Board Members present: Johnie McDow, Chairman, Robert Wallace, Vice - Chairman, Mark
Davis, Harriet Higgs, Sally Macias and Floy Simmons.
Staff present: Jim Fowler, Councilman, Chuck Van Zandt, Parks Manager and Sandy Bryant, Sr.
Administrative Assistant.
Others present: Robert Brockman, Clare Layton, Steven Layton and Joel Tanner.
Call to order. Meeting was called to order by Johnie McDow, Chairman at 5:30 p.m.
Hearing of residents:
Mr. Robert Brockman asked if HEB had paid into the tree mitigation fund due to their expansion.
Mr. Chuck Van Zandt said that they have.
Regular Agenda:
Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes
from the August 25, 2014 regular meeting.
Motion was made to approve the minutes from the August 25, 2014 Schertz Parks and Recreation
Advisory Board regular meeting.

Agenda Item No. 2. Festival of Angels Float. Mr. Van Zandt said the truck and trailer would be
available for the float. Ms. Harriet Higgs said they have a driver and will decorate the float on
December 4, 2014 at 4pm. Board members will confirm at the November meeting who will be
available to decorate and to ride on the float. No action was taken on this item.
Agenda Item No. 3. Baseball Fields Dog Park Skate Park Soccer Complex and Trails Update Mr.
Chuck Van Zandt updated the Board that the installation of the ball diamond backstops should
begin in the next week. Mr. Van Zandt provided the Board with some estimated costs for items at
the Dog Park and noted the project work should begin Oct. 6, 2014. The landscaping work at the
Skate Park is scheduled to begin this month. The Soccer Complex is scheduled for completion has
been delayed by 45 days due to inclement weather. Parks staff will begin applying herbicide to the
parks exercise trails for weed control. No action was taken on this item.
Agenda Item No. 4 Parks and Facility Maintenance Program Updates Mr. Van Zandt updated the
Board on the current parks use of in -house work calendars for each park employee and the staff
being assigned areas for maintenance. No action was taken on this item.
Agenda Item No. 5 Budget Overview. Mr. Van Zandt gave the Board an overview of the 2014-
2015 budget for the Parks department and noted that additional funding had been added for
landscaping. No action was taken on this item.
Agenda Item No. 6 Wendy Swan Memorial Park Ms. Sandy Bryant briefed the Board on the
Wendy Swan Memorial Park dedication scheduled for Oct 20, 2014 and requested the Parks Board
attend the dedication. The regular October Parks Board meeting would be cancelled.
Motion was made to cancel the October 20, 2014 Schertz Parks and Recreation Advisory Board
regular meeting so the Board could attend the Wendy Swan Memorial Park dedication.

Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be
placed on a future Board agenda. The Board requested the following items be placed on future
agendas:
• Invite SYSA representative to attend a Parks Board meeting.
• Festival of Angels float.
• QR sign program for City.
• Cut -Off Park flood plain.
• Trees at Kensington Ranch.
• Benches at the Playscape.
Agenda Item No. 6. Announcements by Advisory Board Chairman and members
• Date for the next meeting is November 17, 2014.
