Bennett Survey No. 75, Abstract No. 61, County Block 5057, the Julian Diaz Survey No. 66, Abstract No. 187, County Block 5059, and the William Bracken Survey No. 74, Abstract No. 43, County Block 5056, City of Schertz, Bexar County, Texas, generally located on Ray Corbett Drive 2200 feet east of the intersection of Ray Corbett Drive and FM 1518. GENERAL INFORMATION: Owner/Applicant: Fred Development, LLC, Gordon Hartman Project Engineer: KFW Engineers, George Weron, P.E. APPLICATION SUBMITTAL DATE: February 23, 2015 (Original Application) March 25, 2015 (Revised Submittal) March 31, 2015 (Revised Submittal) ITEM SUMMARY: The applicant is proposing to final plat approximately 11 acres of land establishing 48 single family residential lots. All of the lots in this unit will be SF 50 lots with a minimum size of 6,000 square feet as dictated by the Rhine Valley PDD (Ordinance 13-S-37). This final plat was reviewed using the Rhine Valley PDD (Ordinance 13-S-37) and the UDC, Ordinance 11-S-15, as amended. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and located approximately 2,200 feet east of the intersection of FM 1518 and Lower Seguin Road. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This unit is designed to have two (2) points of access via Forbach Drive and Belfort Point which were constructed with Unit 1. 2 TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that the site does not contain protected or heritage trees which has been verified by Parks and Community Services department. PARKS: A five (5) acre public park was dedicated with Unit 1 of this subdivision which meets the parkland dedication requirements for this subdivision. The parkland improvements are being constructed in two (2) phases. Phase I of the improvements is currently under construction includes a parking lot, gazebo, bbq pits and playground. Phase II of the improvements will be constructed prior to recording the final plat for the next unit and will include soccer and multi-purpose ball fields, a sports court and walking trail. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT&T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by the Public Works and Engineering Departments. Water and Sewer: This site will be serviced through 8” water lines and 8” sewer lines that will be extended throughout the subdivision and stubbed for future development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. Drainage report has been reviewed and approved by the City Engineer. This unit will utilize the detention basin that was constructed in Unit 1. Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the subdivision. All sidewalks are designed to meet the City of Schertz specifications. Additional Design Criteria: In accordance with the PDD additional design requirements, the subject property will include landscape buffers and screening along Ray Corbett Drive. A 6’ masonry fence will be installed along the proposed extension of Ray Corbett Drive prior to recording the final plat. A landscape buffer lot (Lot 2, Block 18) adjacent to the proposed extension of Ray Corbett Drive has been provided with this plat. Road Improvements: All streets will be developed to City of Schertz specifications. Construction plans for all public improvements have been submitted and approved by Public Works and Engineering Departments. STAFF ANALYSIS AND RECOMMENDATION: In order to accommodate proper drainage for this unit, two lots have been reoriented and now front on Belfort Point (Lots 21 & 22, Block 2). A 10’ clear vision easement has been added on Lot 21, Block 2 along the property line to ensure the area is free of visual obstructions (i.e fences, signs, etc.). The final plat is consistent with applicable requirements for the property, ordinances and regulations. It has been reviewed with no objects by the City Engineer, Public Works, Parks, Inspections, and Fire. COMMISSIONERS CRITERIA FOR CONSIDERATION: The Planning and Zoning Commission is the final approval authority of the proposed final plat.
