AN ORDINANCE <II' 2. 1 0 OF THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS APPROVING AND ADOPTING MINOR AMENDMENT NO. 1 TO THE URBAN RENEWAL PLAN FOR BUFFALO VALLEY NORTH PROJECT, TEX. R-112; AND DIRECTING THAT SAID CHANGE BE FILED AS PART OF THE URBAN RENEWAL PLAN FOR SAID PROJECT WITH THE CITY SECRETARY. WHEREAS, the City has adopted a Redevelopment Plan known as the Urban Renewal Plan for Buffalo Valley North Project, Tex. R-112; and WHEREAS, the Urban Renewal Agency has now proposed Minor Amendment No. 1 to said Plan for the purpose of clarifying the rehabilitation standards to be used within the project area; and WHEREAS, said Minor Amendment No.1 has been submitted to and approved by the Board of Commissioners of the Urban Renewal Agency and the Planning Commission of the City of Schertz and received favorable recommendation from both bodies; and WHEREAS, the provisions of the Texas Urban Renewal Law regarding modification of Urban Renewal Plans has been complied with; now, therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ: 1. Buffalo adopted Minor Amendment No. 1 to the Urban Valley North Project, Tex. R-ll2 is and approved. Renewal Plan for hereby ratified, 2. Minor Amendment No. 1 which consists of four pages of textual material, being numbered pages 8, 9, 14 and 18 is attached hereto and made a part hereof. Said numbered pages shall supersede the same numbered pages in the original Plan and shall be placed on file with the City Clerk as notice of this amendment. " , R401-4.3 Every water closet, bathtub or shower of a living unit shall be installed in a bathroom or toilet compartment which will affort privacy to the occupant. ' R401-4.4 A bathroom shall not be used as a passageway to a habitable room, hall, basement or to the exterior. R401-4.5 A bathroom sha,ll not be separated from all bedrooms of a living unit by" locating it a full story above or below the bedrooms. R401-4.6 A bedroom shall not be used as the only means of access to another bedroom or habitable room. R401-4.7 Access to an only bathroom shall not be through a bedroom in a , living unit having more than one bedroom. R401-4.8 Bedroom requirements shall be such so that it will not be necessary for persons of the opposite sex, oth~ than husband and wife or children under six years of age, and for children of the same sex with a greater age spread thari five yesrs, to occupy the same bedroom. R401-5.2 Minimum areas of kitchen storage space shall be as follows: a. Total shelving in wall and base cabinets - 30 sq. ft. b. Ilx'awer area - 5 sq. ft. c. Usable st,orage shelving in COOking range or under sink may be counted in the total shelving needed. Bath Facilities R401-6 Complete bathing and sanitary facilities shall be provided within each living unit; they shall consist of a water closet, a tub or shower, and a lavatory. Provide an adequate supply of hot water to the tub or shower stall and lavatory, and cold water to all fixtures. Arrangement of fixtures shall provide for the comfort- able use of each fixture and permit at least a 900 door swing. Wall space shall be available for a mirror or medicine cabinet and for towel bars. &401-7 Stl9.ce t~Laundrv Facilities Adequate space shall be provided for l&mdry equipment within each living Unit, off of a public corridor, or in a basement or other suitable public space for, the use of' all occupants of a building. Where nearby" public commercial laundries are available, consider- ation may be given as to the extent residents of the project can be expected to use them in determining laundry space needs. - 14- .. . "',"~" 'I ~ ~ 1 l " , , . j . ,. , ~ y Where a stairway is not separately enclosed and is open to a corridor or mezzanine, the distance of travel shall include the travel on the stairway and the travel from the stairway to reach an outside door in addition to the distance to reach the stairway. R405-2 Corridors or Hallways Having Access to Exit in One Direction. The distance of travel from the entrance door of any living unit to an exit in one direction shall not exceed 30 feet, or if to an unenclosed stairway shall not exceed 20 feet. R405-3 Hallways providing access to stairways and serving more than one and less than six living units shall be not less than 3 ft.-6 in. wide. R406 Ex:TERIOR APPURTENANCES R406-1 All exterior appurtenances or accessory structures which are in a deteriorated condition beyond economical repair, shall be replaced with aservicable item, if by removal it would disfigure the main structure and/or environm!3nt. Such structures include porches, terraces, entrance platforms" garages, carports, walls, fences and miscellaneous sheds. R407 TRASH AND GARBAGE DISPOSAL R407-1 Every dwelling arid multifamily building shall be supplied with a means of disposal or removal of trash and garbage. "R407-2 Where disposal will not take place promptly there shall be a convenient and appropriate temporary and sanitary storage for trash and garbage provided, which is inaccessible to rodents. R408 NOlSEJ,QN'l'OOL RL,J)8-1 Wher-e there is revised planning and nl!l! construction contemplated of floors and partitions between living units and between living units and public and service spaces, consideration shall be given to using noise reduction and noise isolation techniques in order to provide acoustic separation and auditory privacy. The minimum sound transmission class (srC) for such purposes shall be 45 as determined by ASTM" E90-61T for airborne noise. For structure-borne or impact noise, the impact noise ratio (INR) shall be in a range from +5 to -5. R408-2 Design and Construction Suggestions. Where practical, functional areas of high noise shall be separated from areas of quiet. Clothes or storage closets are useful separators. Extend partitions to solid floor-ceiling construction and not " terminate at hung ceilings. Caulk and wrap pipe where they penetrate sQ1.Uld-impeding partitions and floors.
