I3-R-45 A RESOLUTION I3Y THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT WITH FORD ENGINEERING, INC., RELATING TO ENGINEERING, DESIGN, AND HYDRAULIC STUDY FOR THE MASKS ROAD WATERLINE PROJECT, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the City staff of the City of Schertz (the "City") has dete~~nined that the City requires professional services relating to engineering, design, and hydraulic study for the Maske Raad Waterline Project; and WHEREAS, City staff has detei•~nined that Ford Engineering, Inc. is uniquely qualified to provide such services for the City; and WHEREAS, pursuant to Section 252.022(a}(~), the City is not required to seek bids or proposals with respect to a procurement for personal, professional, or planning purposes; and WHEREAS, the City Council has detei•~nined that it is in the best interest of the City to contract with Ford Engineering, Inc, pursuant to the Engineering Services Agreement attached hereto as Exhibit A {the "Agreement"). BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. The City Council hereby authorizes the City Manager to execute and deliver the Agreement with Ford Engineering, Inc. in substantially tl~e form set forth on Exhibit A. Section 2. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council, Section 3. All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section ~. This Resolution shall be construed and enforced in accordance with the Laws of the State of Texas and the United States of America. Section S. If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. ~' ~ .. Sam WiEloughby, director of Public Works Re; City of5chertz-- Maske Road Waterl[ne Ford Engineering, Inc, is pleased to provide this proposal for professional engineering services to the City of Schertz for the design ofa waterline on Maske Rvad and FM 151$. Our understa~iding of the scope of work is generally as follows: The City desires to construct a new waterline along Maske Road extending from the existing tee At Sunshine Fails Drive west for approximately 3,90p linear feet to FM I S l 8, And approximately 800 feet south on FM 151$ to tie intoan existing 12-inch waterline. The purpose of the new waterline is to provide increased pressure and flow to the existing 20-inch waterline that supplies water to Universal City. eject Scope Ford Ingineering, Inc. will pt•epare the plans and cottsfitction documents for the conshuctian of approximately 4, 7Q0 linear feet of waterline, with tie-ins to adjacent streets and pressure reducing valves in vatElts to be Evcated at Oak Street and Windy Meadow Drive. The waterlines are preliminarily sized as an $-inch line from the tie-in at Sunshine Falls Drive to the bridge at Dietz Creek, with the remainder of the project being 12-inch diameter. Meters boxes and service taps will be provided for the L3oggess and Chalker properties along Maske Road, Fire hydrants wil! be spaceda# approximate 5Ut7-foot intet'vals. I'ermanen# easements and or right-af-way will be required from the Chalker, Boggess, Velasco, and XLNT properties, with A temporary construction easement from the XLNT property along FM 1 S l 8. In order to facilitate the delivery of said project, Ford Engineering, lnc, will provide the topographical survey ofthe existing and proposed right of way to determine Locations of existing utilities and pertinent topagrapliic features. To Aid itt the determination of easements~t•ight-ot= way, boundary swveys of the properties listed Above will be completed at part of this contract, Ford Engineering will prepare a set of construction plans, specifications, and quantity estimate, for review, approval, and construction in accordance with the project as described above. Plans and specifieatians will be in aanformance with City of Scltertz standards of construction end materials and submittal phases and content will conform to the Engineering Services contact whit tl~e City. Plans wits include the pipe line layout, limits of street restoration, and details for construction. The project will require the acquisition of perrrianent utility easements or right-af way and temporary construction easements. During construction of the project, a representative of Ford Engineering, Inc, will make a monthly site visit and attend a monthly project progress meeting for each tnontlt of the praject duration. It is anticipated that the duration of the project will be four (q) months, If tho project time is extended, requiring additional monthly visits, and pragt•ess meetings, the attendance to those meetings will be considered additional services. Ford Engineering will provide a construction staking to consist of a single line of stakes with guard stakes showing the stationing, and Offset of Itorizontal Pl, PC and PT of the pipe alignment, IoeatlpnS of tt:eS and bends, points of tie-irt to existing systetm, and major appur#enanees. The setting of the stakes will be performed once, and the preservation of such stakes as to posifion, elevation and marking shall becorme rite responsibility of the contractor selected by the City to perform the work outlined above, After construction has bean completed and work approved by the ©4vner, bard Engineering will perform praject closeout procedures for final project construction cost recapitulation and contractor payment recotmmendation, final project site inspection, and praject record documentation of the construction plans. The Project Record Drawings will be delivered in hardcopy format, GAD, and PDF format. Tate preliminary estimate is attached and does riot include additional costs for the acquisition of easerments and or right-af way. Cnrnpensation for these services will be itt rite amount of $65,905.00 which will cover all costs associated with the scope described above. Additional services and significant changes will 6e compensated for as provided by Attachment 1 to the fourth Amendment to agreement-for Engineering Services between the City of Schertz and Ford Engineering, inc. dated April 30, 2013 (the "Faurtlt Amendmment}.
