Oak Run is less than 750 feet long and it does not meet the length requirements for speed humps. Subdivision is still under construction. . Police Department will place officers in area to observe the traffic. 8.02.2012 Minutes Page 1 Motion to close item by Mark Davis and second by Max Hemandez. All Ayes ~ Motion passed. C. Bicycle Lane on Country Club Dr.: Consideration and/or action on installing bicycle lane on Country Club Dr. This item was tabled from July 5, 2012 TSAC meeting awaiting a meeting between staffwith HOA presidents. (Public Works/Engineering) . Staff brought this item forward originally as a request for an additional bicycle/hike trail from a resident in the community adjacent to Country Club Blvd. However, the original concern brought up by residents and has been reviewed by staff in the recently is the conflicts from vehicles in areas that do not have sufficient lane widths on Country Club Blvd. . Recommendation from Staff is to stripe Country Club Blvd with a 10 foot inside turning lane and make the rest of the road a "no passing zone". . Staff will monitor the area for 3 months to see if the conection has made a difference . Police Department supports the recommendation from Public Works and Engineering department. . Staff commented that Country Club Blvd is not marked clearly indicating that it is for one lane of traffic on either side of median, and this approach will clear up the confusion for drivers. Motion to forward a recommendation to City Council to implement a "no passing zone" on Country Club Blvd made by Michael Goos and second by Byron Sanderfer. All Ayes - Motion passed. 5.
