While we have always known this, it is good to hear from the court that they agree with our values. Invocation and Pledges of Allegiance to the Flags of the United States and the State of Texas Mr. Ken Ratcliff, Schertz Church of Christ provided the invocation followed by the Pledges of Allegiance to the Flags of the United States and the State of Texas. (Brochure has been placed in your mailboxes) 05 -06 -2014 Minutes Page - 1 - Mayor Carpenter recognized Deputy City Manager John Bierschwale who stated Guadalupe County Commissioners Court took action to join in the contested court case against Post Oak Landfill that is 20 feet above the recharge of our water supply. Staff will keep Council informed as the case develops. Mayor Carpenter stated that Councihnember Edwards has an opportunity this evening to go to an event where one of his children is being honored, and he has asked if they could move directly into some of the business of the City this evening so that he can go with his family. Mayor Carpenter stated that with the indulgence of Council he will move things around this evening. Mayor Carpenter first recognized Ian Parker, Boy Scout with Troop 343 in Selma who was here this evening pursing his Eagle Scout. Ian stood to be recognized. Mayor Carpenter moved to the hearing of residents' portion of the agenda. HeariIIe of Residents: Mayor Carpenter recognized the following who spoke: • Mr. John Sellers, 1068 Williamsburg, who spoke on behalf of the Friends 4 Fisher House announcing their 7th Annual Ft. Sam Houston Fisher House benefit fundraiser http: / /municlerks.unt.edu/on Saturday, September 13, 2014 at the Schertz VFW Post 8315, 12:00 p.m. — 7:00 p.m. He stated the Fisher House is a 501(c)3 non - profit organization that through its volunteers raises money each year to provide a home away from home for the families of our wounded service members. One hundred percent of the money raised goes to this effort. They raised $5,400 on their first fundraiser this year bringing the current balance earned so far to $13,000. Their next event will be for a Fun Run on May 17th in Bracken. He had packets of information available to anyone interested and stated the organization would like to have the support of the Schertz community. • Mr. Glen Outlaw, 3729 Forsyth Park, who spoke regarding his concern of giving the maintenance and operations of the natatorium to the YMCA. He strongly urged Council to look for other alternatives. He understands that the City is not financially able to operate the facility themselves and understands the need to find a 3`d party to take care of this for the City. He finds it objectionable that he is forced to pay hundreds of dollars to use a facility that he as a resident is funding the construction of. He doesn't expect to use the facility for free and would like the City to come up with an alternative that allows resident participation and use of the facility without the need to join the YMCA. • Ms. Maggie Titterington, Chamber President who provided information regarding their upcoming events, which included: - Wednesday, May 7, Chamber after hours mixer, El Charro Mexican Restaurant 5:30 to 7:00 p.m. - Tuesday, May 20, Chamber Luncheon, 11:30 to 1:00 p.m., Dr. Gibson from the Schertz Cibolo Universal City ISD will be addressing the Chamber on the growth and upcoming changes in the SUCISD. 05 -06 -2014 Minutes Page - 2 - - Wednesday, June 11, 5:30 to 8:00 p.m., the Chamber will be celebrating 9 years as a Chamber. Ratama Park has graciously offered to host the event. She stated that you will need a ticket to get in so contact the Chamber. Ms. Titterington stated that the Chamber is averaging about 100 visitors per month and fielding 250 phone calls. She expects things will start to increase even more as the summer approaches. From January through March, there have been almost 1,200 inquiries for residential relocations, 1,200 blind searches through the internet, and almost 2,500 searches for tourism, restaurants and retail, as well as almost 2,300 searches through yahoo. People are looking us up. Ms. Titterington stated that on Tuesday, May 13, 2014 at 9:30 a.m., Leslie Mouton and KSAT News will be coming out to feature a story on the Veterans Plaza. They will play it on the Memorial Day weekend to bring more awareness on how the residents got together with the help of the city to fundraise and after three years this project will be finished. If anyone wants to come out they are welcome. Mayor Carpenter moved to the business portion of the agenda. Consent Agenda Items The Consent Agenda is considered self - explanatory and will be enacted by the Council with one motion. There will be no separate discussion of these items unless they are removed from the Consent Agenda upon the request of the Mayor or a Councilmember. 