04-17-2018 Minutes1.1 �PECIAL TOWN MEETING April 17, 1' A Special Town Hall Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 17, 2018, at 7:00 p.m., at the Scenic Hills Community Center, 4820 'Scenic Drive, Schertz, Texas. Sandy Bryant Corporal Environmental Law Enforcement Officer Ernest Spradling Meet and Greet (6:30 p.m. to 7:00 p.m.) Call to Order — City Council Special Town Hall Meeting Mayor Carpenter called the meeting to order at 6:30 p.m. Welcome Mayor Carpenter welcomed everyone and provided a brief outline of how the evening events would unfold with an opportunity for questions from the citizens at the end of all the staff presentations. Mayor Carpenter recognized the Councilmembers that were present, Mayor Carpenter lead the Pledge of Allegiance to the Flag of the United States at the request of Councilmember Edwards. Presentations regarding the specific topics: 4 -17 -2018 Minutes 1=23= Acting City Manager Brian James introduced City Engineer Kathy Woodlee who provided a brief PowerPoint regarding the FM 1103 construction. • Area Drainage project updates Acting City Manager recognized Public Works Manager Doug Letbetter who provided a brief PowerPoint regarding the area drainage projects. • Northcliffe Water Main replacement overview Acting City Manager Brian James recognized Water/Wastewater Manager Jimmy Hooks who provided a brief PowerPoint regarding the Northcliffe Water Main replacement projects. • FY 2017 -18 Budget Updates. Acting City Manager Brian James recognized Finance Director James Walters who attempted to show the video of the 2018 State of the City address; as there was no sound, Mr. Walters and Mr. James informed the attendees that it could be found on the city website. Mr. Walters provided information on what was approved in this past year's budget. Per the last citizen survey that was conducted, priorities as listed by city residents were police services, parks and trails, storm water runoff, and the enforcement of city codes and ordinances. As a result, in this year's budget, additional staff members were added, and the focus has been directed towards park facility maintenance and storm water channel maintenance. This also allows for 20 work vehicles, a dump truck, trailers and other equipment to be purchased. He provided information regarding the city fund balance (a planned reduction of cash in this area). This action allows the city to hire 22 new personnel (6 Police, 6 Fire, 1 Inspections, 1 Code Enforcement, 3 EMS, 3 Water, and 2 Drainage). There will also be more upcoming maintenance to start around the city (About $3.2 million allocated) New website updates include the FY 2016 -17 Annual Finance report which is available on www.schertz.com. • Questions /Comments. Acting City Manager Brian James and staff members present addressed a variety of citizen questions regarding the following subjects: • Drainage concerns • FM 1103 and TxDOT improvements and construction • Proposed Cibolo Toll Road • Road improvements • Wiederstein Road, when will it be repaired • Country Club Blvd, road repair • FM 1103 turnaround lanes • Northcliff Golf Course — zoning • Cable companies — permits for digging 4 -17 -2018 Minutes • Hike and Bike lanes and sidewalks connectivity to FM1103 City Hall Communications: The meeting officially adjourned at 7:44 p.m. R.
