April 7, 2016 MinutesTransportation Safety Advisory Commission Minutes Thursday, April 7, 2016 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on April 7, 2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schei-tz, Texas 78154. TSAC Commissioners Present: Davis, Mark — Vice Chair Dziewit, Richard Franklin, Larry Haugen, Eric Teiv, Mark Staff Present: Brian James, Executive Director Albert Arriaga, Traffic Safety Division Kathy Woodlee, City Engineer Cecilia Palomo, Graduate Engineer CALL TO ORDER AT 5:30 p.m., by Vice Chairperson Mark Davis ROLL CALL HEARING OF RESIDENTS Ray Ragsdale, Hollow Ridge. Mr. Ragsdale provided a handout for all to view. Requesting (2) 4- way stops be out in on Fairlawn Drive. One stop at Fairlawn and Red Tip, and one at Fairlawn and Ashwood. Will look at possible traffic studies in order to gather data on the congestion and speed issues. Officer Airiaga gave update on patrolling Fairlawn earlier in the day, stopping one speeder at 53. Stating average speed appears to be between 30 and 40. Ken Lyssy, Winding Trail. Mr. Lyssy also addressed the Commission on the Fairlawn Drive 4 -way stops. Kristine Robbins, Columbia Drive. Three (3) issues discussed. 1. Columbia Drive dead ends on to private land. There is only one stop on Columbia at Fred Couples. Requesting a 3 or 4 -way stop at those 4 corners. 2. There are no sidewalks from the tower to the corner. Would like to see if there are plans to add them as it has become very unsafe to walk on the road due to speeders. 3. There is now a large number of cars at IH 35 N and FM 1103 cutting through the business parking lots and then speeding onto Corridor Oaks, a private road, in order to cut through to FM 1103. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the March 3, 2016 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the March 3, 2016 Meeting. Second by Commissioner Larry Franklin. Motion passed. Vote was unanimous. 2. Kramer Farms Parking: Recommendation to suggest to City Council the installation of a 5 Minute Only parking sign at the mail kiosk. 4 -7 -2016 Minutes A motion was made by Commissioner Richard Dziewit to approve recommendation to City Council. Second by Commissioner Eric Haugen. Motion passed. Vote was unanimous. 3. FM1518 Speed Limit: Recommendation to suggest to City Council to reduce the speed limit from 50mph to 45mph on FM1518, from Maske Rd southeasterly 385 ft. A motion was made by Commissioner Eric Haugen to approve the recommendation to City Council. Second by Commissioner Richard Dziewit. Motion Passed. Vote was 4 to 1 in favor of recommendation. Commisioner Larry Franklin voted against recommendation. 4. Staff Comments: City staff gave updates on the following areas: • Pavement Condition Assessment. First report being completed on first 50 miles. • Covers Cove speed humps to be installed next week. • Scenic Links speed hump installation still waiting on the acceptance from one owner. • Volunteer Fair to be held on April 14th at the Civic Center. • Turning lane lines have been fixed on Borgfeld Rd, headed into Cibolo. • Kramer Farms stop sign to be addressed with City Council on 4.12.16. 5. Future agenda items requested by Commissioners: None. 6. Adjournment: Motion made by Commissioner Larry Franklin to adjourn the meeting. Second by Commissioner Eric Haugen. Motion passed.