1. Minutes — Approve the minutes of the regular meeting of April 22, 2014 (J. Kessel/B. Dennis) 2. Ordinance No. 14 -S -19 — Approval of an Ordinance amending the Unified Development Code (UDC) by granting a Specific Use Permit for 4202 Wensledale Drive. Final Reading (B. James/M. Sanchez/L. Ordinance No. 14 -F -18 — Consideration and/or action approving an Ordinance amending Ordinance No. 14 -17-01, City Public Service (CPS Energy); amending the City's Franchise Fee. First Reading (J. Kessel/J. Kessel) The following was read into record: ORDINANCE NO. 14-F-18 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AMENDING ORDINANCE NO. 14 -F -18, CITY PUBLIC SERVICE (CPS ENERGY); PROVIDING FOR ADOPTION; PROVIDING THAT THIS ORDINANCE IS CUMULATIVE OF ALL OTHER ORDINANCES OF THE CITY NOT IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE; AND PROVIDING FOR AN EFFECTIVE DATE. Mayor Carpenter recognized City Manager John Kessel who introduced this item stating in January 2014, City Public Service (d/b /a CPS Energy) amended their 20 -year Franchise Agreement with the City of Schertz. Among the changes, CPS Energy increased the additional Franchise Fee percentage to 4% from all the member cities, including Schertz. Since that time, CPS Energy has proposed an additional amendment to distribute up to 4.5 %, rather than 4.0% Fees back to the member cities, including Schertz. As such, CPS Energy proposes to collect the additional %2 percent but requires each member city to amend their agreement to have those fees reimbursed back to the City for local use. The additional '/x percent increase replaces the old CPS Energy CIED fund program that was terminated in January 2012. In other words, the CPS Energy customers will not see an increase in rates but the increase in Franchise Fees will either be kept with CPS Energy or returned to the local cities for local use. For FY 2013 -14, $420,837 is budgeted in the City's General Fund from CPS Energy and it is anticipated that this year's Fees will increase by an estimated $10- 20,000 this year; as the City grows, this number will increase in future years. Staff recommends approval. Mayor Carpenter recognized Mayor Pro-Tem. Scagliola, who moved, seconded by Councilmember Fowler, to approve Ordinance No. 14 -F -18 first reading. The vote was unanimous with Mayor Pro -Tem Scagliola, Councilmembers Fowler, John, Edwards and Duke voting yes and no one voting no. Motion Carried 8. Ordinance No. 14 -D -22 — Consideration and/or action approving an Ordinance amending the City's Code of Ordinances by revising Section 86 -115 maximum speed limits generally on Pfeil Road from Ware Seguin Road to IH 10. First Reading (K. Woodlee/L. Busch) 05 -06 -2014 Minutes Page -5- The following was read into record: ORDINANCE NO. 14 -D -22 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS PROVIDING THAT THE CODE OF ORDINANCES OF THE CITY OF SCHERTZ, TEXAS BE AMENDED BY REVISING SECTION 86 -115, MAXIMUM LIMITS GENERALLY ON SPECIFIC STREETS; AND PROVIDING AN EFFECTIVE DATE Mayor Carpenter recognized Engineer -In- Training Larry Busch who introduced this item stating the speed limit on Pfeil Road has been 20 mph since the area was annexed into the City. In the past years, development and traffic has increased in the area. Public Works and Engineering completed a traffic study in the area to determine the appropriate speed for the roadway. The 85- percentile results were a higher speed than 30 mph; however, staff recommends that a safe traveling speed for Pfeil Road is 30 mph. The Traffic Safety Advisory Commission recommended approval at their regular meeting on April 3, 2014. Fiscal Impact: $200 for signs paid for from 101 - 359 - 551600 Street Maintenance. Staff recommends approval of first reading. Mayor Carpenter recognized Mayor Pro -Tem Scagliola, who moved, seconded by Councilmember Edwards, to approve Ordinance No. 14 -D -22 first reading. The vote was unanimous with Mayor Pro -Tem Scagliola, Councilmembers Fowler, John, Edwards and Duke voting yes and no one voting no. Motion Carried. Mayor Carpenter moved to the workshop portion of the agenda. Workshop • Discussion and update regarding the development and transition plan for the Schertz Senior Center. (Requested by Mayor Pro -Tem Scagliola) (B. James /C. VanZandt) Mayor Carpenter recognized Executive Director of Development Brian James who stated that in early February of this year the City took over the operations of the Schertz Area Senior Center after it was decided to terminate the existing agreement with the Comal County Senior Citizens Foundation. Some Parks and Recreation staff members, George Logan, Chuck Van Zandt and Sandy Bryant were moved over there to begin managing it. Sherry Davis was also sent to assist for a while to get them up and running. Additionally, they also had some assistance from the general parks staff and general services staff. This action was taken for the purpose of getting a feel for what the Senior Center was all about, what issues and challenges they were facing and where we might need to head next. The consensus is that managing the Senior Center is a lot of work. Although the seniors also pitched in to help, it should not be another job for them but rather a benefit for them. However, they should also have a say in how it is ran. Another discovery was that it takes a special set of skills to run a Senior Center. It's not the kind of thing we here at the City do. If we really want to move it forward, we need to go about it in a more thoughtful way. Chamber President Maggie Titterington was instrumental in working with local businesses to provide a lunch each day for the $4 Senior Center fee. 05 -06 -2014 Minutes Page - 6 - However, this method does not