The Transportation Safety Advisory Commission (TSAC) convened for a meeting on September 3, 2015 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Stephen Bish — Chair Bill Bowers Davis, Mark — Vice Chair Dziewit, Richard Franklin, Larry Haugen, Eric Rowland, Phillip Tew, Mark Staff Present: Sam Willoughby, Public Works Director Albert Arriaga, Traffic Safety Division Cecilia Palomo, EIT Jennifer Jones, Public Works Sr Admin CALL TO ORDER AT ROLL CALL HEARING OF RESIDENTS 5:30 p.m., by Chairperson Stephen Bish Mr. Robert Brockman addressed the new yellow flashing lights going in throughout the City and is requesting one put installed at Schertz Parkway and Live Oak Road. He also stated that the City has added three new crossing guards and would like to know where they will be located. Emily McGouyrk & John Sullivan both have concerns regarding the semi - trucks that are traveling though Belmont Park in order to get to their jobsites. They state there are multiple children that walk that way in order to get to Sippel Elementary. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the August 3, 2015 Meeting. A motion was made by Commissioner Lamy Franklin to approve the minutes of the August 3, 2015 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous. 2. Various Speeding Issues & Possible Solutions: EIT gave updates. Country Club does not meet the requirement threshold for speed humps. Officer Arriaga met with Manager Dave Roberts to inform him speed humps are not a viable solution. They spoke about recent accident involving a golf cart that had been struck by a vehicle. Witnesses stated driver of vehicle was on the phone. Sam Willoughby spoke about there may be a possibility of putting signs up, that maybe could include a Stop Sign at the grocery store on Scenic Hills. 9 -3 -2015 Minutes 3. Staff Comments: Engineering gave updates on the following areas: • EIT went over Cell Phone Ordinance and the placement of signs throughout the City. • EIT stated that there has been a delay in the progress on Haley Heights speed humps. Some residents want the speed humps, some do not. Waiting to receive signatures from four more residents on each side before this issue can move forward. 4. Future agenda items requested by Commissioners: Commissioner Franklin brought up his concern regarding the street /lane markings heading east bound on Schertz Parkway (at Frost Bank corner, heading over I -35 bridge, towards downtown Schertz). The markings do not line up to the actual lanes and there is sure to be an accident if not marked more clearly. EIT stated this is a TxDot road, and will make inquiry. 5. Adjournment: Motion made by Commissioner Mark Davis to adjourn the Second by Commissioner Phillip Rowland. Motion passed. Vote was unanimous. adjourned at 6.•09 pm.
