The Transportation Safety Advisory Commission (TSAC) convened for a meeting on October 2,
2014 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz
Parkway, Schertz, Texas 78154.

CALL TO ORDER AT 5:30 p.m., by Chairperson Stephen Bish

HEARING OF RESIDENTS
Mr. Brockman discussed three (3) concerns. First one being with the concrete spills on 78 just
before Schertz Parkway, stating that it is extremely dangerous for motorcycles, which was also
discussed at June meeting. Second concern was addressing the signs on First Street / FM78 and
also on Lee Street and Mill Street. The signs currently state "No Outlet ". Mr Brockman believes
they should state "Outlet to 78 Only ". Mr. Letbetter responded letting Mr. Brockman know that
we try to stay away from specialty signs and no changes will be made at this time. The third
concern was that there are no pedestrian crossings at the new traffic signal on FM3009 and
Circle Oak. Mr. Letbetter stated he will contact TxDot to see if they would be installed once the
sidewalks are put in.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the June
5, 2014 Meeting.
A motion was made by Commissioner Mark Davis to approve the minutes of the June 5,
2014 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was
unanimous.
2. School Zones: Corbett — Rhine Valley subdivision Phase I is almost completed which
will add a different traffic flow. Assistant Police Chief Bane states no issues due to long
driveway from FM 1518.

q Sippel Elementary — Riata subdivision being finished out which also may change traffic
flow over next few years. We worked with the school last year by using the back drive
for overflow traffic. The school absorbed the issues well, took all the suggestions, and
have made huge changes themselves. There are minimal traffic issues at this time.
Commissioner Bish discussed the crosswalk outside the school zone and was looking for
feedback to see if this is an issue or not. No crossing guard at this location. No stop signs
at this intersection. Engineering Department will check to see if 20mph school zone can
be extended to the corner in question.
3. Van Pool Parking: Via offers a Van Pool service. We were contacted by Via to see if we
had a location and space within the city where they could park, their vehicles. A place was
identified over by Dietz Creek, behind the animal shelter. Commissioner Davis
expressed his concerns of limited parking with the animal shelter, new skate park, and
upcoming dog park, in that vicinity. Assistant Police Chief Bane suggests that we do not
want to clog up the parking lots that citizens use to access and utilize city services. We
will look at other options as needed in order to promote carpools and the emissions
benefit involved.
4. Crossvine Subdivision Islands and Roadways — Unit 2: Meets appropriate geometric
requirements and the Fire Department agrees.
A motion was made by Commissioner Mark Davis to approve the plans to move forward.
Second by Commissioner John Cook. Motion passed. Vote was unanimous.
5. Thorough Fare Plan Update: Interviews held. Freese & Nichols are the chosen firm
and are currently working on the Scope of Work. Project should kick off by the end of the
year and be completed in approximately 12 to 18 months. TSAC may be asked to be part
of the Steering Committee, who meets 3 to 4 times per year.
6 Main Street Improvements: Approximately $1.4mi1 of bond funding will be used to
make improvements (Rural Improvements and Quality of Life) to Main Street, between
Aviation Blvd and Schertz Parkway. Pape- Dawson Engineers is currently working on
Scope of Work.
7. Future agenda items requested by Commissioners: Commissioner Hernandez once
again brought up the concern about no hurricane signs throughout the city. He also stated
that "Ebola wasn't supposed to make it here either ". Commissioner Dziewit discussed Pfiel
Road and Brooks Avenue by Schertz Elementary, where buses appear to be having a hard
time turning and passing if cars are blocking the road. Suggested looking at No Parking
signs and have the cars park across the street in the empty field. Will discuss again at next
meeting.
8. Staff Comments: City Engineer Woodlee informed the Commissioners that they could
review the PowerPoint Presentation regarding the Traffic Calming Webinar if interested.
9. Adjournment: Motion made by Commissioner John Cool, to adjourn the meeting. Second
by Commissioner Eric Haugen. Motion passed. Vote was unanimous. Meeting adjourned
at 6: 38 pm.
