GENERAL INFORMATION: Owner/Applicant: Chris Price, Schertz 1518, Ltd. Project Engineer: Gregg Andrulis, Malone/Wheeler Inc. APPLICATION SUBMITTAL DATE: November 6, 2015 (Original Application) February 1, 2016 (Revised Submittal) February 5, 2016 (Revised Submittal) February 17, 2016 (Revised Submittal) BACKGROUND: A final plat for The Crossvine Module 1, Unit 2 was approved May 13, 2015 by the Planning and Zoning Commission. The property owner has since requested to split The Crossvine Module 1, Unit 2 into two phases for construction purposes. ITEM SUMMARY: The applicant is proposing to final plat Phase A, approximately 24 acres of land establishing 49 single family residential lots of three (3) different lot sizes: 5,500 square feet, 7,200 square feet and 8,400 square feet as dictated by The Crossvine Subdivision PDD. This property is part of a Planned Development District, as such it must comply with the design requirements of 2 the PDD and any area that is not directly addressed in this document must comply with the design criteria of the Schertz Unified Development Code (UDC). GENERAL LOCATION AND SITE DESCRIPTION: The subject property is undeveloped and is generally located west of FM 1518 approximately 500 feet south from the intersection of Longleaf Parkway and FM 1518. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access via FM 1518 and the extension of Hollering Vine constructed in Crossvine Module 1, Unit 1. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree preservation and mitigation plan which indicates there are six (6) heritage trees and one (1) protected trees on the property totaling 195” of trees. The applicant is removing one (1) protected size tree requiring twelve inches (12”) of mitigation or a fee in lieu in the amount of $1,200. PARKS: All parkland requirements have been satisfied, no fees are required. The Crossvine will install more than 2.5 miles of “must build” trails; several pocket parks throughout the entire development; open space in excess of 15%; 13.1 acres of public parkland (Heritage Park) previously dedicated to the City of Schertz; and an Amenity Center in Module 1, Unit 1. This unit includes construction of a pocket park and extension of open space and trails. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT&T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by Public Works and Engineering. Water and Sewer: This site will be serviced through 8” water lines and 8” sewer lines that will be extended throughout the subdivision and stubbed for future development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. The drainage report has been reviewed and approved by the City Engineer. All drainage from this site will discharge through the greenbelt areas to the subdivision onsite detention. Sidewalks, Hike and Bike Trails: Trails and sidewalks are planned for the entire community connecting to several designated parks and open space. Road Improvements: All street improvements will be constructed according to the Public Works Specifications. Residential sidewalks are proposed at 5’ and will be placed either adjacent to the curb or within a 2’ greenbelt. All streets will be developed to City of Schertz specifications including sidewalks; public improvements will be bonded. 3 STAFF ANALYSIS AND RECOMMENDATION: The proposed final plat is consistent with applicable requirements for the property, ordinances and regulations. All lots meet the minimum lot width, depth and area as described in the PDD. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff recommends approval. COMMISSIONERS CRITERIA FOR CONSIDERATION: The Planning and Zoning Commission is the final approval authority of the proposed final plat. APPLICATION SUBMITTAL DATE: November 6, 2015 (Original Application) February 1, 2016 (Revised Submittal) February 19, 2016 (Revised Submittal) BACKGROUND: A final plat for The Crossvine Module 1, Unit 2 was approved May 13, 2015 by the Planning and Zoning Commission. The property owner has since requested to split The Crossvine Module 1, Unit 2 into two phases for construction purposes. ITEM SUMMARY: The applicant is proposing to final plat Phase B, approximately 24 acres of land establishing 71 single family residential lots of three (3) different lot sizes: 5,500 square feet, 7,200 square feet and 8,400 square feet as dictated by The Crossvine Subdivision PDD. This property is part of a Planned Development District, as such it must comply with the design requirements of the PDD and any area that is not directly addressed in this document must comply with the design criteria of the Schertz Unified Development Code (UDC). 2 GENERAL LOCATION AND SITE DESCRIPTION: The subject property is undeveloped and is generally located west of FM 1518 approximately 500 feet south from the intersection of Longleaf Parkway and FM 1518. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access along Hollering Vine which is being constructed with The Crossvine Module 1, Unit 2 Phase A. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree preservation and mitigation plan which indicates there are four (4) heritage trees and two (2) protected trees on the property totaling 167” of trees. The applicant will not be removing any protected or heritage trees. PARKS: All parkland requirements have been satisfied, no fees are required. The Crossvine will install more than 2.5 miles of “must build” trails; several pocket parks throughout the entire development; open space in excess of 15%; 13.1 acres of public parkland (Heritage Park) previously dedicated to the City of Schertz; and an Amenity Center in Module 1, Unit 1. This unit includes construction of a pocket park and extension of open space and trails. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT&T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans have been reviewed and approved by Public Works and Engineering. Water and Sewer: This site will be serviced through 8” water lines and 8” sewer lines that will be extended throughout the subdivision and stubbed for future development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. The drainage report has been reviewed and approved by the City Engineer. All drainage from this site will discharge through the greenbelt areas to the subdivision onsite detention. Sidewalks, Hike and Bike Trails: Trails and sidewalks are planned for the entire community connecting to several designated parks and open space. Road Improvements: All street improvements will be constructed according to the Public Works Specifications. Residential sidewalks are proposed at 5’ and will be placed either adjacent to the curb or within a 2’ greenbelt. All streets will be developed to City of Schertz specifications including sidewalks; public improvements will be bonded. A 20’ right-of-way dedication has been provided with this plat for the future expansion of FM 1518. STAFF ANALYSIS AND RECOMMENDATION: The proposed final plat is consistent with applicable requirements for the property, ordinances and regulations. All lots meet the minimum lot width, depth and area as described in the PDD. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire.
