BOA 5-22-17BOARD OF ADJUSTMENT MINUTES May 22, 2017 The Schertz Board of Adjustment convened on May 22, 2017 at 6:00 P.M. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. BOARD OF ADJUSTMENT Richard Dziewit, Chairman .David Reynolds, Vice Chairman Earl Hartzog Reginna Agee Danny Sale BOARD MEMBERS ABSENT Frank McElroy 1. CALL TO ORDER/ROLL CALL: CITY STAFF Brian James, Executive Director Development Bryce Cox, Senior Planner Tiffany Danhof, Executive Assistant Emily Grobe, Planner I OTHERS PRESENT Kevin Fleming, Freehold Communities Mr. Dziewit called the regular meeting to order at 6:00 P.M. and recognized members present. 2. SEAT ALTERNATE TO ACT IF REQUIRED: Danny Sale alternate was seated as a Board Member. 3. CONSENT AGENDA: Minutes for the March 27, 2017 Regular Meeting. Mr. Hartzog moved to approve this item. Mr. Reynolds seconded the motion. The vote was 4 -0 with 1 abstention by Mr. Sale. Motion carried. 4. PUBLIC HEARING: BOA2017 -003 Hold a public hearing, consider and act upon a request for a variance to UDC Article 9, Section 21.9.5.E.2, Exterior Building Materials, in order to allow for metal as a primary finish material for the electrical equipment shelter of the proposed off -site lift station for the Homestead Subdivision. The site is zoned Planned Development District and is located at 1450 Schwab Road, City of Schertz, Comal County, Texas. Mr. Dziewit opened the public hearing at 6:03 P.M. Ms. Grobe presented a request for a variance to UDC Article 9, Section 21.9.5.E.2, Exterior Building Materials, in order to permit metal as the primary exterior building material for an electrical equipment shelter for the proposed off -site lift station for the Homestead subdivision. The property owner is proposing to construct a 9' high by 18'3" in length electrical equipment shelter. This shelter is to be used in conjunction with the proposed sewer lift station located on the same property being established for the residential subdivision Homestead. The request for a variance complies with the approval criteria for granting a variance. Staff recommended approval of BOA 2017 -003. Minutes Board of Adjustment May 22, 2017 Page 1 of 2 There were no additional comments from the public. Mr. Dziewit closed the public hearing at 6:09 P.M. Mr. Hartzog wanted clarification that there will be a masonry fence around the property and the electrical structure will have a primary finish as galvanized metal material. He asked if this lift station will be close to Cypress Point Subdivision. Mr. Fleming responded that the vertical material will be metal and the roof will be the only thing seen over the masonry fence. Ms. Grobe commented that strict interpretation of public use buildings as identified in Unified Development Code Article 9 are required to be 75% of a masonry material. Mr. Sale commented that this is not exactly a building but it is an electrical control panel. Mr. Sale commented that the structure and roof is more for more weatherproofing and to keep the workers from getting wet. Mr. Cox explained some of the newly adopted architectural standards and provided examples of other public use facilities with the similar unique requests. Mr. Hartzog asked if this structure has already been built. Mr. Fleming responded that the surrounding masonry fence has been started but the shelter has not been built. Mr. Hartzog moved to approve this item. Mr. Reynolds seconded the motion. The vote was 5 -0. Motion carried. 5. ANNOUNCEMENTS: A. Announcements by Members Mr. Dziewit thanked the Parks Department for providing the park tours. Mr. Hartzog enjoyed the information regarding the Committee of Committees meeting. The report is attached and was very interesting. Mr. Hartzog also enjoyed the park tour. He commented that the 4"' of July Jubilee and will be needing more volunteers. Also, there will be an unavailing of the mural at the Pickerel Park swimming pool on May 24tH Mr. Dziewit asked the question if there was any Continuing Education coming up. Mr. Cox indicated that not at this time, but in the future staff is looking to have a refresher on the Open Meetings Act. B. Announcements by City Staff • Mr. Cox mentioned that the last Committee of Committee Advisory Board Meeting summary is in Board members packet. • Mr. Cox indicted that he would email the Board more information on the unavailing of the mural at Pickerel Park. • Mr. Cox indicated that the pool season will open the first weekend in June. 6.
