ARllOLD CITY SECRETARY CITY MANAGER There being 'a quorum present, the meeting was called to order by the Maypr; and, among other proceedings had were the fo],lowing: The Mayor introduced the following captioned ordinance which vias read in full by the City Hanager. Councilmember _ ~f)J~ .' moved that said ordinance be considered by the COlfficil as an emergency measure, which motion was seconded by CouIlcilmember 1- --u~ Whereupon said motion vas fuJ.ly discussed and considered. The Mayor put the motion to consider said ordinance as an emergency measure to the members of the City Council and said motion was approved and adapted by the fol.lowing vote: AYES: All members shown present voted "AYE". NAY: None '. .r. ,. . The Mayor then introduced the hereinafter set forth ordinance as an emergency measure. Thereupon it was moved by Councilmember ~ and seconded by Councilmember 1~ that said ordinance be finally passed and adopted. The Mayor put the moti9n to a vote of the members of the City Council and the ordinance was finally passed and adopted by the following vote: AYES: All members present voted "AYE". NAYS: None , . ORDINANCE NO. 75-.E- -tj AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS, CALLING AN ELECTION TO BE HELD ON APRIL 5, 1975, FOR THE PURPOSE OF ELECTING THREE (3) COUNCIL~!BERS AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: I That an election be held in and throughout the City of Schertz, Texas, on SATURDAY, APRIL 5, 1975, for the purpose of electing separately by place Three (3) Councilmembers for said City to-wit: A Councilmember to Place No.3, a Councilmember to Place No.4 and a Councilmember to Place No.5 on the City Council of said City, with each such Councilmember to be elected to said place number for a term of two (2) years. II That any candidate desiring to have his name placed on the official ballot in said election as a candidate for Council- member for one, and only one, of the numbered places to be voted upon, shall, on or before March 5, 1975, file with the City Secretary of the City of Schertz, Texas, at the City Hall of said City, an application in writing signed by such candidate requesting that his or her name be placed on the official ballot, and designating the place number on the City Council for which he or she is a candidate; and all candidates so filing said written applicatian shall have their names printed on the offi- cial ballot for the place number for which such candidate desires to run. That any person failing to file said written application of candidacy by the time required aforesaid shall not be entitled to have his or her name printed on the official ballot. That no person may file an application of candidacy, or have his or her name placed on the official ballot, for more than one of the place numbers to be voted upon. That the names of all eligible candidates for the place number to be voted upon, whose applications have been duly and timely filed, shall be placed on the ballot pursuant to a drawing as provided by law. III That all qualified voters of the City shall be entitled to vote at said election. IV That the polling place for the holding of said election shall be at the FIRE STATION of said City, and the entire City of Schertz, for the purpose of holding said election, shall be and constitute one municipal election precinct, and Mrs. Janestine Kvapil is hereby appointed Presiding Judge of said election and Mrs. Emma J. Collins is hereby appointed Alternate Presiding Judge of said election. That the Alternate Presiding Judge of said election above named, in the absence of the Presiding Judge above named, shall perform the duties of the Presiding Judge in such election; and the Presiding Judge shall appoint as many qualified voters of , . the City to serve as clerks in said election as may be reasonably necessary to properly conduct said election, the appointment of such clerks to include the Alternate Presiding Judge if he be present for the holding of such election. v That the polls of said election shall be open on the day of said election from 7:00 o'clock a.m. to 7:00 o'clock p.m. VI That paper ballots shall be used in the holding of said election on the day of said election, and also in conducting of absentee voting in said election. VII That absentee voting in said election shall be conducted at the City Hall of said City in Schertz, Texas, and the City Secretary is hereby charged with the duty of conducting absen- tee voting in siad election, as required by law. VIII That a capy of this ordinance, designated as a notice, signed by the Mayor and attested by the City Secretary shall serve as proper notice of said election to be given by posting said Notice of Election at the above named polling place for the holding of said election and at the City Hall of said City for at least twenty (20) days prior to the date of said election; and in addition thereto, notice of said election shall be published one (1) time in a newspaper published in and of general circulation in said City, the date of such publication being not more than twenty-five (25) days, nor less than ten (10) days, before the date of said election. IX That the public importance of this measure constitutes and creates an urgent public necessity requiring that this ordinance be passed and take effect as an emergency measure, and take effect and be in force immediately upon and after its passage.