provide meals that meet the requirements of all the seniors, some of whom may have special dietary needs. What is now recommended is that we go out to the public and get Request for Proposals (RFP). We would work with the Senior Center members and get a draft together about what it is they want the Senior Center to offer. We would put that RFP out there and then gather and evaluate those responses and come back to Council with a recommendation. If we do not get any quality satisfying responses, we will have to regroup and revisit what it would take to run it in -house and determine what additional staff we would need and, what specific skills they would be required to have. This is what staff is recommending now. Our hope is that we will be able to find some entity that says yes this is what we do and we have the experience and skills to run a senior facility. If there is no objection, staff will put together an RFP document, sit down with the seniors soon and get their input and see what we get back in responses. Mayor Carpenter recognized Councilmember Duke who agreed that we need to provide a high quality service to the seniors and explore our options. He asked if we are going out for an RFP as a turn -key job. Mr. James stated we were indeed looking for an entire range of services. We may get entities who partner up with other providers or an entity that provides the entire range of services themselves. Mr. Duke stated he would like to see some input from the seniors themselves and Mr. James said he didn't know to what degree that would happen but they could definitely arrange for maybe the top three candidates to come in and make a presentation or hold a public hearing so the Seniors could hear what was offered. Councilmember Edwards asked whether there were any churches in the area that run their own senior programs. Mr. James stated he did not know of any, but there were a number of churches who ran their own congregational events which did include their senior members. Councilmember Fowler said the Baptists have about 30 pantries in various churches throughout the area where people can come and get food and some serve a basic lunch each day. His impression though is that they are eating pizza and other similar foods. Is there any liability on the type of food that can be served or any requirements? Mr. James stated that for certain grant opportunities there are requirements in terms of those criteria. The problem we had before was that the seniors did not like the food they were paying $4 for. The key is to get food that is tasty for a good price and is pretty healthy. Councilmember Scagliola stated we do need buy in, engagement and empowerment from the seniors. We should give them the option to choose what they want. Lastly, Mr. James thanked the IT Department who has stepped up to the plate and helped to set up the office with a printer and new sound system. Councilmember Edwards left at 6:39 p.m. Mayor Carpenter moved to the presentation portion of the agenda. Presentation • Presentation regarding the City Secretary Department (B. Dennis/D. Schmoekel) 05 -06 -2014 Minutes Page - 7 - Mayor Carpenter recognized City Secretary Brenda Dennis and Deputy City Secretary Donna Schmoekel who gave a presentation regarding the duties of their office and answering questions from Council. Deputy City Secretary Donna Schmoekel explained briefly the assignment of the Strike Team, regarding laserfiche. Councilmember Fowler asked if each department would be able to input all their own data by using the electronic laserfiche software. The answer was yes, they would be able to do that. Councilmember Duke stated the laserfiche project appears to be one of the city's biggest projects from an efficiency standpoint. He knows that getting the information in the hands of the person who needs it and to be able to take action is a better way of becoming as efficient as possible. We need to make sure as a team we have the tools to educate ourselves. This contributes to the greater transparency we have afterwards. He recommended the laserfiche team establish some metrics to measure what is going on and provide Council a quarterly report of that information in the future. It doesn't have to start until next year. Whether it is the number of calls you get, the number of education classes offered, or the number of people who are proficient in it, whatever it is, we can monitor it and help push this project out there. It is the beginning of a lot of great things for us to become a better city. • Proclamation Municipal Clerks Week (Mayor Carpenter) Mayor Carpenter read and presented the proclamation to Brenda and Donna. • Presentation regarding different methods City Departments and Council use to interact with Citizens (Requested by Councilmember Duke) (B. Cantu/L. Klepper) Mayor Carpenter recognized Communications Manager Linda Klepper who gave a PowerPoint presentation on communication interaction between the City Staff and the local community. The City Staff uses a variety of options to disseminate data such as the Schertz Magazine, press releases, websites, videos, marketing material and other means. She explained the definition of Customer Touchpoints as any encounter where customers and businesses engage in the exchange of