May 5, 2016 MinutesTransportation Safety Advisory Commission Minutes Thursday, May 5, 2016 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on May 5, 2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bowers, Bill Davis, Mark — Vice Chair Dziewit, Richard Franklin, Larry Haugen, Eric Tew, Mark Staff Present: Brian James, Executive Director AlbertArriaga, Traffic Safety Division Cecilia Palomo, Graduate Engineer CALL TO ORDER AT 5:32 p.m., by Vice Chairperson Mark Davis ROT,T, C'.AU, HEARING OF RESIDENTS Robert Brockman, Elbel Rd. asking about the progress and plan with the 2nd crosswalk (with lights) at Clemens High School. Ken Lyssy, Winding Trail. Mr. Lyssy returned to hear update on Fairlawn traffic study. Thanked the Commission for its fast work as the school zone mentioned during April's Meeting has already been extended. Garrell Colton, Cypress Barn — Willow Grove. Concerns regarding flashing light on FM 1518. States that the cars veer off the side of the road in order to go around the buses. They will go up to the school to turn around to beat the line of traffic. States it is very dangerous. Asking if TxDot plans to put in an actual traffic light instead of the blinking light. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the April 7, 2016 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the April 7, 2016 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous. 2. FM2252 Speed Limit: Recommendation to suggest to City Council to reduce the speed limit from 50 to 45 mph on FM2252, from 482 to the 1St railroad track. A motion was made by Commissioner Larry Bowers to approve the recommendation to City Council. Second by Commissioner Eric Haugen. Motion passed. Vote was unanimous. 5 -5 -2016 Minutes 3. Lone Star Rail: Brian James gave the Commission an update and thorough presentation including the letter from the Lone Star Rail District Chair. As of now, we will continue to participate and remain members until further information and /or decisions are made and can be obtained. 4. CoS 2016 Strategic Plan: Brian James and Richard Dziewit gave presentation including handouts of the 2016 City of Schertz (CoS) Strategic Plan. Mr. James touched on highlights including the City's new Mission Statement, values, services, etc. Mr. James asked that we add this to next month's Meeting Agenda so that all Commissioners can review and return with questions, if any. 5. Staff Comments: City staff gave updates on the following areas: • Kramer Farms stop sign has been installed. • Proper weight limit sign has been installed on Schwab Rd. • Corbett Dr. yield signs installed. • Covers Cove speed humps installed. • Scenic Links speed humps still waiting for approval from one resident. 6. Future agenda items requested by Commissioners: None. 7. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting. Second by Commissioner Larry Franklin. Motion passed.
