On this, the 17th day of September, 1974, at 7:00 o'clock P.M. the City Council of the City of Schertz, Texas, convened at a regular meeting at the regular meeting place in the Municipal Building of said City in the City of Schertz, Texas, which meeting was at all times open to the public, and at which meeting the following members were present, to-wit: ROBERT C. BUEKER MRS. NELL G. FUNK ROBERT E. SCHWARTZ TOM KOOLE DONALD J. SEEBA MRS. BOBBIE L. KOCH MRS. JUNE G. KRAUSE DENNY L. ARNOLD MAYOR ALDERWOMAN ALDERMAN ALDERMAN ALDERMAN ALDERWOMAN AND CITY SECRETARY CITY MANAGER to order by the Mayor; I There being a quorum present, the meeting was called and, among other proceedings had were the following: The Mayor introduced the following captioned ordinance which was read .)~ - in full by the City Manager. Councilmember moved that said ordinance be considered by the Council as Councilmember an emergency measure, which motion was seconded by 7~ . Whereupon said motion was fully discussed and considered. The Mayor put the motion to consider said ordinance as an emergency measure to the members of the City Council and said motion was approved and adopted by the following vote: AYES: Mrs. Funk, Mr. Seeba and Mr.Schwartz. NAYS : Mr. Koole and Mrs. Koch. The Mayor then introduced the hereinafter set forth ordinance as an emergency measure. Thereupon it was moved by C=oilmomber T and "eronded by Co=i1- member 7- A =_ that said ordinance be finally passed and adopted. The Mayor put the motion to a vote of the members of the City Council and the ordinance was finally passed and adopted by the following vote: AYES: Mrs. Funk, Mr. Seeba and Mr... Schwartz. Mr. Koole and Mrs. Koch. NAYS: '. ORDINANCE NO. AN ORDINANCE PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1974 AND ENDING SEPTEMBER 30, 1975 BY APPROVING THE BUDGET FOR SAID PERIOD AND APPROPRIATING THE NECESSARY FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF THE CITY OF SCHERTZ TEXAS FOR SAID YEAR FOR THE MAINTENANCE AND OPERATION OF THE VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES AND IMPROVE- MENTS OF THE CITY: AND STIPULATING EMERGENCY ADOPTION. WHEREAS, as required by the General Laws of the State of Texas the budget has been prepared and submitted to the City Council with estimates of expenditures and revenues of al City departments and activities for the year beginning October 1, 1974 and ending September 30, 1975; and WHEREAS, notice of a public hearing upon said bud- get has been duly and legally published; and WHEREAS, said public hearing has been held and full and final consideration given said budget. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: Section 1. That for the purpose of providing the funds necessary and proposed to be expended in the budget for said City for the fiscal year beginning October 1, 1974, and ending September 30, 1975, the budget was prepared and sub- mitted to the City Council for its consideration and approval and that said budget in the total amount of $825,852.00, and the same is hereby approved and the available resources and revenues of said City are hereby appropriated for the main- tenance of the City and the various activities and improve- ments as set forth in said budget. Section 2. That the said budget of the City of Schertz, Texas, for the fiscal year beginning October 1, 1974 and ending September 30, 1975, an exact copy of which is marked "Exhibit A" and made a part hereof for all purposes the same as if it were copied in full herein, is hereby approved and adopted by the City Council of the City of Schertz, Texal?,as the bud~ get for the City for the fiscal year 1975. Section 3. This ordinance approving and adopting a budget for the twelve-month period hereinabove specified is made in all things in accordance with the terms and provisions of the General Laws of the State of Texas and the City Charter. Section 4. in force immediately as required by law. Section 5. The public importance of this measure constitutes and creates an urgent public necessity requiring that this ordinance be passed and take effect as an emergency measure, and this ordinance is accordingly passed as an emer- gency measure, and shall take effect and be in force immediately upon and after its passage.
