SPECIAL MEETING
December 4, 2015
A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on December
4, 2015, at 8:30 a.m.., at the GVEC Operations Center, 6400 1H 10 West, Seguin, Texas. The
following members present to -wit:
Mayor Michael Carpenter
Councilmember Daryl John
Councilmember Robin Thompson
Staff Present:
Executive Director Brian James
Executive Director Bob Cantu
City Secretary Brenda Dennis
Councilmember Azzoz was absent.
Call to Order (General Comments)
Mayor Pro -Tem Jim Fowler

City Manager John Kessel

Mayor Carpenter called the meeting to order at 9:02 a.m.
1. Discussion and appropriate action on strategic planning issues, employee and City Council team

• Team building discussion led by Davis Success Solutions (Facilitators & Participants)
Mr. Kessel provided opening comments and introduced Roy and Maryanne Davis with Davis
Success Solutions who provided information regarding the Five Behaviors of -a Cohesive
Team in the book "Five Dysfunctions of a Team ", written by Patrick Lencioni which
included:

Members of Council discussed this topic with the group.
Councilmember John arrived at 9:15 a. m.
Members of Council continued to discuss this topic with the group.
Councilmember Edwards left the meeting at 11:20 a.m.
Mayor Carpenter recessed the meeting at 11:30 for lunch break.
Mayor Carpenter reconvened the special meeting at 12:30 p.m.

Councilmember Edwards arrived back to the meeting at 1: 45 p. m.

Members of Council discussed these items with the group.
Mayor Carpenter recessed the special meeting at 2:21 p.m., to allow staff managers and directors to
arrive and join in on the rest of the meeting session.
Staff arrived at 2:34 p.m., and Mayor Carpenter reconvened the meeting to continue discussions with
staff. Roy and Maryanne recapped the past two days discussion: Thursday, December 3, 2015 with
Staff and Friday, December 4, 2015 with Council and Executive Staff.
City Manager John Kessel provided closing comments stating that in January another retreat will be
held to discuss the vision and mission statements for the City. Mayor Carpenter provided his closing
comments and thanked everyone for participating.
Adiournment
Mayor Carpenter adjourned the meeting at 3:21 p.m.
