01-24-2013 MinutesMINUTES SCHERTZ HISTORICAL PRESERVATION COMMITTEE MEETING OF JANUARY 24, 2013. CALL TO ORDER Chairman Weirtz called the meeting to order at 6:30 with a quorum present. Voting members present: Merle Behne, Tom Dekunder Lou Foehrkolb, Barbara Hall, Gail Hyatt, Debbie Krause, Cynthia Palmer, Pete Perez, David Roman, Diana Webb, Jim Webb, Dean Weirtz. City Representative: Brian James Presentations: Chairman Weirtz presented a plaque to Lou Faehrkolb in appreciation for his tireless and significant service as Treasurer of the SHPC. Barbara Hall discussed the upcoming Texas Preservation Conference (2119113) and the importance of shedding light on preserving endangered historical locations. Discussion and /or Action Items 1. Minutes - Consideration and/or action regarding the approval of the minutes of the regular meeting of October25, 2012. A motion to approve the minutes was made by Tom DeKunder and seconded by Debbie Krause. The motion carried unanimously. 2. Fund Expenditures -Consideration and/or action regarding the submission of member expense vouchers. There were no requests for reimbursement. Chairman Weirtz requested that the committee agree to an expenditure of $996 for replacement Schertz Heritage Neighborhood banners. A motion to approve the expenditure was made by Cynthia Palmer and seconded by Jim Webb. The motion carried by a unanimous vote. 3. Treasurer's Report: Consideration and/or action regarding the book sales activity and other fiscal matters. Treasurer Lou Foehrkolb reported that fifteen books have been sold since October 2012. Since initial publication, a total of 570 books have been sold and 3 8 books remain. 4. Newsletter and Remembrances Winter 2013 Special Edition Articles: Consideration and/or action regarding the publication of the Winter 2012 Newsletter and REMEMBRANCES Special Edition Articles. Chairman Weirtz presented the quarterly newsletter and copies of three articles for publication. A motion was made by Pete Perez and seconded by Debbie Krause to accept the articles for publication. The motion passed by unanimous vote. 5. Annual Committee Report for 2413 -Consideration and/or actions regarding the publication of the Committee's Annual Report for the calendar year 2012. Chairman Weirtz presented the draft of the Annual Committee Report for publication, consideration and presentation to the Schertz City Council. A suggestion was made by Gail Hyatt to look into getting approval to sell the Spinning Wheel to add to the Committee's ability to finance projects and/or purchases. A motion was made by Pete Perez and seconded by Debbie Krause to accept the report for publication and delivery to the City Council. The motion carried unanimously. 6. Revisions to Committee By-laws -Consideration and/or actions regarding the proposed revisions to the Committee By-laws. Chairman Weirtz presented the revised set of Committee By-laws for approval. A motion to accept the revision to the By-laws was made by Jim Webb and seconded by Diana Webb. The motion carried unanimously. 7. Committee Membership Renewal Procedures -Consideration and for action regarding City of Schertz policy pertaining to Committee renewal procedures. Chairman Weirtz explained the procedure and rationale for the protocol. S. Schertz Historic Preservation and Landmark Designation Program - Consideration and/or action regarding the status of amendment of the City of Schertz Uniform Development Code (LTDC) regarding the City's historic preservation and landmark designation programs. Schertz City Director of Development, Brian James, discussed the progress toward amending the UDC to incorporate policy and procedures regarding the city's historic preservation and landmark designation programs. A motion was made by Cynthia Palmer to recommend to the City Council that it directs the revision of the UDC to include language pursuant to Historical Preservation Committee recommendations presented by Chairman Weirtz, Lou Foehrkolb seconded the motion which passed unanimously. 9. Proposal far National Registry of Historic Paces Listing -Consideration and/or action regarding an application far the National Registry of Historic Places Listing for Comal Settlement. Chairman Weirtz advised that an application for placement of Comal Settlement on the Listing has been sent to the Texas Historical Commission for initial review. No action required. 10. Committee Review of 2412 Objectives and Approaches for 2413 - Cansiderationand/or action regarding the committee's 2012 objectives and approaches for 2013. Chairman Weirtz presented a proposal for the objectives for the committee for 2013. Fallowing discussion of all objectives, a motion was made by Barbara Hall to accept the objectives as listed in the attached document. The motion was seconded by Merle Behne and carried unanimously. 11. Proposal for a City of Schertz Coat of Arms Crest -Consideration and/or action regarding the development and manufacture of a coat of arms crest for the City of Schertz. Chairman Weirtz reported having briefed the Shertz City Council on the proposal for a City Coat of Arms and that the Council had agreed to move forward with instituting the proposal. The council agreed to revisit the proposal in approximately two weeks after having had time to consider the emblem image and its eventual uses. No action needed. 12. Nomination and/or action regarding Committee officer selection for the Calendar Year 2013 -- Nominations for election of Committee officers for the calendar year 2013 were received. Dean Weirtz was nominated as Chairman. Debbie Krause was nominated for Vice Chairman. Jim Webb was nominated for Treasurer and Cynthia Palmer was nominated as Secretary. A motion was made by Tom DeKunder and seconded by Pete Perez to accept this slate of off cers. The motion carried unanimously. Reports Subcommittee Reports -Discussion only - Cemetery: Gail Hyatt reported three new cemeteries have been discovered in the area and that exploration and documentation is required. -Historian: No report at this time -Outreach -Chairman Weirtz reported having communication with the owner of Raiser Cain Restaurant and arranging for a small historic exhibit to be placed on the walls of the newly open restaurant. Chairman Weirtz removed exhibit materials fi•om the Java Nook Coffee Shop at its closing. Chairman Weirtz was a guest speaker at the Castro Colonies Heritage Association meeting on December 9, 2012. Chairman Weirtz has sent a letter to Mark Sundleman, President of Schertz Bank & Trust offering Committee support for a bank centennial anniversary celebration event. Chairman Weirtz attended the Schertz Planning and Zaning meeting on January 9, 2013 for the discussion of the North and South Schertz Planning Initiative. Chairman Weirtz, as Vice President of The Cibolo Valley Community Museum Association is pursuing efforts to develop a historic mural far placement on the west was of the old William Schertz building (now Randolph Masons Lodge Building). Chairman Weirtz had a discussion with the Schertz librarian about a joint oral history project. - Museum/Kramer House/Senior Center- Chairman Weirtz expects to replace a few exhibit items now at the Visitor's Center with other more historical exhibits in the near future. Requests and Announcements 1. Requests by Committee Members for items to be placed on a fiiture agenda: Gail Hyatt indicated a need far a scanner so that the committee can conduct its affairs with greater facility. 2. Requests by Committee Members to City Manager and Staff for information: None at this time. 3. Announcements by Committee Members: Barbara Hall announced that we should be aware of and lend support #o bills in the Texas legislature designed to ensure sporting goods store taxes go to wildlife and preservation rather than being used for other purposes (as has been the case is the past).
