GENERAL INFORMATION: Applicant: Chris Price, Schertz 1518, Ltd. PUBLIC NOTICE: Thirty one (31) public hearing notices were mailed to property owners adjacent to Schnebly Drive on January 16, 2015 advising them of the proposed street name change. At the time of this staff report two (2) responses were received; one (1) in favor and one (1) opposed to the request with the following comment: Sandra McKenney: Opposed- "Waste of money.!" ITEM SUMMARY: Schnebly Drive is a road located approximately 1,500 feet west of the intersection of Lower Seguin Road and FM 1518 in the Sedona Subdivision. Schnebly Drive is a ninety six foot (96') right -of -way that carries residential traffic from Lower Seguin Road through the Sedona and Crossvine subdivisions to Long Leaf Parkway and serves as a point of access to both subdivisions. No residential or commercial lots are addressed on Schnebly Drive. The function of street naming and addressing is to enable people to locate properties readily, ensure delivery of goods and services and importantly aid in public safety issues. Guidelines have been established in order to provide for orderly growth within the City and to provide a consistent approach for assigning street name changes. STAFF ANALYSIS AND RECOMMENDATION: The applicant is requesting to change the street name of Schnebly Drive to Hollering Vine to provide a consistent naming with the extension being constructed with the development of The Crossvine Subdivision. Currently, Schnebly Drive extends from Lower Seguin Road south to Long Leaf Parkway, where it terminates at a roundabout and Hollering Vine begins on the south side of the roundabout. The existing Hollering Vine is identified on the Crossvine master plan to continue south through the Crossvine Subdivision and eventually intersect with FM 1518 near the 8000 Block of FM 1518 just north of the Washington Tyrannus School of the Arts. The street name will provide road name consistency and will assist drivers in locating facilities and could improve emergency services. Staff recommends approval of the street name change. Changing the name of this street will not have a negative impact on the surrounding area.
