04-09-2018 MinutesMINUTES SPECIAL MEETING April 9, 2018 A Special Meeting was held by the Schertz City Council of the City of Schertz, Texas, on April 9, 2018, at 6:00 p.m. in the Schertz Civic Center — Ball Room, 1400 Schertz Parkway, Building #5, Schertz, Texas. The following members present to -wit: Mayor Michael Carpenter Councilmember Ralph Gutierrez Councilmember Cedric Edwards Councilmember Bert Crawford Absent: Mayor Pro -Tem David Scagliola Staff Present: Executive Director Dudley Wait Executive Director Kyle Kinateder Planning/Com. Dev. Director Lesa Wood Communications Mgr. Melissa Geedman Senior Planner Bryce Cox Planner I Channary Gould City Engineer Kathy Woodlee Police Officer A. J. Arriaga Councilmember Mark Davis Councilmember Scott Larson Councilmember Angelina Kiser Acting City Manager Brian James Assistant to the City Manager Sarah Gonzalez Deputy City Secretary Donna Schmoekel Public Affairs Director Linda Klepper Parks & Recreation Director Lauren Shrum Planner I Emily Grobe Senior Grad/Engineer Larry Busch Jr. Police Officer Helen Lafitte Call to Order — City Council Special Session Councilmember Edwards called the special meeting to order at 6:00 p.m. and welcomed everyone. He then introduced the Chair of the Main Street Committee, Councilmember Mark Davis who provided more information regarding this evenings' activities. Councilmember Davis briefly explained the reason for tonight's gathering, some of the goals of the Main Street Committee and the need for input and feedback from residents, property owners, business owners and other stakeholders in the historic Main Street area of the city. Mayor Carpenter arrived at 6:15 p.m. Mayor Carpenter had arrived and spoke briefly, welcoming everyone and also inviting thern to ask questions and provide ideas to staff, committee members and council regarding this project. Acting City Manager Brian James invited everyone present to provide their feedback as to what they liked or disliked. He explained some challenges we face such as limited funding and spoke about what type of incentive plans could be developed for the future. He invited everyone to talk with the various staff members present who had tables .set up around the room with information. Staff members present represented Public Affairs, Planning and Community Development, Engineering, Public Works and Economic Development Corporation (EDC). 04 -09 -2018 Minutes Page - i - Councilmember Edwards left the meeting at 7:05 p.m. Councilmember Kiser left the meeting at 7:18 p.m. Councilmembers Larson and Gutierrez left at 7:25 p.m. Adi ournment As there was no longer a quorum present, Mayor Carpenter officially adjourned the meeting at 7:28 p.m. Mayor Carpenter left at 7: 37 p. m.
