ITEM 4A -10242012 Minutes PLANNING AND ZONING MINUTES October 24, 2012 The Schertz Planning and Zoning Commission convened on October 24, 2012 at 6:00 P.M. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Development Services Bert Crawford, Jr. Richard Braud Michael Dahle, Alternate COMMISSIONERS ABSENTOTHERS PRESENT Christian Glombik Don McCrary, 323 Breesport, San Antonio, TX Jake Jacobs 1.CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:00 P.M. 2.SEAT ALTERNATE TO ACT IF REQUIRED Mr. Dahle was seated as voting member. 3.HEARING OF RESIDENTS Steve Layton, 12231 Lost Meadows Drive, spoke of issues on flood insurance. 4.CONSENT AGENDA A. Minutes for September 26, 2012. B Minutes for October 10, 2012. Mr. Richmond mentioned that when he was referring to the expiration dates of Commissioners? terms at the October 10, 2012 meeting, he was referring to the December 13, 2011 Commission register, which has the term expiration dates incorrect for a couple of commissioners. He asked staff to correct and distribute a revised register after appointments are completed in November. Mr. Greenwald moved to approve the consent items as presented. Mr. Crawford seconded the motion. Vote was 6-0. Motion carried. ITEM FOR INDIVIDUAL CONSIDERATION: 5. A. PC2012-037 Consider and act upon a request for preliminary plat approval of Krippendorf Subdivision consisting of Minutes Planning and Zoning Commission October 24, 2012 1 of 3 Page 42.87 acres, located on FM 2252 approximately 400 + feet north of FM 482. Ms. Nichols began the presentation on the item by stating that this property is located on the east side of FM 2252 approximately 400 feet north of FM 482. One access point has been approved by TXDOT based on the property having approximately 420 feet of frontage on FM 2252. The developer is accounting for drainage by dedicating a 30? drainage easement through his property. The Director of Parks and Recreation has determined that a hike and bike trail would be better suited on the east side of FM 2252, therefore sidewalks will be required in front of this property at time of development. The plat does show a right-of-way dedication of 15 feet along FM 2252, which is designated by the Master Thoroughfare Plan (MTP) as a Principal Arterial, 120 foot, as are all Farm to Market roads. An existing 12? water line provides service to this property. No construction of water lines is required per this plat. The property lies within two sewer shed areas. The front of the property from FM 2252 to approximately 400 feet to the west drains to FM 2252. Depending on the development of the sewer system, the property may be able to be served by the future sewer line to the west. Currently, sewer service is approximately 2.5 miles from this property.The applicant is requesting a waiver to not provide sewer service, but instead utilize an onsite septic system. The applicant will be responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations, which may require onsite detention at the time of site plan/development. Grading and drainage plans are subject to review and approval by the City Engineer. Staff supports the waiver, given the significant distance of the existing sewer lines, contingent upon the applicant entering into a subdivision agreement requiring the developer to provide for the cost of the sewer line improvements that are planned through the property. The development can function with an OSSF (onsite septic system) until such time as the sewer line is extended to the property, atwhich time the applicant would be required to connect to the available sewer. If the City has not constructed a line to this property within 10 years, the owner will be reimbursed the total he paid for the line across his property. Discussion followed between the Staff and Commission. Mr. Dahlemoved to approve this item as presented including the waiver for the onsite sewage facility. Mr. Braud seconded the motion. Vote was 6-0. Motion carried. 6.DISCUSSION: A. Presentation and discussion related to drainage requirements. Requests by Commissioners to place items on a future Planning and Zoning Agenda. None. B. Requests by Commissioners to Staff for information. Mr. Evans mentioned that the entrance ramp at Schertz Parkway and IH 35 is closed and asked if this is part of TXDOT?s project. Ms. Nichols confirmed that it is. Mr. Evans asked what infrastructure work is being done at Arroyo Verde and FM 3009. Ms. Nichols stated that it?s for the Oaks at Green Valley II. th at 3:00 P.M will be at the civic Mr. Dahle asked Staff if the joint meeting on November 6 center or council chambers. Ms. Nichols stated that she hasn?t seen the agenda, but believes it will be at council chambers, and an email will be sent to the Commission with that information. Mr. Braud inquired when Gateway is presenting their results. Ms. Nichols stated that she will check the status. C.Announcements by Commissioners. None. D.Announcements by City Staff. th Reminder that the November 6 joint meeting will be at 3:00 P.M. Two (2) site plans were submitted for application.
