The Transportation Safety Advisory Commission (TSAC) convened for a meeting on February 1,
2018 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

CALL TO ORDER AT 5:30pm by Chairman Stephen Bish

HEARING OF RESIDENTS
No residents were signed up to address the Commission.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the January 4,
2018 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the January
4, 2018 Meeting. Second by Commissioner Pete Ryson. Motion passed. Vote was
unanimous.
2. Lone Oak Speeding: Staff put up temporary speed radar boards and also put out multiple
rotating street signs. Commissioner Bowers spoke on, other concerning issues such as long
term RV parking in front of homes. Mr. James requested new counts to be done in the Lone
Oak subdivision, and then asked that we discuss with the Commission once the new data is in
and reviewed. Mr. Wait updated on the recent unification of the Marshall's Office and the
Police Department. This will allow them to work as a Team and be able to address cross over
concerns such as City code violations.
3. Catastrophe Contingency Plan: Commissioner Ryson spoke about workshop he attended in
Seguin after Sutherland Springs tragedy and shared that Department of Homeland Security
has come up with new processes for churches. After discussion it was shared that the

emergency plan within the City for such catastrophes is handled by the proper City staff.
Commissioner Outlaw offered a wealth of information regarding the history and the City's
Emergency Plan, including terrorism. Commissioner Correu also addressed the level of detail
within the City's plan and shared that he felt we have a good solid representation of
professional staff on the Emergency Management Team within the City. We can look into
requesting the Police Chief come and speak to the Commission about our current plan.
4. Ashley Oak & FM3009: Staff discussed parking issues and concerns brought up in the
January Meeting. Staff plans to put up proper signage and striping in order to support parking
reinforcements already in place. Staff to monitor once signs are in place, will follow up with
enforcement if signs do not seem to help minimize current concerns.
5. Roadway Impact Fees: Engineering staff gave PowerPoint presentation on Roadway Impact
Fees including updated map of Thoroughfare Plan and Capital Improvement Plan.
6. Staff Comments: Staff gave update on the following areas:
• Schertz Parkway to open next week, 54 days ahead of schedule.
• Woodland Oaks fisheye traffic light installed.
• Bent Tree stop sign bars to be repainted.
7. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Sullivan states that there is still speeding issues on Belmont.
• Commissioner Ragsdale states that there are still concerns on Fairlawn.
8. Adjournment: Motion made by Commissioner Glen Outlaw to adjourn the meeting. Second
by Commissioner Richard Dziewit. Motion passed. Vote was unanimous. Meeting
adjourned at 6: 44PM.
