Final Plat ùûé÷ Consider and act upon a request for approval of a final plat of Friesenhahn 13 éçúò÷ùè Subdivision consisting of 12.3392+ acres, located on the northeast corner of the IH 35 Frontage Road and Friesenhahn Road. õ÷î÷êûðóîöíêïûèóíî Owner/Applicant: Marcantonio Enterprises, LLC, Ralph Marcantonio Project Engineer: Ford Engineering, Mark Hill September 10, 2012 (Original Application) ûììðóùûèóíîéçúïóèèûðøûè÷ September 24, 2012 (Revised Submittal) The applicant is proposing to final plat the 12.0382 acres establishing one (1) lot. The óè÷ïéçïïûêã applicant has indicated that they are seeking approval of this plat in order to obtain a grading and clearing permit. The subject property is currently unplatted, undeveloped, õ÷î÷êûððíùûèóíîûîøéóè÷ø÷éùêóìèóíî partially graded and is located on the northeast corner of IH 35 Frontage Road and Friesenhahn Road approximately three-quarters of a mile south of Schwab Road. The lot will require all necessary utilities to be extended prior to recordation of the final plat. All ingress/egress to this lot will be along Friesenhahn Road and driveway ûùù÷ééûîøùóêùçðûèóíî locations will be determined by the City Engineer at the time of development. The applicant will be responsible for complying with Unified èê÷÷ïóèóõûèóíîûîøìê÷é÷êæûèóíî Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a Tree survey which indicates that they are removing 18 inches of trees. Prior to issuance of a permit or recording the plat, tree mitigation fees will be paid in the amount of $1,800. The applicant will be responsible for all drainage associated with the subject property, and for øêûóîûõ÷ compliance with the Storm Water regulations, which may require on-site detention at the time of site plan. Grading and drainage plans are subject to review by the City Engineer, prior to recording of the final plat and issuance of a permit. ÎÍÓÎÙÊ×ÛÉ×ÓÎÅÛÈ×ÊÉÇÊÖÛÙ××Ð×ÆÛÈÓÍÎÉØÍÅÎÉÈÊ×ÛÏÍÖóô ÖÊÍÏÈÔ×ÌÊ×Ø×Æ×ÐÍÌÏ×ÎÈÙÍÎØÓÈÓÍÎ The site is serviced by Schertz water and sewer, NBU, AT&T, and Time Warner Cable. ìçúðóùé÷êæóù÷é All public improvements required for this subdivision are required to be installed ìçúðóùóïìêíæ÷ï÷îèé prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by the Public Works and Engineering Departments. Water and Sewer: There is a 12? existing water line along the IH 35 Frontage Road that services the site and an 8? water line will be constructed along Friesenhahn Road to serve the site. Sewer is not directly adjacent to the property. An 8? sewer line would need to be extended from the north to the rear of the property to serve the site prior to filling the final plat for recordation. Sidewalks, Hike and Bike Trails: Sidewalks are planned adjacent to Friesenhahn Road and must be designed to meet the City of Schertz specifications. Road Improvements: Improvements to Friesenhahn Road are necessary with this development. Friesenhahn Road is designated for expansion by the Master Thoroughfare Plan (MTP); which identifies it as a 60? wide expansion. The applicant is dedicating the associated right-of-way for Friesenhahn Road to comply with the MTP. All street improvements will be constructed according to the Public Works Specifications Manual. The improvements to Friesenhahn Road must be made prior to filing the record plat. ö÷÷é Parkland Dedication: Estimated no fees due. Utility Impact Fees: Applicable at the time of building permit. éèûööûîûðãéóéûîøê÷ùíïï÷îøûèóíî The subject property is currently unplatted, undeveloped and partially graded. The applicant was advised, through his Engineer, that in order to continue clearing the property the UDC requires an approved final plat in order for a clearing and grading permit to be issued. The applicant has indicated that they are not planning to actually construct the required improvements or file the plat. 2 The purpose of this final plat is to establish one (1) buildable lot. The proposed lot conforms to the minimum lot sizes of the zoning district and has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire and Police.
