15-R-05 - Authorizing the Acceptance of the 2015 Bexar Metro 911 GrantRESOLUTION NO. 15 -R -05 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS AUTHORIZING THE ACCEPTANCE OF THE 2015 BEXAR METRO 911 GRANT, AND OTHER MATTERS IN CONNECTION THEREWITH WHEREAS, the City of Schertz (the "City ") wishes to accept the fiscal year 2015 Bexar Met Grant through the Bexar Metro 91 lfor the project titled: SCUCISD Point to Point; and WHEREAS, the grant funds total $5381.25 (75 %) and require matching funds in the amount of $1793.75 (25 %); and WHEREAS, the City Council of the City of Schertz hereby finds and determines that it is in the best interest of the City to accept the 2015 Bexar Met Grant totaling $5,381.25 with matching funds in the amount of $1793.75 for the project titled: SCUCISD Point to Point. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. The City Council hereby authorizes the acceptance for the fiscal year 2015 Bexar Met Grant funds totaling $5,381.25 with matching funds of $1,793.75 (the "Grant ") for the project titled: SCUCISD Point to Point. Section 2. The City Council hereby authorizes the City Manager or his designee to take all actions necessary in connection with the acceptance of the Grant including, but not limited to, executing the Grant Agreement, acceptance, rejection, to alter, or terminate the grant. Section 3. The City Council hereby assures that, in the event of loss or misuse of grant funds, all funds shall be reimbursed to Bexar Metro 911. Section 4. The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Resolution for all purposes and are adopted as a part of the judgment and findings of the City Council. Section 5. All resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Resolution are hereby repealed to the extent of such conflict, and the provisions of this Resolution shall be and remain controlling as to the matters resolved herein. Section 6. This Resolution shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America. Section 7. If any provision of this Resolution or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Resolution and the application of such provision to other persons and circumstances shall nevertheless be valid, and the City Council hereby declares that this Resolution would have been enacted without such invalid provision. It is officially found, determined, and declared that the meeting at which this Resolution is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Resolution, was given, all as required by Chapter 551, Texas Government Code, as amended. The goal of the City of Schertz in this project is to expand our emergency monitoring capabilities to the Schertz - Cibolo- Universal City ISD. We currently provide day to day police presence in the form of School Resource Officers to SCUCISD. We are requesting funding of a point to point system in our dispatch center to have the capability to monitor the approximately 1500 cameras that the SCUCISD currently has installed. This point to point system will allow our dispatchers the ability to monitor the cameras that are currently in use throughout the SCUCISD via monitors and equipment that will be installed in our dispatch center. The City of Schertz' objective is to have the ability to monitor these cameras on a day to day basis, prevent the escalation of situations that may arise and to response quicker to ones that do. These cameras will also allow us to provide a better response during emergency situations. The equipment being requested will facilitate these goals. Stated goals: • Empower public safety personnel with greater access to knowledge through dispatch camera monitoring • Maximize system functionality and interoperability between local and regional fire, EMS and law enforcement agencies and the SCUCISD • Improve response times • Defend the public interest • Improve operational efficiencies between local and regional fire, EMS and law enforcement agencies and the SCUCISD Describe the project and the activities that will be implemented: This project is dedicated to improving the current City of Schertz dispatch center to provide efficiency, effectiveness and to be multi - dimensional responses. We are attempting to add the ability to monitor the cameras that are currently installed throughout the SCUCISD by implementing monitors in the dispatch center that will be connected using a point to point system with the SCUCISD camera system. Outcome: The dispatch center will meet our increased need for technology improvements between the city of Schertz and the SCUCISD. This technology will provide efficiency quickly routing calls, reporting accurate call incident locations, and determining best route scenarios. Effectively fighting crime requires geographic, spatial, or local focus of mapping techniques into management, analysis and enforcement practices.
