12-R-95 Supporting the San Antonio-Bexar County MPORESOLUTION NO. 12-R-95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, SUPPORTING THE SAN ANTONIO - BEXAR COUNTY METROPOLITAN PLANNING ORGANIZATION, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the San Antonio-Bexar County Metropolitan Planning Organization (MPO) is a regional agency created by Federal Law to conduct a cooperative, continuous, and comprehensive transportation planning process; and WHEREAS, the San Antonio-Bexaz• County MPO was created in 1974 and Serves the greater San Antonio region; and WHEREAS, the City of Schertz has been a member of the San Antonio-Bexar County MPO since its inception; and WHEREAS, the City of Schertz has been the recipient of several MPO-funded projects through the years including work on Lower Seguin Road, improvements on IH-35 and the reconstruction and widening of FM 3009; and WHEREAS, many projects have also been funded in the member cities of the Northeast Paztnership, subm~ban cities (including San Antonio), and Bexar County; and WHEREAS, the City of Schertz sits in Bexar, Comal, and Guadalupe counties and supports and promotes regional planning and cooperation; and WHEREAS, a need exists to address transportation issues across an area greater than the existing boundaries of the San Antonio-Bexar County MPO to include counties contiguous to Bexar County or the entire Alamo .Area Council of Govermnents service area; and WHEREAS, the cities of New Braunfels and Seguin are seeking to create a Comal County-Guadalupe County MPO; and WHEREAS, the City of Schertz does not support the creation of a separate MPO for Comal and Guadalupe counties as it fails to promote regional planning; and WHEREAS, the City of Schertz wishes to continue our participation not only in the San Antonio-Bexaz• County MPO, but in an expanded super regional MPO to ensure that our federal and state gas tax dollars are spent wisely and according to the region's most urgent needs which will improve our transportation system and, in the process, our region's quality of life. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: Section 1. The City Council hereby authorizes the continued membership with the San Antonio-Bexar County Metropolitan Planning Organization. Section 2. The City Council does not support a sepazate Comal County-Guadalupe Metropolitan Planning Organization. Section 3. The City Council promotes an expansion of the boundaries of the San Antonio-Bexar County Metropolitan Planning Organization to include multiple counties including Comal and Guadalupe counties. Section 4. All resolutions or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 5. This Resolution shall be in force and effect from and after its final passage, and it is so resolve PASSED AND ADOPTED, THIS 16TH day of October 2012.
