The proposed density is consistent with the Comprehensive Land Plan designation use of highway commercial, commercial campus, and single family residential. The proposed zoning allows for these commercial uses along the IH -35 frontage. The proposed zoning identifies four (4) different minimum lot sizes for single family residential: 6,600 square feet, 7,200 square feet, 7,800 square feet and 9,000 square feet as shown in table two: dimensional requirements chart in the PDD. Additionally there are approximately 57 acres of open space and parkland proposed. The PDD also provides for some specific development standards. Ms. Wood stated that there was a question about water concerns, and she reminded everyone that the City of Schertz relies on the Carrizo Wilcox Aquifer and does not have use restrictions like the Edwards Aquifer. Mr. Kossel stated that depending on the market, the build out will be in phases with roads being built as they are phased, and they will take care of the portion of Schwab Road that is in their property. Mr. Cox stated the Nortex spine road will be built to the school site with Phase 1. Mr. James stated that as they bring in their plats, the City requires 2 points of access. Discussion followed between Applicant, Staff and the Commission. ITEM SUMMARY: The applicant is proposing to final plat approximately 14 acres of land establishing 66 residential lots with a minimum lot size of 6,600 square feet. The property is zoned Single Family Residential District — 7 (R -7). This application was reviewed under UDC, Ordinance 96 -S -28, as amended. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is located on Fairlawn Avenue 1,300 feet south of the intersection of Fairlawn Avenue and IH -35 Frontage Road. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. Unit 5A & 5B of this development is designed to have two (2) points of access via Fairlawn Avenue which runs north and south from the IH 35 frontage Road to Old Wiederstein Road. TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. A tree affidavit has been submitted indicating that there are no protected or heritage trees on the subject property. No tree mitigation fees are due. PARKS: All applicable parkland dedication and development fees for this Unit have been paid in full by the Developer in November 2011. No parkland fees are due at this time. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT &T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat of each Unit per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by the Public Works and Engineering Departments. Water and Sewer: This site is serviced through 8" water lines and 8" sewer lines that will be extended throughout the subdivision. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer. Drainage requirements and standards are defined in Article 13 Land Disturbing Activities and Drainage — Section 21.13.2 Drainage and Section 21.13.3 Stormwater Management Plan of the Unified Development Code. Sidewalks Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the subdivision. All sidewalks will be designed to meet the City of Schertz specifications. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is located generally southwest of the intersection of Eckhardt Road and the IH 35 frontage road. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access via Unit 2 through Kingswood Street and Froboese Lane which will be constructed with Unit 2 and Eckhardt Road. Prior to recording the final plat for Unit 3, the final plat for Unit 2 must be filed with the County Clerk. TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. A tree survey with a tree mitigation and preservation plan was submitted and reviewed by the Parks and Community Services department.
