A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on March 19,
2013, at 6:00 p.m., in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present to -wit:

Pastor Corey Webb with Everyday Christian Fellowship Church gave the invocation followed by the
Pledges of Allegiance to the Flags of the United States and the State of Texas.

Mayor Carpenter recognized new Police Chief Michael Hansen. Chief Hansen introduced
his family: Wife Kim, Daughters Lisa & Emily and son Devin.

City Secretary Brenda Dennis administered the Oath of Office to Police Chief Michael
Hansen.
Presentation and Pinning Ceremony for the new Police Chief - Michael Hansen (J.

Chief Hansen's family members, son Devin, daughters Lisa and Emily provided the Pinning
Ceremony,
Mayor Carpenter recessed the regular meeting at 6:15 p.m., to allow those in the audience to greet
the new Police Chief.
Mayor Carpenter reconvened into regular session at 6:3 O p. m.

Civic Center Coordinator Celina Blair announced the following event that will be taking place
this weekend:

Civic Center — LoneStar Comic Con event. Movie stars, artists, and celebrities of

various TV series will be available for autographs as well as photo opportunities.

• Announcements and recognitions by City Manager (J. Kessel)
Mayor Carpenter recognized City Manager John Kessel who thanked Owners Representative
Phil Gaudreau for the tremendous work with the design of the new Animal Services
Adoption Facilities. Mr. Kessel also recognized and congratulated the Animal Services
Department on their success this past weekend where they hosted an Animal Adoption Day
at Lowes taking 10 dogs to showcase for adoption and 8 of them found homes.
Hearing of Residents
This time is set aside for any person who wishes to address the City Council. Each person should fill
out the speaker's register prior to the meeting. Presentations should be limited to no more than 3
minutes.
All remarks shall be addressed to the Council as a body, and not to any individual member thereof.
Any person making personal, impertinent, or slanderous remarks while addressing the Council may
be requested to leave the meeting.
Discussion by the Council of any item not on the agenda shall be limited to statements of specific
factual information given in response to any inquiry, a recitation of existing policy in response to an
inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the
Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak
in the order they have registered.
Mayor Carpenter recognized the following who spoke:
• Mr. Johnie McDow who provided updates on the upcoming events of the BVYA. Mr.
McDow stated that the Opening Day Ceremony is set for April 6, 2013, parade to start at
9:00 a.m. at Clemens High School, ceremonies start at 10:00 a.m. Mr. McDow stated that
this weekend they will be hosting field day events; Saturday, March 23, 2013, Certification
Clinic for the Coaches, Saturday afternoon parents and volunteers will be painting and
cleaning at the Thulemeyer Field, and on Sunday, March 24, 2013, the volunteers will be at
the Sehertz Ballpark area painting and cleaning.
Special announcement from Mr. McDow, BVYA will be hosting the South Zone Shetland
Pinto World Series. The event is scheduled for July 24'' through July 27tt', and should bring
in over 16 teams.

2. Ordinance No. 13 -T -07 — Consideration and/or action approving an Ordinance authorizing .a
budget adjustment to fund Animal Services Adoption Facility; repealing all ordinances or parts

3. Resolution No. 13 -R -20 — Consideration and/or action approving a Resolution adopting an
amendment to the Articles of Incorporation and Bylaws of the Cibolo Valley Local
Government Corporation to reflect an increase in the number of Directors of the Cibolo
Valley Local Government Corporation and the terms thereof; amending provisions related to
the submission of the Corporation's Annual Budget; executing a Second Amendment to the
Memorandum of Understanding with the Corporation related to the submission of the
Corporation's Annual Budget; providing for severability; repealing conflicting Resolutions;

Extend the term for Schertz Representative to the CVLGC Board of Directors, Mr. Justin
Murray, to a term ending September 30, 2015. Appoint Mr. Steve White as a Schertz
Representative to CVLGC Board of Directors for a four -year term ending September 30,
2017.
Mayor Carpenter recognized Councilmember Scagliola who moved, seconded by Mayor Pro-
Tern Edwards to approve the consent agenda items 1, 2, 3, and 4. The vote was unanimous
with Mayor Pro -Tem Edwards, Councilmembers Fowler, Scagliola, Antuna, and Verinder
voting yes, and no one voting no. Motion Carried

5. Resolution No. 13 -R -21 --- Presentation and consideration and/or action approving a
Resolution authorizing the construction agreement for the Animal Adoption Center and other

Mayor Carpenter recognized Owner Representative Phil Gaudreau who provided a brief
PowerPoint presentation regarding the Animal Adoption Center.
Mayor Carpenter recognized Mayor Pro -Tem Edwards who moved, seconded by
Councilmember Scagliola to Resolution No. 13-R -21. The vote was unanimous with Mayor
Pro -Tent Edwards, Councilmembers Fowler, Scagliola, Antuna, and Verinder voting yes,
and no one voting no. Motion Carried

Mayor Carpenter recognized City Secretary Brenda Dennis who recapped the votes for agenda items
1, 2, 3, 4, and 5.
Executive Session
Mayor Carpenter recessed the regular meeting into executive session at 6:49 p.m.

Mayor Carpenter recognized City Manager John Kessel who reminded Council and Citizens
of the upcoming Community Pre - budget meetings scheduled for Wednesday, March 20,
2013, at 6:00 p.m., in the Hal Baldwin Municipal Complex Council Chambers, and
Thursday, March 28, 2013, at 6:00 p.m., at the Schertz United Methodist Church off FM
3009.

Mayor Carpenter recognized Councilmember Antuna who requested staff provide
information on competitive compensation for City Council Members as compared to other
cities our size. Mayor Carpenter concurred, adding he would like to receive information on
how Council's are compensated or not compensated, as well as how Council's are being
reimbursed.
