A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on May 7,
2013, at 6:00 p.m., in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz
Parkway, Building #4, Schertz, Texas. The following members present to -wit:

CALL TO ORDER:
Mayor Carpenter called the Regular Meeting to order at 6:02 p.m.
INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED
STATES AND THE STATE OF TEXAS.
Pastor Wil Deahl of Crosspoint Fellowship Church gave the invocation followed by the Pledges of
Allegiance to the Flags of the United States and the State of Texas.
Presentations
• Proclamation National Police Week (Mayor Carpenter /Chief Hansen)
Mayor Carpenter read and presented the proclamation to Police Chief Michael Hansen.
Chief Hansen thanked the Mayor and Council and invited them to attend the Schertz - Cibolo
Joint Police Memorial Service on the May 15, 2013, at 10:30 a.m., in front of the Schertz
Police Department.
City Events and Announcements

Mayor Carpenter recognized Executive Director David Harris who announced the following
upcoming events:
Thursday, May 9, 2013 — Designer Purse Bingo fundraiser hosted by Guadalupe
County Children's Advocacy Center, Schertz Civic Center, 7pm — 9pm.

• Announcements and recognitions by City Manager (J. Kessel)
Mayor Carpenter recognized City Manager John Kessel who stated that this evening at the
Civic Center the Schertz- Cibolo- Universal City Independent School District is hosting their
2012 -2013 Commitment to Excellence Awards and Hall of Honor Induction Ceremony.
Mr. Kessel provided the Mayor and Council a copy of the program and pointed out that
under the Commitment to Excellence Awards — "Volunteer of the Year" goes one of our
own, EMS Public Education and Outreach Coordinator Michael Cosentino. Mr. Kessel
congratulated Mr. Cosentino.
Workshop
• P25 Radios — Presentation and discussion regarding possible purchase of P25 Radios. (Chief
Covington/J. Santoya)
Mayor Carpenter recognized Assistant Fire Chief Glen Outlaw who provided a brief
presentation regarding the Public Safety Radio Replacement Project "P25 Radios."
Finance Director Juan Santoya stated that Southwest Securities will be able to secure a note
with Branch Banking and Trust in the amount of $800,000 at an interest rate of 1.30 %.
City Council authorized staff to pursue financing for the purchase of the P25 Radios and
other emergency services related equipment.
Hearing of Residents
This time is set aside for any person who wishes to address the City Council. Each person should fall
out the speaker's register prior to the meeting. Presentations should be limited to no more than 3
minutes.
All remarks shall be addressed to the Council as a body, and not to any individual member thereof.
Any person making personal, impertinent, or slanderous remarks while addressing the Council may
be requested to leave the meeting.
Discussion by the Council of any item not on the agenda shall be limited to statements of specific
factual information given in response to any inquiry, a recitation of existingpolicy in response to an

inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the
Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak
in the order they have registered.
Mayor Carpenter recognized the following who spoke:
Mrs. Clare Layton, 13231 Lost Meadows Drive, who spoke on the wording used for the
upcoming Schertz Sector Plan Open House and Town Meeting.
Mrs. Maggie Titterington, Schertz Chamber President who provided an update on the
Chamber events.
Consent Agenda Items
The Consent Agenda is considered to be self - explanatory and will be enacted by the Council with
one motion. There will be no separate discussion of these items unless they are removed from the
Consent Agenda upon the request by the Mayor or a Councilmember.
Minutes - Consideration and/or action regarding the approval of the minutes of the Regular
Meeting of April 23, 2013. (J. Kessel/B. Dennis)
2. Ordinance No. 13 -D -14 — Consideration and/or action approving an Ordinance amending
Section 86 -61 of the Code of Ordinances, Traffic and Motor Vehicles, relating to driving in
drainage easements; repealing all Ordinances or parts of Ordinances in conflict with the
Ordinance; and providing an effective date. (B. James /J. Hooks) Final Reading

WITH THIS ORDINANCE; AND PROVIDING AN EFFECTIVE DATE.
3. Ordinance No. 13 -S -15 — Consideration and/or action approving an Ordinance authorizing
an application process for Developing and Operating a Cemetery in the City of Schertz;
repealing all Ordinances or parts of Ordinances in conflict with this Ordinance; and

Mayor Carpenter recognized Councilmember Scagliola who moved, seconded by
Councilmember Fowler to approve the Consent Agenda items 1, 2 and 3. The vote was
unanimous, with Councilmembers Fowler, Scagliola, and Verinder voting yes, and no one
voting no. Mayor Pro -Tem Edwards and Councilmember Antuna were absent. Motion
Carried.
Discussion and Action Items
4. Ordinance No. 13 -T -16 -- Consideration and/or action approving an Ordinance authorizing a
Budget Adjustment to Fund 314 (Hotel Tax) for modification of concession stands; repealing
all Ordinances or parts of Ordinances in conflict with this Ordinance; and providing an
effective date. First Reading (D. Harris/M. Spence)

AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS
AUTHORIZING A BUDGET ADJUSTMENT TO FUND 314 {HOTEL TAXI FOR
MODIFICATION OF CONCESSION STANDS; REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE; AND
PROVIDING AN EFFECTIVE DATE.
Mayor Carpenter stated that he did not have any questions on this item as was presented. He
stated this item is related to public safety and a necessity to the BVYA organization.
Councilmembers concurred.
Mayor Carpenter recognized Councilmember Scagliola who moved, seconded by
Councilmember Fowler to approve Ordinance No. 13 -T -16 on first reading. The vote was
unanimous, with Councilmembers Fowler, Scagliola, and Verinder voting yes, and no one
voting no. Mayor Pro -Tem Edwards and Councilmember Antuna were absent. Motion
Carried.

Mayor Carpenter recognized Councilmember Fowler who inquired about when the
consultants would be able to come to Council and brief them on the EMS report. City
Manager John Kessel stated that this will be on the May 14, 2013 agenda as the consultants
had previous commitments this evening.
Mayor Carpenter recognized Councilmember Scagliola who asked if staff had reviewed our
zoning map, identifying any existing R6, R7 and R5 areas which perhaps should be rezoned.
He was unsure how extensive the project would be but would like staff to take a look at it
provide the information at their convenience.
Mayor Carpenter recognized Councilmember Verinder who asked about the status of the
Employee 360 Evaluation process that was requested.
Mayor Carpenter stated that HR Director Josh Smith is working with Saint Mary's
University that will be both cost and organizationally effective. He stated that as soon as he
has finalized the information he will be brining it forward to Council. He stated that this
would probably take place in the October - November time frame.
Councilmember Fowler stated that recently the City adopted the new employee evaluation
processes and he would like to see a workshop item placed on a future agenda to show the
benefits of the change.
