Minutes for August 14, 2013 Regular Meeting Mr. Brand stated that he has a question on Item 4.13 and would like to consider it separately. Mr. Greenwald moved to approve item 4.A as written on the consent agenda. Mr. Crawford seconded the motion. Vote was 7 -0. Motion carried. B. PC2013 -030 Consider and act upon a request for approval of a final plat of the Cypress Point Subdivision, Unit 2 consisting of 15.386+ acres, located approximately 600 feet west of the intersection of Eckhardt Road and the 1H 35 Frontage Road. Mr. Braud stated that the legend calls for 20 ft. utility easement on all lots. If our City requirements call for 15 ft. utility easements, why are we going with 20 ft. on this item? Mr. Rumfelt asked about the drawing showing an improvement to Froboese Lane, and asked if that will be done by the developer. Ms. Wood answered yes and the developer will improve his portion of Eckhardt Road. Mr. Greenwald moved to approve item 4.13 as written on the consent agenda. Mr. Dahle seconded the motion. Vote was 7 -0. Motion carried. S. PUBLIC HEARING: A. PC2013 -023 Hold a public hearing and consider and act upon a request by Schertz 1518, Ltd. for approval of a final residential replat of Sedona Unit 1 subdivision, consisting of approximately 0.5 acres. The property is more specifically described as a portion of the Julian Diaz Survey No. 66, Abstract No. 187 County Block 5059, City of Schertz, Bexar County, Texas, generally located at the intersection on Long Leaf Parkway and Hollering Vine. Mr. Evans opened the Public Hearing at 6:08 P.M. Ms. Wood presented this item by stating that the public hearing notice was published in "The Daily Commercial Recorder" on September 9, 2013 and the "Herald" on September 12, 2013. There were 9 notices mailed to surrounding property owners on September 12, 2013. As of this date, Staff reported no responses were received in favor or opposed to the request. The Planning and Zoning Commission approved the Sedona, Unit 1 final plat on October 10, 2007, and a final residential replat for the Crossvine Subdivision Module 1, Phase I on July 25, 2012. The applicant is purposing this replat to reconfigure Lot 1, Block 15 and a portion of the platted right -of -way, and eliminate the remaining portions of landscape Lot 1, Block 10 of the Sedona, Unit 1 final plat in order to achieve right -of -way alignment and adjust landscape lots for the right - of -way extension. This extension of Longleaf Parkway provides access to the Crossvine Amenity Center as well as the City of Schertz future park/open space. In accordance with UDC, Sec. 21.14.1 Transportation islands in road right -of -way are subject to review and recommendation by the City of Schertz Transportation Safety Advisory Commission (TSAC). TSAC met on August 7, 2013 to discuss and make a recommendation on the roadway island on the Longleaf Parkway extension. They recommended approval of the roadway island on the Longleaf Parkway extension with the condition that parking will be prohibited around the island and along the curb of the roadway on the right- of-way extension. The proposed replat is consistent with all applicable zoning requirements for the property, ordinances, and regulations of the City. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire and Police. Staff recommends approval. There being no one to speak, Mr. Evans closed the Public Hearing at 6:12 P.M. Mr. Rumfelt asked if we are extending Longleaf and does it connect with Schnebly. Mr. Malone answered yes. Mr. Rumfelt asked about TSAC's recommended approval with the condition that no parking be allowed around the island, and questioned who decides that there is no parking. Mr. Rumfelt then asked if this item should be approved with the condition. Ms. Wood answered yes. Mr. Crawford asked where people could park in this area. Ms. Wood answered that parking would be allowed in the designated parking area. Discussion followed between Staff and the Commission. Mr. Greenwald moved to approve the agenda item with the recommendation of TSAC that no parking be allowed in the cul -del -sac. Mr. Dahle seconded the motion. Vote was 7 -0. Motion carried. 6. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. ® Mr. Dahle asked when Staff will bring a septic tank discussion to the Commission. Mr. James answered that there were other non - planning projects occupying his time and this project might be brought to the Commission in November. D. Requests by Commissioners to Staff for information. • Mr. Rumfelt asked if there is City water and sewer available in Sedona. Ms. Wood answered yes. Mr. Rumfelt asked if there is City water and sewer in Crossvine. Ms. Wood answered yes. Mr. Rumfelt asked if other developing areas such as Schertz Forest has City water and sewer available and where the line is drawn. Mr. Greenwald answered that this area is in the San Antonio River Authority service area, and service is is a few years away; it is not in the CCMA service area. C. Announcements by Commissioners. • Mr. Dahle stated that he had a great time at Schertzfest and saw other Commissioners there. Also he stated that on Saturday, September 28, 2013 from 2 to 4 P.M., a meeting will be held in South Schertz with the Mayor, Dr. Gibson, Maggie from the Schertz Chamber and the City Manager attending, to talk about the growth that is coming and the impact on the residents. • Ms. Suarez stated that the City did a great job at Schertzfest parking so many trailers. D. Announcements by City Staff. ® Ms. Wood stated that the APA Conference is next week from October 2nd through October 5 °i and that Staff will be leaving for the Conference on Wednesday morning to attend. 7.
