September 7, 2018 MinutesTransportation Safety Advisory Commission Minutes Thursday, September 7, 2017 5:30 P.M. The Transportation Safety Advisory Commission (TSAC) convened for a meeting on September 7, 2017 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bowers, Bill Cornelisse, Chuck Dziewit, Richard Outlaw, Glen Ragsdale, Roy Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division John Kessel, City Manager Robert Martinez, Streets Superintendent Cecilia Palomo, Graduate Engineer CALL TO ORDER AT 5:3lpm by Co- Chairman Richard Dziewit KI 1 \ H i 1.... HEARING OF RESIDENTS Ms. Banner Huggins, Dove Meadows, took a moment to thank the City for all of the help and support regarding the construction and detour traffic that has been congesting the neighborhood. She still has a number of ideas that she would like to share with the City staff in order to receive long- term relief to their continuous traffic related issues. It was suggested for Ms. Huggins to contact Cecilia Palomo, Engineering, to begin that discussion of possible ideas and solutions. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the August 3, 2017 Meeting. A motion was made by Commissioner Paul Ryson to approve the minutes of the August 3, 2017 Meeting. Second by Commissioner Roy Ragsdale. Motion passed. Vote ivas unanimous. 2. Paschal @ Savannah: City staff gave update, including maps and layouts of area, on findings regarding the parking/traffic concerns, at Paschal and Savannah, that were brought to TSAC during last month's meeting from Mr. Cichenski. At this time the City is not recommending that No Parking be from the corner of Savannah down to the turn -in to the subdivision. Commissioner Outlaw's concern was voiced from a public safety standpoint regarding cars being parked on the corner of Savannah at Schertz Parkway causing congestion at the turn. The City is suggesting that we possibly install a dotted white line and No Parking signs 20' from the corner inward on Savannah towards Chapel Hill and a No Parking sign from Chapel Hill towards Savannah 20'. The other suggestion from Mr. Cichenski was to maybe contact the school and ask them to split up their scheduled functions 9 -7 -2017 Minutes of K -6th that include parents so that not so many classes are joining at once, allowing for the demand of fewer cars to be parking at the same time. 3. Clemens High School Parldng: Mr. Kessel gave update on current situation regarding the parking concerns for the upcoming school year. There has been a lot of collaboration amongst a number of different Teams including the school, the construction company, the library, YMCA, Senior Center, apartment complex, tennis complex, Community Center, and others. Four (4) new crossing guards were approved through City Council last Tuesday. Public Works has installed the new lights on the crosswalk that now flash/turn red at Westchester Dr and the new crosswalk at the tennis complex. The school district and Schertz Police Department are keep good communication. Construction continues on the high school grounds. When complete they will be able to offer 140 new parking spots, and those should begin to be available sometime in November. They are only allowing permits to be issued to Juniors and Seniors. We will continue to monitor for quite some time and help redirect students during the lunch hour so they we continue to keep them clear of the library and YMCA. 4. City Crossing Guards: Officer Halbardier gave presentation, which included the names, tenures, and locations of all City of Schertz crossing guards including the information regarding the two (2) new parking relocation specialists that will support the lunch hour parking issues at the Clemens High School. 5. Staff Comments: City staff gave updates on the following areas. • Lauren Shrum, Parks & Recreation department, will be here during the October meeting to present the information regarding the AAMPO Trails Grant recently awarded. • Mr. Kessel and _Kathy Woodlee nave an update regarding the Wiederstein, _ Old Wiederstein, & Cibolo Valley Drive intersection. Warrant was not met during the last traffic study. Santiko's will have development on Wiederstein and I35 that will cause huge traffic concerns during the build. That development will need to do a full TIA that includes this intersection. We've also been looking at a right turn lane at Cibolo Valley and Old Wiederstein Rd., ultimately that is a 4 -lane road and there will need to be a traffic signal later on down the line. 6. Future Agenda Items Requests and /or Comments by Commissioners: • On behalf of the Riata subdivision, Commissioner Ragsdale thanked the City for all it has done throughout Fairlawn. 7. Adjournment: Motion made by Commissioner Roy Ragsdale to adjourn the meeting by Commissioner John Sullivan. Motion passed. Vote was unanimous. adjourned at 6:54PM.
