June 5, 2014 Minutes Transportation Safety Advisory Commission Minutes Thursday, June 5, 2014 5:30 P.M. 06-05-2014 Minutes The Transportation Safety Advisory Commission (TSAC) convened for a meeting on June 5, 2014 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Stephen Bish – Chairperson Bill Bowers Mark Davis Larry Franklin Eric Haugen Max Hernandez Phillip Rowland Staff Present: Brian James, Executive Director of Development Marc Bane, Assistant Police Chief Larry Busch Jr, Engineer in Training Jennifer Jones, Public Works Sr Admin CALL TO ORDER AT 5:30 p.m., by Chairperson Stephen Bish ROLL CALL HEARING OF RESIDENTS Keith Stevens spoke regarding his gratitude for the progress with the Silver Tree parking issues. Mr. Brockman discussed his concerns with the concrete spills on 78 just before Schertz Parkway, stating that it is extremely dangerous for motorcycles. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the April 3, 2014 Meeting. A motion was made by Commissioner Phillip Rowland to approve the minutes of the April 3, 2014 Meeting. Second by Commissioner Larry Franklin. Motion passed. Vote was unanimous. 2. School Zones: The areas are being monitored, and yes, there are some issues. There is a 20-minute back up at Paschal Elementary but no options to rectify the problem at this time. Wilder Elementary is scheduled for reconstruction, which will allow for a substantial difference with the added loop around the back of the school. Out for bid now. 3. Silver Tree: The business has the ability to add spaces but it appears that they have employees who want to park on the street, which causes the issue. The City is moving forward with the No Parking signs previously discussed. 4. Arroyo Verde: No Parking going in from FM3009 to Oaks at Green Valley shopping center (100 ft) and from FM3009 to Oaks at Green Valley II (150ft). 06-05-2014 Minutes 2 5. FM3009: Staff updated the Commission that the left turn lane signs have been corrected. 6. Graytown Road: Staff recommended to raise the speed limit on Graytown Road from 40 to 45 mph. A motion was made by Commissioner Mark Davis. Second by Commissioner Phillip Rowland. Motion passed. Vote was unanimous. 7. Ware Seguin Road - A: Staff recommended raising the speed limit on Ware Seguin Rd. from FM1518 to Pfeil Rd from 35 to 40 mph. A motion was made by Commissioner Max Hernandez. Second by Commissioner Phillip Rowland. Motion passed. Vote was unanimous. 8. Ware Seguin Road - B: Staff recommended raising the speed limit on Ware Seguin Rd. from Pfeil Rd to City limits from 40 to 45 mph. A motion was made by Commissioner Mark Davis. Second by Commissioner Rowland Phillips. Motion passed. Vote was unanimous. 9. Pecan Drive Crosswalk: Staff suggests monitoring until Fall, when school is back in session, then move forward with a plan, according to that outcome. 10. AACOG Presentation: Discussion regarding Schertz’ partnership with the transportation program and the future vision of how to properly incorporate the idea into the community in order to better serve the residents of the City. 11. Future agenda items requested by Commissioners: No future agenda items. 12. Staff Comments There will be no TSAC meeting for the month of July due to the upcoming Independence holiday. 13. Adjournment Motion made by Commissioner Larry Franklin to adjourn the meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous. Meeting adjourned at 6:18 pm.
