Thursday, March 2, 2017 5:30 P.M.
The Transportation Safety Advisory Commission (TSAC) convened for a meeting on March 2, 2017
at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

CALL TO ORDER AT 5:33pm by Commissioner Richard Dziewit. Chairman Bish took
governance of the Meeting at 5:37pm.

HEARING OF RESIDENTS
Mr. Richard Eaos, Cypress Point HOA, addressed concerns regarding the cut through traffic
traveling to the 2nd construction site within the subdivision. Trucks are causing damage to the roads
and ruining concrete. Trucks are now parking at the empty lot in Cypress Point. Mr. Eaos provided
maps and handouts to the Commission in order to better explain his concerns. Requested to add to
next month's TSAC Agenda.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the February
2, 2017 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the
February 2, 2017 Meeting. Second by Commissioner John Correu. Motion passed. Vote was
unanimous.
2. Vice Chair: Discussion took place and action was called regarding the appointment of a new
TSAC Vice Chair, due to Vice Chair Mark Davis joining City Council.
A motion was made by Commissioner Bill Bowers to appoint Commissioner Richard
Dziewit as the new TSAC Vice Chair. Second by Commissioner Phillip Rowland. Motion
passed. Vote was unanimous.

3. PCI Presentation: Staff gave a presentation on the Pavement Conditioning Index (PCI).
Software has been purchased, which is a database network of all City streets and a design
engineering firm has been hired. The grading levels run from 0 to 100, known as the PCI
value, and the survey was completed September of last year. The program, Micro Paver,
helps to prioritize maintenance and construction. We currently have 164 centerline miles of
public roads, previously at 155 miles. The program was designed by Army Core of Engineers
and has the ability to add new roads over time. The roads are then ranked appropriately
according to the asphalt.
Commissioner Ragsdale brought up a particular concern regarding page 12 of the report.
Requesting that staff maybe take a 2nd look at Old Wiederstein Rd. and the Belmont/Fairlawn
areas.
4. Staff Comments: City staff gave updates on the following areas:
• AAMPO voting ended 3.1.17. Staff passed out local area grant requests and gave update
as to how grants are passed out and which projects would be funded.
• TxDot continues to work on punch list.
• Gave update to the upcoming time changes to Sipple School Zone and the addition of
two crosswalks in the Belmont subdivision.
• The No Parking signs have been installed on Mid Cities and Verde.
• TxDot has been invited to our next TSAC Meeting to discuss a number of matters
including the discussion of reinstallation of curb delineators along IH35 Frontage Road
(3009 & Belmont areas).
• Currently working with utility company on installation of streetlight at FM1518 &
Maske Road.
• City staff is scheduled to go meet with Garden Ridge owner to discuss if there any
concerns with 18- wheeler parking on his property.
5. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioners requesting HOA information in relation to public infrastructure and how
the process works within the City.

by Commissioner Roy Ragsdale. Motion passed. Vote was unanimous. Meeting
