April 5, 2018 MinutesTransportation Safety Advisory Commission Minutes Thursday, April 5, 2018 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on April 5, 2018 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen Cornelisse, Chuck Correu, John Dziewit, Richard Outlaw, Glen Ragsdale, Roy Ryson, Paul Sullivan, John Staff Present: AlbertArriaga, Traffic Safety Division Brian James, Executive Director Brian Timmons, Streets Employee Kathy Woodlee, City Engineer Robert Martinez, Streets Supervisor CALL TO ORDER AT 5.35nm by _Chairman Stephen Bish _ ROT.T. CAT.T. HEARING OF RESIDENTS Harry Reese, Blue Forest Drive, addressed the Commission, to include a PowerPoint presentation printout, regarding concerns on Live Oak and the lack of visibility due to no lighting. Mr. Reese states that he is unable to see the turn-in at Resurrection Baptist Church and is requesting a light be installed if at all possible. He feels it is just a matter of time before someone is harmed due to the level of darkness down that road. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the February 1, 2018 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the February 1, 2018 Meeting. Second by Commissioner Glen Outlaw. Motion passed. Vote was unanimous. 2. Westchester Drive Parking Issues: Staff gave update, including PowerPoint Presentation, on recent counts and issues. This road is a collector for the subdivision. Staff to get quotes from contractors on overall cost to add in sidewalks sometime in the future and see where the City might be able to build in and plan for those funds. 3. Lone Oak Traffic Study: Staff gave update on new counts versus previous counts. It was discussed that most of the speeding issues are neighborly caused. City staff has talked with CCMA, who is doing some dig work down at the creek, and they have agreed to reiterate to 4 -5 -2018 Minutes their staff to be considerate of the current concerns. Streets department is set to update all reflectivity to signs and striping and add any needed signage throughout the neighborhood. Staff to update Commission on the game plan during May meeting, and then reconvene in approximately six months to assess progress. 4. Public Hearings: ® Borgfeld Crosswalk: Public hearing held to discuss crosswalk request from Brandy Donecker, to be placed at Borgfeld Rd, Dietz Rd, and Gleaming Springs. Staff outlined the concerns with the new 4 -way signal light that is placed at the Cibolo /Schertz border. There is currently no pedestrian walk or intersection control. The only way for pedestrians to currently cross the intersection is to judge the traffic and make a run for it. City staff has spoken to City of Cibolo and original contractor, who gave approximate $19K bid to install proper crosswalk and lights. Schertz City staff to gather quotes from other outside vendors. Staff presentation closed. Public Hearing opened at 6:06 PM. Ms. Brandy Donecker spoke on her concerns regarding the safety of her children and their options to get to school safely. She has heard that the lights will turn on next week and is not sure how her kids will even attempt to get home in the afternoon once this action takes place. Mr. Donecker stated that the City will not pick up his children with a school bus due to the fact that they live within a mile of the schools. Public Hearing closed at 6:13 PM. Staff followed up with the suggestion that we check on adding a crossing guard at the intersection immediately throughout the remainder of the school year and check the timing of the turning on the lights just for clarification purposes. Staff to report findings, solutions, and /or new crosswalk quotes next month during May meeting. Riata Bike Lanes & Striping: Public hearing held regarding the request for bike lanes & road striping to be placed down Fairlawn and Belmont within the Riata subdivision. Staff gave cost estimates. $13,370 for centerline striping and $15,435 for bicycle lane striping. Mr. James spoke regarding best practices to support the solutions to the issues such as solid line striping causing a no passing zone, the centerline striping, and the bicycle lanes striping which will decrease the width of the street, which can sometimes slow traffic on its own. Staff needs to research to see if there are funds available anywhere or if this particular issue needs to go to City Council. Commissioner Ragsdale suggested that the bike lanes might also help with recent parking issues. Commissioner Outlaw asked why the City doesn't install center striping on streets that are wide enough at the time of the street build. Staff presentation closed. Public Hearing opened at 6:28 PM. No residents chose to speak during the meeting. Public hearing closed at 6:29 PM. 2 5. Staff Comments: No staff comments or updates at this time. 6. Future Agenda Items Requests and /or Comments by Commissioners: • Commissioner Ryson complimented City staff in regards to the recent Fed Ex explosions, stating that the City seems fairly well prepared for such an emergency. • Commissioner Ragsdale wished to thank the proper staff members for attending the recent Riata HOA Meeting. • Commissioner Outlaw requesting to discuss the possibility of a sidewalk on Westchester and the possibility of a street light on Live Oak, per resident request. 7. Adjournment: Motion made by Commissioner Roy Ragsdale to adjourn the meeting. Second by Commissioner John Sullivan. Motion passed. Vote was unanimous.
