CALL TO ORDER/ROLL CALL: Mr. Richmond called the meeting to order at 6:02 P.M. 2. 3. 4. HEARING OF RESIDENTS: There were no citizen comments. CONSENT AGENDA: A. Minutes for the February 24, 2016, March 9, 2016, April 13, 2016, and June 8, 2016 regular meetings. B. PC2014 -005 — EXT Consider and act upon a request for approval for a time extension for the final plat of Block 1, Lot 15, of Randolph Commercial Park Subdivision, an approximately one (1) acre tract of land generally located on Lower Seguin Road approximately 1800 feet northeast of the intersection of Lower Seguin and Loop 1604. Mr. Crawford moved to approve the consent agenda. Mr. Dahle seconded the motion. The vote was unanimous. Motion carried. PUBLIC HEARING: Minutes . Planning and Zoning Commission August 10, 2016 Page 1 of 4 A. PC2016 -006 Hold a public hearing, consider and act upon a request for approval of a replat of Verde Enterprise Business Park Unit 2, Lot 1, Block 9. The property consists of approximately 2.76 acres of land is more specifically described as being a portion of the Toribio Herrera Survey No. 68, Abstract No. 153, Guadalupe County, and being all of Lot 1, Verde Enterprise Business Park Unit 2, Recorded in Volume 7, Page 327, Map and Plat Records, Guadalupe County, Texas. The property is generally located on the North East corner of Mid- Cities Parkway and IH — 35. Mg. Grobe presented a request by the applicant to replat Lot 1, Block 9 of the Verde Enterprise Business Park into a total of two (2) buildable commercial lots, Lot 2 and Lot 3. The subject property is generally located at the Northeast corner of Mid — Cities Parkway and I1-1-35. The proposed replat is consistent with all applicable zoning requirements for the property, ordinances, and regulations of the City. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Mr. Richmond opened the public hearing at 6:07 p.m. There were no public comments. Mr. Richmond closed the public hearing at 6:08 p.m. Mr. Richmond inquired if the applicant was present at the meeting. Ms. Grobe responded that the applicant was not present. Mr. Richmond commented that it was the practice of the Commission to table action on agenda items when an applicant is not present at the meeting to answer questions. Mr. Evans asked if Lot 3 was large enough for commercial development. Ms. Grobe responded that the City has site plans for both lots under review. Mr. Dahle moved to table this item to the next meeting on August 24, 2016. Mr. Crawford seconded the motion. The vote was unanimous. Motion carried. B. Hold a public hearing, consider and make a recommendation on an amendment of Part III, Schertz Codes of Ordinances, Unified Development Code (UDC), Article 9 Site Design Standards, Article 10 Parking Standards and Article 14 Transportation, Mr. James gave a presentation on agenda item and explained the City of Schertz entered into an interlocal agreement with the Schertz Cibolo Universal City Independent School District (SCUCISD) to designate processes, procedures, and fee structures to streamline delivery of certain government functions and services in an efficient manner. The interlocal agreement included provisions to allow alternative landscaping, tree preservation and parking standards. Staff recommends approval of the amendments to the UDC. Mr. James proposed two minor revisions to the wording on page 9.24 to read "Where any nonresidential or multifamily use lot or parcel, except for schools is adjacent..." and on page 9.27 to read "All new residential and nonresidential development within the City except for public schools... ". Minutes Planning and Zoning Commission August 10, 2016 Page 2 of 4 Mr. Richmond open the public hearing at 6:29 p.m. Robert Brockman 1000 Elbel Road- inquired if the parking space size standard has change from 8' by 20' to 10' by 20'. Mr. Richmond closed the public hearing at 6:30 p.m. Mr. James confirmed that the parking space size is not being modified with this amendment and will remain at 10' by 20'. Mr. Richmond and Mr. Crawford discussed parking space size with Mr. James. Mr. Greenwald moved to forward a recommendation to City Council to approve the amendment changes to UDC articles 9, 10 and 14 with the language changes as presented by Mr. James. Mr. Crawford. seconded the motion. The vote was four to one with Mr. Evans voting nay. Motion carried. 5. ITEMS FOR INDIVIDUAL CONSIDERATION: A. Waiver — On -Site Sewage Facility associated with PC2016 -036 Consider and act upon a request for approval of a waiver regarding on -site sewage facilities for Lots 1 and 2, Block 1 of the Clayton Homes Subdivision, an approximately 14 acre tract of land generally located 705 feet west of the intersection of FM 482 and Hubertus Road. The property is specifically described as 13.17 acres out of the Rafael Garza Survey No. 98, Abstract No. 175, City of Schertz, Comal County, Texas. Ms. Gould presented a request by the applicant for a waiver to install privately owned on -site sewage facilities (OSSF) in the Clayton Homes Subdivision. The proposed Clayton Homes Subdivision is approximately 14 acres of land and consists of two (2) buildable lots. This waiver request has been reviewed with no objections by Public Works, Engineering and Planning Departments. Staff recommends approval of the waiver based on the distance required for a sewer connection. Mr. Greenwald and Mr. Crawford asked questions regarding the existing development to the north and east of the subject property, the current sanitary sewer in the area, and the City's plans for providing sewer in the future. Ms. Gould, Mr. Cox, and Mr. James answered questions. Mr. Crawford moved to approve the waiver. Mr. Dahle seconded the motion. The vote was unanimous. Motion carried. B. PC2016 -036 Consider and act upon a request for approval of a preliminary plat of Clayton Homes Subdivision, an approximately 14 acre tract of land generally located 705 feet west of the intersection of FM 482 and Hubertus Road. The property is specially described as 13.17 acres out of the Rafael Garza Survey No. 98, Abstract No. 175, City of Schertz, Comal County, Texas. Ms. Gould gave a presentation about a proposal to preliminary plat approximately fourteen (14) acres of land into two (2) buildable lots. The subject property is zoned Manufacturing Minutes Planning and Zoning Commission August 10, 2016 Page 3 of 4 6. 7. Light (M -1) and the applicant is currently requesting a rezone to Agricultural District (AD). The proposed preliminary plat is consistent with applicable requirements for the property, ordinances and regulations. Staff recommends approval of the preliminary plat. Mr. Dahle, Mr. Greenwald, and Mr. Crawford had questions regarding sidewalks along FM 482, and Certificate of Convenience and Necessity (CCN) for water and sewer utilities. Ms. Gould, Mr. Cox, and Mr. James answered questions and concerns. Mr. Dahle moved to approve this item. Mr. Crawford seconded the motion. The vote was unanimous. Motion carried. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. Mr. Crawford requested that the dates and times for the American Planning Association Texas Chapter Conference be emailed out to the Commission. B. Announcements by Commissioners City and community events attended and to be attended Continuing education events attended and to be attended Mr. Richmond asked that city staff emphasize to project applicants that they be present at the meeting to represent their item and answer questions. NEW SITE PLAN APPLICATIONS: The following site plans were submitted to the Planning and Zoning Department between July 22, 2016 and August 5, 2016. 1) Southeastern Freight Lines (FM 3009) Site Plan — proposed truck dock expansion 2) Tri County 502 Subdivision (Campus Drive / FM 3009) Site Plan — proposed freight shop to service freight hauling vehicles 3) Verde Enterprise Business Park, Unit l0A Lot 3, Blk 12 Site Plan- proposed 11,600 sq. ft. medical office Mr. Cox announced dates and time for upcoming budget meetings.
