10-23-2014 MinutesSCHERTZ HISTORICAL PRESERVATION COMMITTEE MUTES THURSDAY, October 23, 2014, AT 6:30 P.M. Call to Order Chairman Dean Weirtz called the meeting to order at 6:30 pm with a quorum present. Voting members present: Merle Behne, Sue Boissonneault, Lou Foehrkolb, Gail Hy- att, Debbie Krause, Cynthia Palmer, Pete Perez, Lou Segaloff and Dean Weirtz New Members and Guests Lynn Foehrkolb was introduced as a new member of the Committee. Lynn has volunteered to serve in the officer position of Secretary. Joyce Segaloff, Guest William Dandy, Guest Presentation: Brian James, City of Schertz Executive Director - Update Regarding Main Street Incentive Project. Mr. James brought the Committee up to date on the plan to institute an incentive based historic district Plan along Main Street. Discussion and /or Action Items 1. Minutes - Consideration and /or action regarding the approval of the min- utes of the regular meeting of July 10, 2014. A motion was made by Cynthia Palmer and seconded by Lou Segaloff to accept the minutes as submitted. The motion passed unanimously. Merle Behne noted that her telephone number on the roster was incorrect. The correct number was corrected on the roster. 2. Fund Expenditures - Consideration and /or action regarding the submission of member's expense vouchers. There were no expense voucher submissions. Chairman Weirtz requested $90 expense for the next quarter to purchase a plaque (pending Committee approval of the property at 505 Exchange Street as a Landmark Property). A motion to approve the fund request was made by Sue Boissonneault and seconded by Gail Hyatt. The motion passed. 3. Treasurer's Report: Consideration and /or action regarding book sales activity during the calendar quarter and other fiscal matters. There were no book sales during the previous quarter. The book balance stands at twenty -four books. 4. Fall 2014 Newsletter and Remembrance Special Edition Articles - Consideration and /or action regarding the publication of the Fall 2014 Newsletter and REMEMBRANCES Special Edition Articles 2014 -5 and 2014 -6. A motion was made by Cynthia Palmer and seconded by Pete Perez to approve publication of the Committee Fall Newsletter and the two Re- membrances Special Edition Articles. The word "amendment" on page one of the Remembrance article was changed to amend. 5. Publication of a single volume Committee Remembrances Newsletters & Special Edition Articles 2010 -1014. Consideration and /or actions re- garding the publication of a single volume Committee Remembrances Newsletters and Special edition Articles 2010 -1014. Chairman Weirtz pre- sented the Committee with a single volume compilation of all Remem- brances Newsletters & Special Edition Articles covering the period from 2010 -2014 and requested that the Committee approve their publication and disposition to the Schertz Public Library for permanent retention. A motion was made by Gail Hyatt and seconded by Debbie Krause to allow publica- tion and placement of the volume at the Schertz Public Library. The motion passed unanimously. Chairman Weirtz, on a yearly basis, will add a col- lection of newsletters and articles to the volume on display at the li- brary. 6. Heritage Neighborhood Suspected City Code Violations — Consideration and /or actions regarding the existence of suspected excessive City Code vio- lations within the Schertz Heritage Neighborhood. Chairman Weirtz ex- plained his concern for the diminished appearance of portions of the existing Schertz Heritage Neighborhood and expressed the opinion that City Code violations are a contributing factor. Chairman Weirtz displayed photos of the suspected violating properties. He has notified the Schertz City Marshal via City Code Violation Reports and awaits news of action by that office. 7. Prospective Heritage Neighborhood Subcommittee Report — Considera- tion and /or actions regarding prospective Heritage Neighborhood nomina- tion. The Aviation Heights Subcommittee has examined the issue of nomi- nating the Aviation Heights neighborhood as a "Heritage Neighborhood" and thus far has accumulated a copy of the original plat map of the neigh- borhood and a narrative write -up that could be used as justification for such a designation. The Subcommittee suggests that a neighborhood sample sur- vey of residents be conducted to obtain a sense of resident support or non- support for the designation. The Subcommittee members are of the opinion that the survey team would benefit if they had nametags and possibly shirts