The Transportation Safety Advisory Commission (TSAC) convened for a meeting on April 6, 2017 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen Correu, John Dziewit, Richard Outlaw, Glen Ragsdale, Roy Rowland, Phillip Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division Brian James, Executive Director Robert Martinez, Streets Supervisor Cecilia Palomo, Graduate Engineer Kathy Woodlee. City Engineer CALL TO ORDER AT 5:30pm by Chairman Bish ROLL CALL HEARING OF RESIDENTS Janet McConnell, Jonas Woods, addressed concerns regarding the speed humps and speeding issues throughout Jonas Woods. She is requesting that the City remove the speed humps from her street, stating that they have never been a speed deterrent and states that the residents on that street never requested for the speed humps to be put in. Had questions regarding the City's protocol as to how to add, and remove, speed humps in any neighborhood. City to add to next month's Agenda and discuss during meeting. Melinda Reedes, Jonas Woods, was also present in order to support Ms. McConnell and to reiterate the residents on that street did not submit, nor agree with, the initial request for the installation of the speed hump. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the March 2, 2017 Meeting. A motion was made by Commissioner Pete Ryson to approve the minutes of the March 2, 2017 Meeting. Second by Commissioner Roy Ragsdale. Motion passed. Vote was unanimous. 2. Cypress Point: Mr. James gave update in terms of ability to control construction trucks, stating this is not in the City's profile. Though agreements are possible, and we have done it before, this is not an example of when we would try to. enter into an agreement. Staff did go out and address the contractor, asking if they could please travel down Eckhardt Rd. and in the back way in order to minimize the through traffic. In regards to the trucks being parked on empty lots, we again have asked the contractor to keep an eye on this, reminding them that this is not designed for parking, and that they must respect the proper hours of operations afforded to ongoing construction. The City is not in a position to issue citations for the nuisances, but can try to continue to support the efforts to make it more tolerable for the residents. 3. PCI Presentation: Jess and Jerry, IDS, gave a presentation on the Pavement Conditioning Index (PCI). Jess reintroduced Micro Paver and went through the pavement management goals thoroughly, including how the program helps to prioritize maintenance and construction. The grading levels run from 0 to 100, known as the PCI value, and is scored in 100 ft sections. There are 19 pavement distresses and they are ranked as low, medium, or high. Jess also discussed the different types of repair methods and when each would be appropriate to use. The City is prepared to keep up with the current data and add newly adopted streets as necessary. We have started the crack sealing program last November, and will maintain a schedule with no end at this time. 4. TX Dot Q &A: Dale Picha, P.E., PTOE gave updates and answered specific questions. Updates shared and points made: • The current stop lights being put in will be in process for the next few months. There is a 3 to 4 month lead time on poles and mast arms. • Dimrock is scheduled to be turned on any day. • 3009 sidewalks are installing ADA handrails and continuing clean up punch list. • FM1518 @ Schaffer is a little behind schedule. Currently 25 working days late, should be up by mid may. • FM3009 off ramp delineators are missing due to too many times being struck. They are designed to be hit and return to normal position. They do tend to give out after so many hits. • The bridge at FM1103 is out of New Braunfels office. There is no start date scheduled as of this time and it is not to be completely closed down during construction. City of Cibolo is discussing detours and diverting. • Overgrown median/curb vegetation — contract ended March 31St at midnight. Company was not keeping up with their duties. Going back out for bid. • FM78 — adjusting signaling times for improvement. No plans for road widening at this time. No road capacity to allow for bike lanes in between FM3009 and Schertz Parkway. 5. Public Improvement Acceptance Process: Staff gave update and information. The process consists of the City taking ownership of all new roadways when construction is completed. At that time, a one -year warranty goes into effect, which is covered by the construction company. During that year, the City periodically inspects the roadways to make sure that the roads, manholes, sewer, water lines, and road density are in proper condition. At the end of the warranty year, the City evaluates and takes final acceptance of the roads. Only caveat to this is gated communities. 6. No Parking — Cameron River: Staff gave update and information regarding the need for a No Parking sign along Cameron River drainage ditch. Called for vote. A motion was made by Commissioner Richard Dziewit to approve the No Parking sign. Second by Commissioner John Correu. Motion passed. Vote was unanimous. 0 7. Staff Comments: City staff gave updates on the following areas. • Sipple Elementary new school zone times are from 6:30am to 9:OOam • New school zone lights have been installed on Elbel Rd with a more modern concept. • Belmont crosswalk has been completed. • New school zone lights going in at Fairlawn. 8. Future Agenda Items Requests and /or Comments by Commissioners: • Commissioners Ragsdale and Correu thanked the City for the recent Traffic Calming Webinar. • Commissioner Outlaw asked that we present the Speed Hump Request process during May's meeting. 9.
