SPECIAL MEETING
December 1, 2017
A Special Teambuilding Session Meeting was held by the Schertz City Council of the City of
Schertz, Texas, on December 1, 2017, at 8:30 a.m. at the Fairfield Inn & Suites, 5008 Corridor Loop
Road, Schertz, Texas. The following members present to -wit:

Call to Order (General Comments)
Mayor Carpenter called the meeting to order at 8:34 a.m.
1. Discussion and appropriate action on City Council and City Staff team building, strategic
planning, organizational development and structure, and proper governance (J. Kessel).
Team building discussion led by Davis Success Solutions (Facilitators &
Participants)

- Role of Leader: Vision/Alignment/Execution
In the morning session Roy and Mary Anne Davis made an introduction to Council of
the process and program of the teambuilding exercise today to cover what leadership
means, the work of leaders:
- DISC Model and understanding the model —premise of DISC
- DISC Profiles

- Work of Leaders Models
- Behaviors and how you apply them
- Leadership Model — Vision, Alignment, Execution
- History matters because need to know where you want to go
- Never stop learning (observe, interpretation, how do you apply it)
- Building alignment — Clarity, Dialogue, Inspiration
Mayor Carpenter recessed the morning session for lunch break at 11:22 a.m., Mr. Dziewit left the
meeting.
Mayor Carpenter reconvened the meeting at 11:45 a.m.
During lunch break Executive Director Dudley Wait provided information regarding the Marshal
Department re- organization under the Police Department, Animal Services Department Structure and
Communication/Dispatch Overhire Position.
The following topics were covered in the afternoon:
- Leadership is not being the lone ranger its about building the right team
- A true team is a team of people who trust each other
- Elements of Leadership
- Work of leader's process
- Building alignment —Clarity, Dialogue,. Inspiration (what impacts alignment)
- Crafting a vision — Exploration, Boldness, Testing assumptions
- Championing executions
- Execution Momentum (Initiating, Structure, Analyzing)
Mayor Pro -Tern Edwards and Councilmember Kiser left the meeting at 2:15 p.m.
Mayor Carpenter recessed the meeting at 2:15 p.m., to rearrange the room and allow staff members to
join the Council. Mayor Carpenter reconvened the meeting at 2:30 p.m. and members of staff who
arrived introduced themselves.
Facilitators Roy and Mary Ann provided information regarding:
- DISC Profiles on the whole team, Council and Management Team as a whole
- Comparison Reports
City Manager John Kessel provided closing remarks as well as Mayor and Councilmembers.

Mayor Carpenter adjourned the meeting at 3:11 p.m.
