PZ 9-27-2017PLANNING AND ZONING MINUTES September 27, 2017 The Schertz Planning and Zoning Commission convened on September 27, 2017 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. PLANNING & ZONING COMMISSION Michael Dahle, Chairman Ernie Evans, Vice Chairman Richard Braud Glen Outlaw Gordon Rae Ken Greenwald Christian Glombik COMMISSIONERS ABSENT 1. CALL TO ORDER/ROLL CALL: CITY STAFF Lesa Wood, Director of Planning & Community Development Tiffany Danhof, Executive Administrative Assistant Channary Gould, Planner Emily Grobe, Planner Daniel Santee, City Attorney OTHERS PRESENT Titan Lookout LLC Civil Engineering Consultants Mr. Dahle called the meeting to order at 6:00 P.M. 2. HEARING OF RESIDENTS: There were no residents who spoke. 3. CONSENT AGENDA: A. Minutes for the September 13, 2017 regular meetings Mr. Dahle indicated a typo on page two where the times for when the public hearing was opened and closed were reversed for item 4A. Mr. Outlaw motioned to approve the consent agenda. Mr. Glombik seconded the motion. The vote was 6 -0 with one abstention from Mr. Braud, motion carried. 4. PUBLIC HEARING: A. ZC2017 -011 Hold a public hearing, consider and make a recommendation on an amendment of Part I11, Schertz Codes of Ordinances, Unified Development Code (UDC), Article 14, Section 21.14.6.A Sidewalks and Hike and Bike Trails- Requirements. Minutes Planning and Zoning Commission September 27, 2017 Page 1 of 3 Ms. Grobe presented a recommendation on an amendment of Part III, Article 14 Section 21.14.6.A of the Unified Development Code. Ms. Grobe explained that Staff is proposing to revise the UDC Section in order to promote a more walkable community and explained that the UDC currently does not require sidewalks to be constructed along Interstate Highways 35 and 10. Staff recommended approval of the amendment to the Unified Development Code, which would require sidewalks along all roads in Schertz. Mr. Dahle opened the Public Hearing at 6:03 P.M. There were no residents who spoke. Mr. Dahle Closed the Public Hearing at 6:04 P.M. The Commissioners and City Staff had a discussion regarding the TXDOT and City sidewalk specification requirements, the sidewalk design on FM 3009, and drainage concerns. Mr. Braud motioned to forward a recommendation of approval of ZC2017 -011 to City Council. Mr. Glombik seconded the motion. The vote was 7 -0, motion carried. B. PC2017 -032 Hold a public hearing, consider and act upon a request for approval of a replat of Enterprise Industrial Park Lot 7, an approximate 46 acre tract of land generally located approximately 2,000 feet north of the intersection of Schertz Parkway and Lookout Road, City of Schertz, Comal County, Texas. Mrs. Gould presented a request for approval of a replat of Enterprise Industrial Park Lot 7. Mrs. Gould provided some background of the proposed property. Mrs. Gould described the general location, the access points, compliance with the City's 1996 UDC tree preservation and mitigation requirements, and public improvements. Mrs. Gould stated that the replat is consistent with applicable requirements for the property, ordinances and regulations, and City Staff recommended approval of the replat. Mr. Dahle opened the Public Hearing at 6:14 P.M. There were no residents who spoke. Mr. Dahle Closed the Public Hearing at 6:15 P.M. The Commissioners and City Staff had a discussion regarding two access points for the proposed replat property and the UDC requirements for access. Mr. Outlaw motioned to approve PC2017 -032. Mr. Glombik seconded the motion. The vote was 5 -2, motion carried. 5. WORKSHOPS/DISCUSSION: A. Discussion on Planning and Zoning Commission recommendation for Committee of Committees Advisory Board Appointment Minutes Planning and Zoning Commission September 27, 2017 Page 2 of 3 Mr. Dahle indicated that Mr. Outlaw volunteered to serve for the Planning and Zoning Commission on the Committee of Committees Advisory Board. 6. REQUESTS AND ANNOUNCEMENTS: A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. Mr. Dahle requested to place a discussion on a future agenda regarding a potential UDC amendment regarding two access points for property in the M -1 zoning district, and the Bylaws. B. Announcements by Commissioners. City and community events attended and to be attended Continuing education events attended and to be attended No commissioners spoke. C. Announcements by City Staff. City and community events attended and to be attended. NEW SITE PLAN APPLICATIONS: There were no new site plan applications submitted to the Planning and Community Development Department between September 9, 2017 and September 22, 2017. Mr. Dahle and Mrs. Wood presented to Mr. Glombik a recognition of his service and thanked him for serving the City of Schertz Planning and Zoning Commission. Mr. Glombik thanked City Staff and the Commissioners. Mrs. Wood indicated that the discussion for alternates will be brought to City Council. 7.
