The Transportation Safety Advisory Commission (TSAC) convened for a meeting on June 2, 2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen — Chair Bowers, Bill Davis, Mark Dziewit, Richard Outlaw I Glen Ragsdale, Roy Rowland, Phillip Staff Present: Brian James, Executive Director Albert Arriaga, Traffic Safeo) Division Kathy Woodlee, City Engineer Cecilia Palomo, Graduate Engineer Doug Letbetter, Public Works Manager CALL TO ORDER AT 5:30 p.m., by Chair Stephen Bish ROLL CALL HEARING OF RESIDENTS Steve Cicherski, Ridge at Carolina Crossing, concerned with changes coming in 3 weeks when school starts at Paschal. People park everywhere from the corner of Schertz Parkway all the way down, it's dangerous for the students and the residents. The HOA has looked into hiring tow trucks but the towing companies want nothing to do with it. We have wanted to install fire zones /lanes or no parking signs with painted curbs but a private party does not own it. It is just a matter of time before someone gets hurt. PD agreed to patrol area again which may help curb the behavior for a period of time. Robert Brockman, Elbel Rd, asking about the one way arrow sign he requested to be put in on the I 35 frontage road in front of Mama Margie's and Lowes. Staff informed him that TxDot has already installed that sign. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the June 2, 2016 Meeting. A motion was made by Commissioner Phillip Rowland to approve the minutes of the May 5, 2016 Meeting. Second by Commissioner Richard Dziewit. Motion passed.. Vote was unanimous. 2. Fred Couples @ Columbia: Staff gave update but still needs to do more research to include physical views and more counts in order to properly see which direction is turning too fast. No action at this time. 8 -4 -2016 Minutes 3. Staff Comments: City staff gave updates on the following areas: • Inquiry regarding No Parking signs up to 24 feet each direction around the Val Verde Drainage. Plan to discuss as Agenda item for next meeting as this will take a TSAC approval at some point in order to suggest to City Council. • Fairlawn traffic studies have been done and there will be another set of counts done once school starts. Counts were ordinarily high in some areas. Still want to be able to identify if it is from the school or commuters. • Baptist Health Drive No Parking — it has been verified by staff that this area is marked as No Parking however, people in the area park there anyways. EIT gave road guidelines as to what is acceptable in regards to this issue. The turning lane is marked inappropriately for one lane. Discussion was based on one lane vs two lanes and the placement of the arrows. • Scenic Links Speed humps to be installed within one to three weeks. • Woodland Oaks Retaining Wall to-be in final phase of clean up, to be open next week. • Master Thoroughfare Plan is approximately 90% complete. Now just making sure TxDot is on board with further expansion down the road. Continuing to work on the policy document to make it "Schertzized ". Will take final draft to City Council, P &Z, and TSAC for final review. • Pavement Quality Ranking Study update given by EIT. 4. Future agenda items requested by Commissioners: • Commissioner Dziewit asking for input from Commission on previously discussed Master Plan & Strategic Plan on how it will affect TSAC now and in the future. • Commissioner Outlaw requesting to see Pavement Study once completed. 5.