to wear that identified themselves as official Schertz Historical Preservation Committee Members. Discussion was held on the various means to contact the local residents. It was suggested that the Subcommittee hold a town meeting with the local residents. The Subcommittee suggested that an in- troductory letter written on City letterhead would make approaching the res- idents easier. The Subcommittee also requested shirts or badges to help identify themselves. Debbie Krause offered use of her book of shirts. Brian James offered that the City of Schertz would likely approve badges similar to those used by the Citizens Patrol. A motion was made by Merle Behne to approve the Subcommittee's plan as presented to the Committee and sec- onded by Debbie Krause. The motion passed. 8. Schertz Landmark Designation Nomination — Consideration and /or ac- tions regarding Schertz landmark designation nomination. Chairman Weirtz offered in nomination the residence at 505 Exchange Street for selection as a " Schertz Landmark Property". Following discussion, a motion was made by Gail Hyatt and seconded by Debbie Krause to approve the nomination of the residence as a "Landmark Property". The motion passed unanimously. 9. Committee Officer Nominations for CY 2015 — Consideration and /or ac- tions regarding nominations for CY 2015 Committee officer positions. Chairman Weirtz opened the meeting for nominations of Committee officers to serve the Committee during calendar year 2015. The following officer nominees were accepted: Chairman: Dean Weirtz Vice Chairman: Debbie Krause Secretary: Lynn Foehrkolb Treasurer: Jim Webb ■ Subcommittee Reports — Discussion only - Histori an: Local history related articles have been appearing in the monthly Schertz Maga- zine during the past three months. These articles have been written by Committee members Jim and Dianna Webb. Also, the editor of Schertz Magazine has begun including a Committee sponsored feature in each edition of the Magazine called "Looking Back". - Cemetery The committee has a volume prepared on the Kempin Cemetery and it will soon be in the Schertz library. There are approximately four more cemeteries to study. - Saint Joseph Chapel National Registry Nomination The Chapel has been approved by the Dept. of Interior for listing on the National Registry of Historic Places. It joins hundreds of other Texas landmarks such as the Alamo, the Spanish Missions of San Antonio, Minger Hotel, and many other State of Texas historic treasures. - Youth Education Project In the absence of the Subcommittee members, Chairman Weirtz reported upon the progress being made toward a joint city, Committee and school district educa- tion program that would contain local history topics as a part of the curriculum content. - Schertz Photo history book Chairman Weirtz reported that he had transferred several pictures to mem- ber David Roman. The mention of David Roman brought up the By Law amendment concerning member attendance. A motion was made by Cynthia Palmer to place David Roman on associate non - voting member status; it was seconded by Pete Perez. The motion passed unanimously. - Outreach Gail Hyatt reported that in October the Genealogy Group held a successful family history event at the library. Gail Hyatt shared that she will be speaking on the occasion of Selma's Fiftieth Anniversary at the Stage Stop pavilion. Chairman Weirtz reported on a new local initiative to restore the exterior of Vine- yard Church ( off of FM 78 at First Street). He invited all interested persons to come out and help with the restoration. The work teams will be at the church on Tuesday afternoons, all day on Thursdays and also some Saturdays. Requests and Announcements 10. Requests by Committee Members that items be placed on a future agenda. Vice Chair Krause will speak with John Bierschwale about old pictures of the Fire Department. Chairman Weirtz suggested to William Dandy that he contact City Secre- tary Brenda Dennis for an application to serve on the committee, as there is now an open- ing. 11. Requests by Committee Members to City Manager and Staff for information Vice Chair Krause will discuss obtaining identification badges with the Schertz Facilities manager. Brian James will work with Purchasing concerning Committee shirts. 12. Announcements by Committee Members - none ADJOURNMENT There being no further business before the committee, a motion was made by Lou Foehrkolb and seconded by Cynthia Palmer to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 8:15 pm.
