WHEREAS, the City staff of the City of Schertz (the "City ") has recommended that the City actively pursue federal funding through the Transportation Alternatives Program to build connecting trails and sidewalks between Schertz Parkway and FM 3009 along Live Oak Road and Wiederstein Road and other sidewalk, hike and bike trail, and bike lane sections that improve connectivity; and WHEREAS, the City Council has determined that it is in the best interest of the City to support this project by adjusting the Budget by $1,050,000 to cover the implementing agency's (City's) match ($200,000) plus the estimated project development costs ($50,000) plus the $800,000 federal program equal to provide funding for this project; and WHEREAS, if this pursuit of the Transportation Alternatives Program funding request is approved this Resolution will approve the actions necessary to receive the federal funding that will provide for the implementation of the requested project; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT: Section 1. LCRA staff reviewed your sketch and description received August 8, 2011. It is our understanding that the exercise trail will extend from Schertz Parkway to intersect with Weiderstein Road at Forest Ridge Park in the City of Schertz. It will be approximately 10 feet wide, crushed granite surfacing and installed at grade. A typical cross section of a crushed granite trail would include a 7" sub -grade cut, 4" of compacted base material, a layer of geotextile weed cloth, and at least 3" of decomposed granite. Further, we understand that this location is predominantly limestone outcropping with very little topsoil. Therefore, a 3" cut, backfilling with decomposed granite, and surfacing compacted to grade site preparation is necessary to create the trail. So long as all activities comply with all safety codes and with the understanding that LCRA may ask the City of Schertz to cease construction should it interfere with LCRA's need to access the line at this location, then it should be compatible with LCRA TSC's electric transmission line. Should your plans change, we would appreciate the opportunity to review your plans again before proceeding. When you have signed and sealed construction plans, please send me a copy. We also wanted to let you know there is a good possibility that this line will be rebuilt in the near future. LCRA would like to offer input during preconstruction to address our safety concerns when working in our right -of -way or near our facilities. Prior to beginning construction, please contact Aaron Porter, Transmission Services Line Operations (512) 913 -2744. As you know, LCRA uses heavy equipment and other vehicles in the maintenance and operation of LCRA TSC's transmission lines. If you proceed with your project, you do so at your own risk.
