A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on May 9,
2017, at 6:00 p.m. in the Hal Baldwin Municipal Complex Council Chambers, 1400 Schertz Parkway,
Building #4, Schertz, Texas. The following members present to -wit:

Mayor Carpenter called the meeting to order at 6:00 p.m.

Councilmember Thompson provided the opening prayer followed by the pledges of allegiance to the
flags of the United States and the State of Texas.
Mayor Carpenter recognized Executive Director Brian James who has the helm this evening in the
absence of Mr. Kessel.

This time is set aside for any person who wishes to address the City Council. Each person should fill
out the speaker's register prior to the meeting. Presentations should be limited to no more than 3
minutes.
All remarks shall be addressed to the Council as a body, and not to any individual member thereof.
Any person making personal, impertinent, or slanderous remarks while addressing the Council
may be requested to leave the meeting.
Discussion by the Council of any item not on the agenda shall be limited to statements of specific
factual information given in response to any inquiry, a recitation of existing policy in response to an
inquiry, andlor a proposal to place the item on a future agenda. The presiding officer, during the
Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in
the order they have registered.
Mayor Carpenter recognized the following who spoke:
• Ms. Laura Torres, Volunteer Recruitment Coordinator for CASA of Central Texas, who
came forward providing information on CASA and the roles volunteers play and the need
for volunteers in Guadalupe County. She stated that on May 130i and May 20ffi, 9:00 a.m. to
2:00 p.m. they are hosting a Schertz training class, at the Schertz GVEC Community
Room, 908 Curtis Avenue. She encourages those to get involved and become a volunteer.
Presentation
Presentation regarding the Hal Baldwin Scholarship Award Recommendations. (B. James /S.

Mayor Carpenter recognized Assistant to the City Manager Sarah Gonzalez who stated that
back in February Council appointed the members to serve on the scholarship committee. At
the end of April, they closed out the application process. Six applications were received. The
( Hal Baldwin Scholarship Committee met today to go over the six applications and they
concluded and made a recommendation to Council that a fall scholarship in the amount of

$5,000 be awarded to Ms. Grace Harper of St. John Paul II Catholic High School, and who
was the first student to win from this school. Ms. Gonzalez stated on May 23, 2017 the
Committee and Council will award and present the scholarship.
Presentation by DXE Medical — AED Donation to BVYA (D. Wait/J. Mabbitt/K, Burnam)
Mayor Carpenter stated that this has been postponed to the May 23rd meeting.
Consent Agenda Items
The Consent Agenda is considered self - explanatory and will be enacted by the Council with one
motion. There will be no separate discussion of these items unless they are removed from the Consent
Agenda upon the request of the Mayor or a Councilmember.
1. Minutes — Approval of the minutes of the Regular Meeting of May 2, 2017. (J. Kessel/B.

2. Boards, Commissions and Committee Member Appointments — Consideration and/or
action regarding the appointment of Mr. John Baker as a regular member to the Historical
Preservation Committee. (B. Dennis/Mayor /Council)
Mayor Carpenter recognized Councilmember Thompson who moved, seconded by Mayor
Pro -Tem Edwards to approve consent agenda items 1 -2. The vote was unanimous with
Mayor Pro -Tem Edwards, Councilmembers Davis, Gutierrez, Larson, Thompson, Kiser
and Crawford voting for and no one voting no. Motion passed.
Roll Call Vote Confirmation
Mayor Carpenter recognized City Secretary Brenda Dennis who provided the roll call votes for
agenda items 1 -2.
Requests and Announcements
3. Announcements by City Manager.
No further announcements were made.
4. Council members to request that items be placed on a future agenda. No discussion of the
merits of the item may be taken at this time. Should a Council Member oppose placement of
the requested item on a future agenda, the Mayor, without allowing discussion, shall ask for
the consensus of the other City Council members to place or not place the item on a future
agenda.
Mayor Carpenter recognized Councilmember Kiser who asked for information regarding the
current employee pension plan. Executive Director Brian James stated that Finance Director
James Walters will be presenting this at the June 6d' Council meeting under the Financial
report.

Mayor Carpenter recognized Councilmember Davis who complimented staff: the Marshal
Department, Public Works and other departments and volunteers, for a successful Love
Where You Live cleanup event held this past Saturday.
Mayor Carpenter recognized Councilmember Thompson who commended the Parks and
Recreation Department on the park dedication ceremony held earlier this evening. He stated
that Parks Director Chuck VanZandt mentioned that we spent $90,000 cleaning out the trees.
He also stated that until you walk there and see what it is like you really don't recognize the
impact. He believes that it is the best $90,000 the City has spent in a long time and will
benefit our residents greatly.
Mayor Carpenter echoed the comments from Councilmember Thompson regarding the new
park they opened today. It is a beautiful piece of land with dozens of Oak Trees that are
hundreds of years old, if not older. This is a gorgeous place. Many years from now when that
area is developed there will be beautiful pieces of green space, approximately 13 acres.
Mayor Carpenter congratulated the volunteers and the winners of the Schertz Sweetheart
Court from the Sweetheart Court Coronation this past week. The event was outstanding and
the young ladies that competed were remarkable. He wished they all could have won, but
there are only four ambassador positions and those four that won, he has all the confidence
that they will represent the city well.
