3-23-2015 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING: March 23 2015 Minutes LOCATION: 1400 Schertz Parkway, Schertz, Texas Bob Andrews Conference Room in City Hall Board Members present: Johnie McDow, Chairman; Robert Wallace, Vice - Chairman, Reginna Agee, Mark Davis; Harriet Higgs, and Fae Simmons. Staff present: Brian James, Director Development Services; Chuck Van Zandt, Park Manager and Sandy Bryant, Senior Administrative Assistant. Others present: Mr. Fred B. Archer, Mr. Michael Horn. Call to order: Meeting was called to order by Johnie McDow, Chairman, at 5:30 p.m. Hearing of residents: There were no citizens to be heard. Regular Agenda: Agenda Item No. 1. Minutes: Motion was made to approve the minutes from the March 23, 2015 Schertz Parks and Recreation Advisory Board regular meeting. Motion: Robert Wallace Second: Harriet Higgs Ayes: Robert Wallace, Vice - Chairman, Harriet Higgs, Johnie McDow, Chairman, Reginna Agee, Mark Davis and Fae Simmons. Nays: None Abstains: None Approved: 6 -0 Agenda Item No. 2, Schertz Youth Soccer Association (SYSA) Contract Review: Mr. Chuck Van Zandt will be meeting with the SYSA Board on Thursday, March 26, 2015 to discuss proposed changes they wish to make to the contract and recommended the Parks Advisory Board move the contract review to the April meeting. Mr. Van Zandt ask if there were any major concerns the Parks Advisory Board had. Mr. Mark Davis stated he had a problem with Item 3.06 regarding the requirement for the SYSA Board to donate money to the Schertz Parks and Recreation Foundation. After a brief discussion by the Parks Advisory Board, a motion was made to recommend to City Council that Item 3.06 be deleted from the contract. Motion: Mark Davis Second: Fae Simmons Ayes: Mark Davis, Fae Simmons, Johnie McDow, Chairman, Robert Wallace, Vice - Chairman, Reginna Agee, and Harriet Higgs. Nays: None Abstains: None Approved: 6 -0 Agenda Item No. 3, Dog Park: Mr. Van Zandt briefed the Board that signs will be posted at the Dog Park with the rules and regulations for use of the park. The Dog Park will be self - policing and no City enforcement will be present at the Park. Agenda Item No. 4, Future Practice Field Locations: Mr. Van Zandt briefed the Board that the City is looking into areas that might work for practice fields. Agenda Item No. 5, Schertz Area Senior Center Update: Mr. Brian James briefed the Board that the Request for Proposal for operation of the Senior Center is out and will close the middle of April, then 3 -4 weeks to select the best candidate. He noted that Community Council of South Central Texas is now handling the meal program for the Senior Center. _Agenda Item No. 6. Parks and Facility Maintenance Update: Mr. Van Zandt, briefed the Board on the following: • The Dog Park is 90% complete. • Three parks employees have received their Certified Playground Safety Inspector certification. • Library grounds and beds clean -up is 90% complete. • Spring weed control began on March 20, 2015. • Tree work projects continue into the month of March. Agenda Item No. 7, Woodland Oaks Park: Mr. Van Zandt, briefed the Board on the following: Requests and Announcements: Agenda Item No. 6. Requests by Advisory Board Chairman and Board members for items to be placed on a future Board Agenda: The Board requested the following items be place on a future agenda: • Update on Natatorium • Parks Budget • Berry Creek Park • SYSA contract review Agenda Item No. 7. Announcements by Advisory Board Chairmen and members Chairman Johnie McDow announced that the Buffalo Valley Youth Association (BVYA) opening ceremonies for baseball will be Saturday, March 28, 2015. The Scouts replaced the dugout at Thulemeyer Park. Ms. Sandy Bryant announced the next Board meeting will be April 27, 2015. Adjournment: Motion was made to adjourn the meeting at 6:55pm.
