The following members present to -wit: Mayor Michael R. Carpenter Councilmember Jim Fowler Councilmember Cedric Edwards Staff Present: Executive Director John Bierschwale Executive Director Brian James Chief of Staff Bob Cantu Mayor Pro -Tem George Antuna Councilmember David Scagliola City Manager John C. Kessel - Executive Director David Harris City Attorney Samantha Dyal City Secretary Brenda Dennis Mayor Carpenter called the Regular Meeting to order at 6:00 p.m. INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED STATES AND THE STATE OF TEXAS. Councilmember Fowler gave the invocation followed by the Pledges of Allegiance to the Flags of the United States and the State of Texas. City Events and Announcements • Announcements of upcoming City Events (D. Harris/J. BierschwaleB. James) Mayor Carpenter recognized Executive Director David Harris who announced the following upcoming events: • Thursday, February 7, 2013, Trail Riders will be at Pickrell Park, lunch will be served at 11:00 a.m. • Monday, February 18, 2013, City offices will be closed in observance of Presidents' Day • Saturday, March 2, 2013, 5`s Annual Wilenchik Walk of Life • Announcements and recognitions by City Manager (J. Kessel) Mayor Carpenter recognized City Manager John Kessel who expressed his thanks to the Department Heads and Executive Team for their recent participation in the budget fundamental process meetings, and he stated it has been a successful. 2 -5 -2013 Minutes Mr. Kessel publicly thanked the Public Affairs Department for the coordination, planning, and hosting of the 2013 Central Texas Environmental Summit that was held in the Civic Center on Monday, January 14, 2413. Hear4ne -of Res idents This time is set aside for any person who wishes to address the City Council. Each person should fall out the speaker's register prior to the meeting. Presentations should be limited to no more than 3 minutes. All remarks shall be addressed to the Council as a body, and not to any individual member thereof. Any person making personal, impertinent, or slanderous remarks while addressing the Council may be requested to leave the meeting. Discussion by the Council of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. Mayor Carpenter recognized the following people who spoke: • Mrs. Maggie Titterington of Schertz Chamber of Commerce, who updated the Council on Chamber events. Mrs. Titterington thanked the City of Schertz for supporting the Health & Wholeness Fair, specifically thanking the EMS Department for donating 52 flu shots. Mrs. Titterington recognized Mr. Michael Dahle, representing the Schertz Chamber of Commerce Leadership Core who presented City Manager John Kessei and Executive Director Development Brian James with a framed thank you letter from the Leadership Core Members. Discussion and /or Action Items 1. Appointment of the Mayor Pro -Tem — Consideration and/or action appointing a Mayor Pro - Tem for the City of Schertz. (Mayor /Council) Mayor Carpenter recognized Councilmember Scagliola who moved, seconded by Councilmember Fowler to appoint Cedric Edwards, Sr. as Mayor Pro -Tem. The vote was unanimous with Mayor Pro -Tem Antuna, Councilmembers Fowler, Scagliola, and Edwards voting yes and no one voting no. Motion carried. Mayor Carpenter thanked Councilmember Antuna for serving as Mayor Pro -Tem. A. Oath of Office — Oath of office administered to Councilmember Cedric Edwards. (Mayor Carpenter to administer oath) Mayor Carpenter administered the Oath of Office to Councilmember Cedric Edwards, Sr. 2 -5 -2013 Minutes Mayor Carpenter stated that at the request of staff, Agenda Item 5 has been pulled from the agenda. There will be no separate discussion of these items unless they are removed from the Consent Agenda upon the request by the Mayor or a Councilmember. 2. Bexar County Community Development Block Grant Program - A presentation, discussion, and possible action regarding a proposed submittal of project(s) to be considered for funding under the Bexar County Community Development Block Grant program. (D. Harris/D. Harris) 3. Minutes - Consideration and/or action regarding the approval of the minutes of the Regular Meeting of January 29, 2013. (J. Kessel/B. Dennis) 4. Ordinance No. 13 -M -04 — Consideration. and/or action approving Ordinance No. 13 -M -04 authorizing an amended and restated Certificate of Formation of the City of Schertz Economic Development Corporation; approving amended and restated Bylaws of such Corporation; appointing Directors to the Board of Directors of such Corporation; and other matters in connection therewith. Final Reading (J. Kessel/D. Gwin) The following was read into record: ORDINANCE NO. 13 -M -04 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCIIERTZ, TEXAS AUTHORIZING AN AMENDED AND RESTATED CERTIFICATE OF FORMATION OF THE CITY OF SCHERTZ ECONOMIC DEVELOPMENT CORPORATION; APPROVING AMENDED AND RESTATED BYLAWS OF SUCH CORPORATION; APPOINTING DIRECTORS TO THE BOARD OF DIRECTORS OF SUCH CORPORATION; AND OTHER MATTERS IN CONNECTION THEREWITH 6. Resolution No. 13 -R -09 -- Consideration and/or action approving a Resolution creating and providing 2013 funding to the Hal Baldwin Scholarship, and appointing members of the 2013 Hal Baldwin Scholarship committee, and resolving other matters in connection therewith (J. KesseI/B. Cantu) The following was read into record; RESOLUTION NO. 13 -R -09 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS CREATING AND PROVIDING 2013 FUNDING TO THE HAL BALDWIN SCHOLARSHIP, AND APPOINTING MEMBERS OF THE 2013 HAL BALDW]N SCHOLARSHIP COMMITTEE, AND RESOLVING OTHER MATTERS IN CONNECTION THEREWITH 2 -5 -2013 Minutes Mayor Carpenter recognized Mayor Pro -Tem Edwards who moved, seconded by Councilmember Fowler to approve Consent agenda items 2, 3, 4, and 6. The vote was .unanimous with Mayor Pro -Tem Edwards, Councilmembers Fowler, Scagliola, and Antuna oling yes- and- no-one-voting-no.- Motion -c arrier - -- Roll Call Vote Confirmation Mayor Carpenter recognized City Secretary Brenda Dennis who recapped the votes for agenda items 1, 2, 3, 4, and 6. Executive Session Council did not meet. 7. Take any action deemed necessary as a result of the Executive Session. No action taken. Requests and Announcements S. Announcements by City Manager • Citizen Kudos • Recognition of City employee actions • New Departmental initiatives Mayor Carpenter recognized City Manager John Kessel who complimented the City Secretary for her efforts in providing the Council with up to date information on the Place 5 Councilmember Candidate application filings. 9. Requests by Mayor and Councilmembers that items be placed on a future City Council agenda. No requests. 10. Requests by Mayor and Councilmembers to City Manager and Staff for information. Mayor Carpenter recognized Councilmember Scagliola who requested information regarding bond money availability as it relates to streets in the NorthCliffe area; he wanted to know what the City plans were to completing Cherry Tree and Wedgewood. Executive Director of Operations John Bierschwale stated that he is waiting on engineering information and will provide the information when it becomes available. 11. Mayor Carpenter held up the newly published "2013 A to Z Guide to Services" booklet and thanked the Public Affairs Department staff for work in getting it published. Copies available at City offices.
