Call to Order Chairman Dean Weirtz called the meeting to order at 6:30 pm with a quorum present. Voting members present: Sue Boissonneault, Louis Foehrkolb, Lynn Foehrkolb, Barbara Hall, Debbie Krause, Cynthia Palmer, Pete Perez, Lou Segaloff, Diane Webb, Jim Webb and Dean Weirtz Introduction of Guests and New Members William Nolan Dandy was introduced and welcomed as a new member of the Committee. Cecelia Paloma, guest Judy Womack, guest - Ms. Womack authored a book on the history of the Grange of Cibolo. Presentation: Brian James Update Regarding Main Street Incentive Project On behalf of City staff, Mr. James shared the progress achieved in this project. He discussed the proposed amendments to city zoning and building regulations that are designed to help facilitate the development of Main St. Discussion and /or Action Items Minutes - Consideration and /or action regarding the approval of the minutes of the regular meeting of October 23, 2014. A motion was made by Lou Foehrkolb and seconded by Debbie Krause to accept the minutes as submitted. The motion passed unanimously. 2. Fund Expenditures - Consideration and /or action regarding the submission of member's expense vouchers and approvals for fund expenditures. Treasurer Jim Webb requested Committee approval for a voucher submission from Chairman Weirtz in the amount of $144.02. A motion to approve the voucher for payment was made by Cynthia Palmer and seconded by Pete Perez. The motion carried unanimously. 3. Treasurer's Report: Consideration and /or action regarding book sales activity during the last calendar quarter and other fiscal matters. Treasurer Jim Webb announced that there were eight books sold during the previous quarter in the dollar amount of $ 238.30. The book balance stands at six books. Jim Webb requested, if it is allowed according to the By -Laws, an expenditure of no more than $200 to be used for awards in the upcoming art contest. A motion to approve the expenditure of no more than $200 for school interface awards was made by Cynthia Palmer and seconded by Lou Foehrkolb. The motion passed unanimously. 4. Winter Newsletter and Remembrance Special Edition Article - Consideration and /or action regarding the publication of the Winter 2015 Newsletter and REMEMBRANCES Special Edition Article 2015 -1. A motion was made by Jim Webb and seconded by Cynthia Palmer to approve publication of the Winter 2015 Newsletter and Remembrances Article 2015 -1. The motion passed unanimously. 5. Publication of Single Volume Schertz City Committee History Scrapbook - Consideration and /or actions regarding the publication of single volume Schertz City Committee History Scrapbook. Chairman Weirtz offered a consolidated 2012 -2014 Committee History Scrapbook for publication and placement in the Schertz Public Library. A motion made by Louis Segaloff and seconded by Diana Webb to authorize publication and transfer of the Scrapbook passed unanimously. 6. Publication of Master Listing of Schertz Area Cemetery Journals — Consideration and /or action regarding the publication of a master listing of Cemetery Journal entries. Chairman Weirtz submitted a Master Listing of persons listed in thus far completed volumes of the Cemetery Journals that was prepared by Beverly Jobe of the Cemetery Subcommittee and requested it be approved for placement with the existing Journals at the Schertz Public Library. A motion was made by Jim Webb and seconded by Debbie Krause approving of the Master Listing's placement. The motion passed unanimously. 7. Publication of Calendar Year 2015 Committee Goals /Objectives — Consideration and /or action regarding the acceptance of Committee goals/ objectives for Calendar Year 2015. Chairman Weirtz presented proposed Committe goals and objectives for CY 2015 and asked for Committee endorsement of the goals and objective. Amotion was made by Cynthia Palmer and seconded by Debbie Krause to approve the goals and objectives as submitted. The motion passed unanimously. 8. Publication of the Annual Report to Schertz City Council — Consideration and /or action regarding publication of the Committee's Annual Report to City Council. Chairman Weirtz presented a copy of the proposed Committee Annual CY 2014 Report to City Council for approval. A motion to approve the Annual Report for submission was made by Lou Foehrkolb and seconded by Pete Perez. The motion passed unanimously. Chairman Weirtz informed the Committee that he would attach the annual inventory of property and resources to the report. He thanked Louis Segaloff for his assistance in completing the inventory. 9. Student -Led Historic Art Project — Consideration and /or action regarding the proposed Student historic art project. Jim Webb reported on the progress of this project. The collaboration with the school district has been very productive. Mr. Webb invited anyone who is interested to help with the judging of the entries. The selected entries will be recognized at a City Council meeting. Mr. Webb also reported on another collaboration with the school district. In May, approximately 35 seventh grade students will be taken on a tour of local historic sites. Chairman Weirtz will conduct the tour. 10. Schertz Landmark Property Designation Nomination — Consideration and /or actions regarding Schertz landmark property designation nomination. Chairman Weirtz offered two nominations for designations as Landmark Properties. One property is situated at 509 Exchange Street and the other is situated at 511 Exchange Street. A motion to accept both properties for nomination was made by Louis Segaloff and seconded by Debbie Krause. The motion was passed unanimously. 11. Committee Officer Nominations for CY 2015 — The slate of officers as presented at the last meeting was reviewed and approved.The newly elected officers are: Dean Weirtz — Chairman; Debbie Krause — Vice Chairman; Judith Lynn Foehrkolb — Secretary; James Webb — Treasurer. Subcommittee Reports — Discussion only - Histori an — No Report - Mayor's Task Force - No report - Heritage Neighborhood (Aviation Heights) Project The subcommittee would like to order shirts to help identify them in their interactions with residents. Brian James approved the use of Commitee's budget funds to cover the cost of the shirts. The subcommittee is developing a flyer to promote the public forum they will be holding in the neighborhood. - Youth Education Project Please refer to Student -Led Historic Art Project (item #9) - Schertz Photo History Book Chairman Weirtz reported that his subcommittee continues work on the book and he expects to have a prototype for review by the Committee by the next meeting. - Outreach Greetings were exchanged with the Riedisheim Historical Society over the Christmas holiday via e- mails. The Society has once again included a story regarding the Committee's work in its annual Bulletin publication. Restoration work on the Vineyard Fellowship Church has been placed on hold pending warmer weather. To date, repairs, paint removal, and primer painting had been completed. The Committee will have a booth at the upcoming Schertz Volunteer Fair. Requests and Announcements 12. Requests by Committee Members that items be placed on a future agenda. No requests 13. Requests by Committee Members to City Manager and Staff for information. Discussion was held about using social media and the Schertz website to share information about our committee. It was requested that the City's website manager attend a meeting to discuss these issues. 14. Announcements by Committee Members No announcements ADJOURNMENT There being no further business before the committee, a motion was made by Louis Foehrkolb and seconded by Cynthia Palmer to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 8:10pm.