information, provide a service or handle a transaction. Customer service methods of mail, face to face conversations, websites, phone calls, and e- mail are the more common forms of trading information with our residents and business associates. In order to keep track of our efficiency in this area we need to develop an inventory document to keep updating over time and peruse to review our progress. She displayed an example of a spreadsheet of typical communication items to record data on. She stated she will be back in about six weeks with a more detailed plan of action. Mayor Carpenter recognized Councilmember Duke who stated the vision is to engage our community in a two way communication exchange. It is the beginning of a more detailed process and the next step for us is what type of information goes through these channels and what happens to it. We may need to monitor some of these channels to see how we gather this information. 05 -06 -2014 Minutes Page • 8 - Mayor Carpenter recognized Councilmember Scagliola who stated he had a report to write on Social Media and Marketing. What is marketing? Well, you sell things. What does the City sell? Answer: services. We have a large base of customers. Councilmember Fowler asked if Ms. Klepper had contacted our Economic Development Department. She had not as of this time. He could see her involvement in the development of videos. Since EDC is involved in bringing businesses to the City, he thought it would be important for her to work with them on this subject. Mayor Carpenter stated a challenge every municipality has is garnering widespread community involvement. A lot of times the public does not know what is going on. We have struggled for many years to get the word out. How can we do the work of the people unless we hear from the people directly more often? It is a challenge but we are working hard to remediate it. In reference to `consistent branding and marketing', he noticed when we have multiple presentations from the different City Departments; everyone seems to use a different PowerPoint. In three to four weeks he wants to have an item on the agenda to have Council talk about a policy item that says that presentations and formats are the responsibility of this office and everyone will follow the established branding guidelines. Also, referencing the slide, `Who are our customers?', he asked Ms. Klepper to revisit it and see if there are any modifications that she would deem to be appropriate or not, and subsequently get copies of that slide to put on the desk of every person in a management role in this city. We need to recognize all our customers who are all `Number 1 Customers.' Mayor Carpenter moved back to the workshop section of the agenda. Workshop General discussion and possible action regarding how to honor former Mayors and Community Leaders. (Requested by Mayor Carpenter) (J. Kessel) Mayor Carpenter recognized Councilmember Duke who stated that Councilmember Edwards had left some information and words with him regarding this item as he is very passionate about his thoughts and he would be happy to convey them to the Council. That being said, Mayor Carpenter proceeded with the discussion. Mayor Carpenter stated he had asked for this item and in recent times we have done things to honor Mayor Baldwin, and appropriately so having the longest tenure as Mayor in the city and having transformed us in many ways from where we were in 1994 when he was first sworn in up until his passing in 2012. Mayor Carpenter mentioned the following points that have been covered in the past: Council had a discussion in January about how we might honor other past Mayors that have served, as well as others that have contributed to the City. We understand from gathering information that: Mayor H. P. Thulemeyer served 1958 -1960 — Thulemeyer Park at Oak and Arrow was named. 05 -06 -2014 Minutes Page - 9 - • Mayor Roy W. Richard served 1960 -1979 — FM 3009 was named after Roy Richard. Mayor Carpenter encouraged those to read about the accomplishments during this time in the minutes. He stated it is a remarkable course of events. • Mayor Jesse W. Graham 1972 -1973 — Not taken the opportunity to honor Mayor Graham. He was the only appointed Mayor by Council in the City's history. • Mayor Robert C. Bucker 1973 -1980 — not taken the opportunity to honor Mayor Bucker. Mayor Carpenter mentioned if you read the section of time in the minutes. he was Mayor you will find an amazing amount of accomplishments that were foundational under his leadership. • Mayor Jack M. Stomackin, 1980 -1982 — not taken the opportunity to honor Mayor Stomackin. Under his leadership the City moved up IH 35 on both sides up to the edge of New Braunfels. • Mayor Earl W. Sawyer 1982 -1994 — not taken the opportunity to honor Mayor Sawyer. Another • amazing transitional time period during which so many foundational things occurred in the City. • Mayor Harold D. Baldwin served 1994 -2012 — City named the municipal complex after Mayor Hal Baldwin. Mayor Carpenter stated that we have an opportunity to discuss further about what we might do to honor some of the gentlemen that have served; particularly ones that we feel have not yet been recognized but that made significant contributions to the City. Lastly, we