Minutes for Septelmber 26, 2012. B Minutes for October 10, 2012, Mr. Richmond mentioned that when he was referring to the expiration dates of Commissioners' terms at the October 10, 2012 meeting, he was refet-1•ing to the December 13, 2011 Commission register, which has the term expiration dates incorrect for a couple of commissioners. He asked staff to con•ect and distribute a revised register after appointments are completed in November. Mr. Greenwald moved to approve the consent items as presented. Mr. Crawford seconded the motion. Vote was 6-0. Motion carried. ITEM FOR INDIVIDUAL CONSIDERATI®I`I: A. PC2012-037 Consider and act upon a request for preliminary plat approval of Krippendorf Subdivision consisting of Minutes Planning and %onii~g Commission October 24, 2012 Page 1 of g 42.87 acres, located on FM 2252 approximately 400 + feet north of FM 482. Ms. Nichols began the presentation on the item by stating that this property is located on the east side of FM 2252 approximately 400 feet north of FM 482. One access point has been approved by TXDOT based on the property having approximately 420 feet of frontage on FM 2252, The developer is accounting for drainage by dedicating a 30' drainage easement through his property. The Director of Parks and Recreation has determined that a hike and bike trail would be better suited on the east side of FM 2252, therefore sidewalks will be required in front of this property at time of development. The plat does show aright-of--way dedication of 15 feet along FM 2252, which is designated by the Master Thoroughfare Plan {MTP) as a Principal Arterial, 120 foot, as are all Farm to Market roads. An existing 12" water line provides service to this property. No construction of water lines is required per this plat. The property lies within two sewer shed areas. The front of the property from FM 2252 to approximately 400 feet to the west drains to FM 2252. Depending on the development of the sewer system, the property znay be able to be served by the future sewer line to the west. Currently, sewer service is approximately 2.5 miles from this property. The applicant is requesting a waiver to not provide sewer service, but instead utilize an onsite septic system. The applicant will be responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations, which may require onsite detention at the tune of site plan/development. Grading and drainage plans are subject to review and approval by the City Engineer. Staff supports the waiver, given the significant distance of the existing sewer lines, contingent upon the applicant entering into a subdivision agreement requiring the developer to provide foz• the cost of the sewer line improvements that are planned through the property. The development can function with an OSSF {onsite septic system) until such time as the sewer line is extended to the property, at which tune the applicant would be required to connect to the available sewer, if the City has not constructed a line to this property within 10 years, the owner will be reimbursed the total he paid for the line across his property. Discussion followed between the Staff and Commission. Mr. Dahle moved to approve this item as presented including the waiver for the onsite sewage facility. Mr. Brand seconded the motion.
