A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS AUTHORIZING A CONTRACT WITH BECK-REIT AND SONS, LTD.
RELATING TO THE CHELSEA DRIVE DRAINAGE CHANNEL
IMPROVEMENTS, ArND OTHER 114ATTERS IN CONNECTION THEREWITH
WHEREAS, the City staff of the City of Schertz (the "City") has determined that the City
accept the bid proposal from Beck-Refit and Sons, -Ltd. For the Chelsea Drive Drainage Channel
Improvements; and
WHEREAS, City staff has received qualifications indicating that Beck-Refit and Sons, Ltd. is
qualified to provide such services for the City; and
WHEREAS, this project will be funded through the 2006 Drainage Bonds; and
WHEREAS, the City Council has determined that it is in the best interest of the City to enter
into a contract with Beck-Refit and Sons, Ltd. pursuant to the Letter of Recommendation attached
hereto as Exhibit A.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
THAT:
Section 1. The City Council hereby authorizes the City Manager to execute and deliver the
conh~act with Beck-Refit and Sons, Ltd for $93,934.06 for the Chelsea Drainage project to which staff
added a 10% contingency fee for a total construction cost not to exceed $103,327 in substantially the
form set forth on Exhibit C.
Section 2. The recitals contained in the preamble hereof are hereby found to be true, and
such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the
judgment and findings of the City Council.
Section 3. All resolutions or parts thereof, which are in conflict or inconsistent with any
provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of
this Resolution shall be and remain controlling as to the matters resolved herein.
Section 4. This Resolution shall be construed and enforced in accordance with the laws of
the State of Texas and the United States of America.
Section 5. If any provision of this Resolution or the application thereof to any person or
circumstance shall be held to be invalid, the remainder of this Resolution and the application of such
provision to other persons and circumstances shall nevertheless be valid, and the City Cormcil hereby
declares that this Resolution would have been enacted without such invalid provision.
Section 6. It is officially found, determined, and declared that the meeting at which this
Resolution is adopted was open to the public and public notice of the time, place, and subject matter of
the public business to be considered at such meeting, including this Resolution, was given, all as
required by Chapter 551, Texas Govermnent Code, as amended.
Section 7. This Resolution shall be in force and effect from and after its final passage, and
it is so resolved.
PASSED AND ADOPTED, this 9th day of October, 2012.

Chelsea Drive Drainage Channel Improvements
#12-ENG-34-D-Ol
Sixteen (16) bids were received on the above referenced project at Public Works on
September 13, 2012. All bids were considered responsive as to the requirements set
forth in the Instructions to Bidders.. The bids are tabulated artd attached, along with
supporting information required in the Instruction to Bidders.
Review of the bids indicate that Beck-Reif and Sons, Ltd is he low bidder with. a bid
of $93,941.00, with one minor iregularity. A clerical enor fox tabulation of the total
cost for Concrete ltiprap (5") that will result. in a decrease of $6.94 in total cost for the
project; revised total cost would be $93,934.06. The correction has been verified with
the Contractor, see attached verification. The Engineer's Estimate for the project
construction was $121,167.29.
It is our tecommendation that the City award the contract to Beck Reit and Sons, Ltd
in the amount of $93,934.06.
