Mr. Cox presented this item by stating that the applicant is proposing to final plat approximately 14 acres of land establishing 66 residential lots with a minimum lot size of 6,600 square feet. The preliminary plat was approved by the Commission on June 26, 2013. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and located on the southwest corner of FM 3009 and Ripps- Kruesler Road. ACCESS AND CIRCULATION: The subject property has access via the TxDOT approved access point along FM 3009 between Lots 3 and 4; Block 1 and off Baptist Health Drive. The approved preliminary plat for the entire subdivision shows the extension of both Baptist Health Drive and Wiederstein Road through the subdivision as designated by the Master Thoroughfare plan (MTP). TxDOT has reviewed the plat for access and drainage with no objections. The subject property will be allowed one (1) access point along FM 3009 between lots 3 and 4 based on a combined overall platted frontage; the access point will be one (1) shared right -in /out only driveway. When the driveway is constructed the existing deceleration lane will be extended as required by TxDOT. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The tree affidavit submitted indicates that they will in no way cause the destruction of or damage to any protected or heritage tree(s). Any wounded or damaged trees(s) will be repaired immediately. The tree survey and preservation plan identifies that 526" of trees will be preserved and 105" of trees will be removed. The trees being removed with this final plat (105 ") are exempt tree species (Mesquite and Hackberry). No mitigation fees are due with this final plat. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, GVEC, AT &T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision will be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by the Public Works and Engineering Departments. The final plat shows three (3) off -site easements that will serve the subject property. The easements are as follows: 60' wastewater easement; temporary turnaround easement; and a temporary variable width drainage easement. Prior to recording of the final plat all easement documents must be recorded in the appropriate County, volume and page number printed on the final plat and a copy of the easement document submitted to the City Planning Department. Water and Sewer: This site will be serviced through 8" water lines and 8" sewer lines that will be extended throughout the subdivision. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. The drainage report has been reviewed and approved by the City Engineer. Sidewalks Hike and Bike Trails: Sidewalks will be constructed along FM 3009, Ripps Kruesler Road and Baptist Health Drive. All sidewalks are designed to meet the City of Schertz specifications. Road Improvements: All streets will be developed to City of Schertz specifications. The extension of Baptist Health Drive (60' ROW) will be constructed adjacent to Lot 3 & 4, Block 1 to provide access to both lots. Construction plans for all public improvements have submitted and approved by Public Works and Engineering. STAFF ANALYSIS AND RECOMMENDATION: The proposed final plat is consistent with applicable requirements for the property, ordinances and regulations. Staff recommends approval of the final plat. SITE PLAN: The applicant is proposing to construct an 8,000 square foot convenience store with twenty-two (22) gas pumps on the approximately 5 acres of land. • Architectural Standards: Section 21.9.5 Exterior construction and Design standards requires all non- residential buildings to meet the minimum masonry requirements, fagade articulations and percentage of windows and doors. The proposed building elevations comply with the Exterior Construction and Design standard. The building and gas canopy will be constructed of brick, stone, and stucco with the front fagade consisting of 30% windows and doors. Additionally, the building complies with the vertical and horizontal articulations on all required walls. • Parkin: The site has thirty nine (39) parking spaces of which three (3) spaces are designated as handicap parking which exceeds the minimum parking standards for the proposed use. • Screeninci requirements: The site has satisfied the minimum requirements for the location and screening of accessory structures. The trash receptacle will be constructed of masonry with metal gates that meet the minimum requirements • Lighting and glare standards: The applicant will be responsible for complying with Section 21.9.11 Lighting and Glare standards at the time of building permit. A note has been placed on the site plan. • Landscaping: The UDC requires that non-residential development adjacent to right-of-way requires a landscape buffer. A total of forty-two (42) shade trees will be planted along the IH-35 Frontage and N Hubertus Road right-of-ways at a ratio of one (1) tree per twenty (20) feet. Thirteen (13) additional shade trees will be planted along the north and west property lines. Shrub screening will be planted adjacent to all vehicle use areas. The remaining landscaped area will be grass sod. All landscaping will be watered by an automatic irrigation system. Access and circulation: The site is accessed through two shared driveways, one on Hubertus Road and the other on IH-35 Frontage Road. Wide drive isles that range between thirty five feet (35') and fifty eight feet (58') isles with fire lanes that allow for two way traffic and emergency vehicle access. The shared driveway on IH-35 Frontage Road, shown on the site plan, has received TxDOT approval. The driveway on Hubertus will be full access and will also serve as the primary entrance for the undeveloped lot to the north (Preliminary platted as Lot 2, Block 1 of the CST NO. 1074 Subdivision). Utilities and Draina-ge: The site will be served by Schertz water, CPS, Center Point Energy, AT&T, and Time Warner.