have only one living Mayor from the previous seven and that is Mayor Bueker who he believes is 92 now and who will not be with us obviously for decades to come. Mayor Carpenter stated with the open commentary for the reasons he placed this on the agenda, he would like defer to Councilmember Duke who has some commentary from Councilmember Edwards and then he will move the conversation forward. Mayor Carpenter recognized Councilmember Duke who passed along Councilmember Edwards thoughts that with Mayor Bucker being the only living former Mayor and how instrumental he was in the development of Industrial Park area, and how visionary it was, his suggestion would be to rename the Industrial Park in honor of Mayor Bucker, and also ask staff to put together what costs would look like to change the signage and do this in a timely manner. Mayor Carpenter stated that pursuant to the suggestion he provided background of what happened during that time frame, 1973 to 1980. Mayor Carpenter stated that the land up to 35 was not in the boundaries of the City of Schertz. Mayor Bucker at that time was a realtor who met with the land owners. The Mayor had been in the military, stationed in Germany where he picked up a little German, just enough to go out and have a conversation with some of the landowners in the language they had grown up speaking. Mayor Bucker asked each of the landowners personally to commit to petitioning to be in or accepting the annexation of Schertz. If not for this, the land would not be here. Mayor Bueker saw how important it would be for the City of Schertz to be on both sides of 35. Our presence up and down 35 is where companies of GE Oil and Gas, Sysco Foods, Caterpillar, Amazon.com, reside. Mayor Carpenter stated that Amazon.com sits on a partial of land that was annexed in 1978 under Mayor Buekers leadership. He believes as does Councilmember 05 -06 -2014 Minutes Page - 10 - Edwards that was a foundational set of events that have placed us in the position we are today. He believes it is worthy of being honored, and if possible of doing so while Mayor Bueker is living. Naming things after people the City has done very sparingly, done carefully and not lightly. He asked for comments from Council regarding naming the Industrial Park after Mayor Bueker, Mayor Carpenter recognized Councilmember Fowler who agrees with Mayor Carpenter in naming the business park after Mayor Bueker. Councilmember Fowler also suggested that maybe the Historical Committee could help in putting together a historical background of information. Councilmember Fowler stated that there might be other individuals of leadership that have shaped the City, and gave the example of Steve Simonson. Mayor Carpenter recognized Mayor Pro -Tem Scagliola who stated that indeed there are seminole personalities in the City that need to be recognized. He was also thinking about Mayor Sawyer and his accomplishments during his tenure and with some research he is sure they can fmd information that he was involved in which also was of great value to the City. Mayor Pro -Tem Scagliola stated that if you do not recognize the foundational people who made your community what it is, if you deny future generations a touch of that history that provided all of this for us, you are losing on a big opportunity. Mayor Carpenter stated that with the comments it appears they will move forward and ask staff to let us know about the feasibility of renaming the Tri County Business Park after Mayor Bueker, something like an honorary thing like FM 3009 being named after Mayor Richard. Come back to Council and let them know the costs that would be associated with this type of request-Mayor Carpenter recognized City Manager John Kessel who thanked the Mayor and Council for their insight and direction on this item, and he will have staff bring the information back to Council. Announcements by City Manager • Citizen Kudos • Recognition of City employee actions • New Departmental initiatives Mayor Carpenter recognized City Manager John Kessel who stated that he received a copy of an email from a resident who had read the article on the sidewalks on FM 3009. Mr. Kessel read the letter where the citizens had mentioned walking along FM 3009 in 2012 where she had fallen and sprained her foot. She went on thanking those that were responsible for raising funds for Schertz FM 3009 sidewalks. Mr. Kessel stated that they received a letter from TxDOT regarding the IH 35 overpass at Country Club Drive, which they were going to fund the study and other improvements regarding traffic in that section. Mr. Kessel thanked City Engineer Kathy Woodley and others who worked on the project with TxDOT. He also mentioned that Council comments again made a big difference in getting these projects through to TxDOT. Council's impact to the community is appreciated. Lastly, he mentioned he received email from a citizen regarding Mr. Brian James. The letter read "being a new homeowner and building a new home we ran into a few issues that needed direction and instruction. We addressed our concerns to Mr. James who not only provided more information and insight, but also directed us to planning and zoning meetings where our voice could be heard. Needless to say, we felt valued as citizens and wish to recognize the fine staff and the City of Schertz employees. Please recognized and thank Mr. James for all his hard work and patience with endless phone calls and conversations in getting resolutions when needed. Although the answers were not always the outcome we anticipated, never the less he always provided a resolution." 