BY THE CITY COUNCIL OF THE CITY OF SCHERTZ,
TEXAS, CAIJLING AN ELECTION TO BE HELD ON
April 3rd , 19 82 , FOR THE PURPOSE
OF ELECTING 'THE I>lAYOR AND T~vO (2) COUNCILHEN

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS:
I
That an election be held in and throughout the City of
SChertz, Texas, for the purpose of electing a Mayor and two (2)
councilmen for said City to serve for a term of two (2) years.
The Councilmen are to be elected for Positions Nos. 1 and 2,
respectively.

That at said election the candidate receiving the most
votes for Mayor shall be declared elected; and the candidates
receiving the highest number of votes for Position No. I and
Position NO.2, respectively, shall be declared elected. Any
candidate deSiring 'to have his or her name on the official ballot
of said election, shall at least thirty (30) days prior to said
election day file with the Mayor an application in writing in
the form prescribed by the Texas Election Code requesting that
his or her name be placed On the official ballot and designating
whether he or she is running as a candidate for Mayor or council-
man, and if for councilman, such person shall declare as candicate
for POsition NO.1 or Position No.2. That any person failing
to file said written application for candidacy by the time afore-
said, shall not be entitled to have his or her name printed on
the official ballot.
That the names of all eligible candidates whose appli-
cations have been duly and timely filed shall be placed on the
ballot pursuant to a drawing as provided by law.

That.all qualified voters of said City shall be entitled
to vote in said election.

That the POlling place for the holding of said election

Schertz, Texas; and the entire City of Schertz, Texas, for the
PUrpOSe of hOlding said election shall be and constitute One
municipal election precinct. Janestine Kvapil
is hereby apPointed Presiding Judge of said election, and

Alternate Presiding JUdge of said election.

That the Presiding Judge of said election shall appoint
as many resident qualified electors of said City to Serve as
clerks in said election as shall be reasonably necessary to conduct
said election, with the appointment of such clerks to include the
Alternate Presiding Judge if he be present for the holding of said
election. The Presiding JUdge shall appoint a person fluent in
the Spanish language to serve as a clerk of said election to render
oral aid in the Spanish language to any voter desiring SUch aid
at the poll on the day of the election. In the absence of the
Presiding Judge above named, the Alternate Presiding Judge shall
perform the duties of the Presiding Judge of said election.

VI
That absentee voting in said election shall be conducted
at the Municipal BUilding, 14DO Live Oak Road, Schertz, Texas, and
the City Secretary is hereby charged with the duty of conducting
absentee voting in said election as required by law. The City
Secretary shall appoint a Deputy Absentee Voting Clerk who is
fluent in the Spanish language to render oral aid to any voter
deSiring to vote absentee in said election who requests such aid.
That with the exception of Saturdays, Sundays and
official State hOlidays, the City Hall shall remain Open from
8:00 O'clock A.M. to 4:00 o'clock P.M. for the purpose of con-
ducting absentee voting for said election.

That the polls of said election On the date of said
election shall be open from 7:00 o'clock A.M. to 7:00 O'clock P.M.
VIII
That the ballots to be used in said election shall be
prepared in conformity with V.A.T.C.S. Election Code, as amended.
That in the hOlding and conducting of said election, voter forms,
instructions and other materials required therefor, including the
ballots, shall be in both the English and Spanish languages.
IX
That a copy of this ordinance designated as a notice
shall serve as proper notice of said election. Notice of said
election shall be given in accordance with the provisions of
Article 4.05, Texas Election Code.

That the City Secretary lS hereby authorized and
directed to post notice of said election, in both the English and
Spanish languages, on a bulletin board at the City Hall of said
Ci ty, at Schertz Community Center
(The polling place for the holding of said election), 2nd at one
other public place within said City, all of which notices shall
be posted at least twenty (20) days prior to the date set for said
election.
XI
That the City Secretary lS further authorized and
directed to cause noti~e of said election to be published, in
both the English and Spanish languages, one time not more than
twentY-five (25). days nor less than ten (10) days prior to the
date set for said election, in a newspaper published and of general
circulation in the City of Schertz, Texas.

Espanol en la tablilla de anuncios del Ayuntamiento (City Hall) de
dicha ciudad, en la Estacion de Bomberos(la cas ilIa electoral
donde se llevara a cabo dicha elecci6n), y en otro lugar publico

dentro de dicha ciudad, todos estos aviso seran expuestos por lo

menos veinte (20) dias antes de la fecha fijada para dicha eleccion.

Que el Secretario de la Ciudad esta ademas authorizado y
dirigido para efectuar que el aviso de dicha eleccidn sea publicado,
en los idiomas Espa~ol e Ingles, una vez no mas de veinte y Clnco
(25) dias ni menos de diez (10) dias antes de la fecha fijada para
dicha elecci6n, en un periodico publicado y de circulacion general
en la ciudad de Schertz, Tejas.