10. Requests by Mayor and Councihnembers that items be placed on a future City Council agenda. Mayor Carpenter mentioned the one he requested earlier, which was for staff to come back with information on possibly renaming the Industrial Park after former Mayor Bueker. He commented that on the 10th of May RACAP is cooperating with post office and they will be picking up nonperishable items. • Thursday, May 1, 2014, 1103 Storage Facility Ground breaking. • Thursday, May 1, 2014, Schertz Sweetheart Pageant. Great event, a little bitter sweet to have to say good bye to the Sweetheart Court from 2013/2014, but we have a new Court to represent the City for 2014/2015. He thanked Mary and her staff for putting on the event. • Saturday, May 3, 2014, VFW Post #8315 Army Tank Re- Dedication ceremony. He stated that 20 years ago the tank was acquired and being out in the sun it was getting weathered. The repainting of the tank and the re- dedication ceremony was a great event. Mayor Carpenter recognized Councilmember Fowler who stated he attended the following events: • Thursday, May 1, 2014, Housing Ceremony for the new Quint Fire Truck. He commented on ceremony as well as the features of the new fire truck. • Thursday, May 1, 2014, Schertz Sweetheart Pageant. He commented on the transformation of confidence he sees in the Sweethearts from when they first began until their reign is over. • Saturday, May 3, 2014, VFW Post 48315 Army Tank dedication ceremony. He commented on the significance of the tank and its history. Mayor Carpenter mentioned that he attended over the last week the Guadalupe County Regional Mayors Association meeting. He stated they continue to meet as a group of Mayors to further their interests as a broader community throughout the County and in Austin, as well as with our Congressmen who represent the various areas of Guadalupe County in Washington D.C. This continues in his mind to be an effective regional collaboration that they have entered into to help secure our interests in a broader scale. Mayor Carpenter stated he attended the Northeast Partnership Workshop. Same comments, the Northeast Partnership has begun to make the various interests that we share as a group of cities in the Metrocom more the focus than simply information at lunches or economic development. We continue to have that information shared at the lunches. Continue to have economic development as a focus, but focusing on how as a group we can further secure our interests in the region, not only with the MPO but in Austin and Washington D.C., continues to be a much broader focus then it used to be with that organization. Mayor Carpenter mentioned he also attended the VFW Army Tank Re- dedication ceremony, stating a fantastic refinishing of the tank that a lot of volunteers gave time and materials to bring the tank to where it is today. It had gone into a state of disrepair, and now it is pristine. 05 -06 -2014 Minutes Page - 13 - Mayor Carpenter stated he wanted to comment on the Schertz Sweetheart Program. Councilmember. Fowler made an important comment about the confidence the young ladies will carry forth from their participation in the program. He stated that he had spoken to Mr. Steve White at the end of the program last week and he made comment about a former Miss Schertz who just graduated from College, who is going to work in a Senators Office in Washington D.C. The comment she made to Mr. White was, and he is summarizing "I don't think I would have had the confidence to cold call a Senators office and say I want to come to work with you, had I. not been in the Schertz Sweethearts Program." Again summarizing, it has vastly changed her confidence level, where she is basically not afraid to ask for anything. That is a great value that the program brings to participants of the City. Mayor Carpenter also mentioned that he and his wife Missy had the privilege of participating in the Fiesta Flambeau Parade and was recognized by many friends in San Antonio who reached out to him by either phone calls or Facebook. Mayor Carpenter stated that it warms his heart to drive around the City on the weekends to see the amount of activities. On the baseball fields, skate park, at our various parks throughout the City, up and down the parkway. His point is that the work we do here has far reaching long term cascading effects on the people we are asked to represent, who are our friends and neighbors. Finally, and Mayor Carpenter came down from the dais and showed on the overhead projector the latest acquisition. Mayor Carpenter showed a completely refurbished large, ex- military unit that was given to the City as a situation vehicle (SWAT), indicating that this vehicle had been paid for by others and it did not cost the city any money. Mayor Carpenter thanked everyone for their efforts and generosity on this vehicle and stated that our new SWAT vehicle makes Mayor Daly's vehicle look like a Toyota Corolla.
