Call to Order The meeting was called to order by Chairman Weirtz at 6:30pm. Voting members present: John Baker, Sue Boissonneault, Lou Foehrkolb, Lynn Foehrkolb, Debbie Krause, Dave Lynch, Dean Midlick, Pete Perez, Paul Ringenbach, Dean Weirtz and Rosalyn Wise Introduction of Guests and /or New Members Also in attendance: Brian James (from the City of Schertz) Discussion and /or Action Items Minutes - Consideration and /or action regarding the approval of the minutes of the regular meeting of November 2, 2017. Motion was made by Debbie Krause and seconded by Lou Foehrkolb to approve the November 2,2017 minutes. The motion passed unanimously. 2. Fund Expenditures - Consideration and /or action regarding the submission of member's expense vouchers and approvals for fund expenditures. A single expense voucher was submitted by Chairman Dean Weirtz in the amount of $13.25. A motion was made by Rosalyn Wise and seconded by Debbie Krause to approve the submission. The motion passed unanimously. Treasurer's Report - Consideration and /or action regarding book sales activity during the last calendar quarter and other fiscal matters, Committee Treasurer Paul Ringenbach announced the total for book sales for the quarter of $254.02 in revenue after accounting for taxes. 4. Bibliotech - Biblioboard Project - Consideration and /or action regarding mem- bership in the regional Bibliotech — Biblioboard Project. Chairman Weirtz report- ed on the progress of the Biblioboard project. The subcommittee has undertaken initial training with the San Antonio Bibliotech representative and has completed the initial input procedures for posting of information on to the Biblioboard net- work. Another training session for discussing the next step in the Biblioboard in- put process is set for the week of January 29 to February 2, 2018. 5. Schertz Landmark Property/Heritage Neighborhood Designation Nomina- tions — Consideration and /or actions regarding Schertz landmark property/Her- itage Neighborhood designation nominations. There were no Landmark Property nominations offered. Chairman Weirtz presented a nomination package for selec- tion of the former Comal Settlement area (now a part of North Schertz) as a "Her- itage Neighborhood ". Following review of the nomination package Rosalyn Wise made and Sue Boissonneault seconded a motion to approve the nomination pack- age for forwarding to City Council for final approval of the Heritage Neighbor- hood designation. The motion passed unanimously. 6. Publication of the Winter 2018 Newsletter and Remembrances Special Edi- tion Article 208 -1 - Consideration and /or action regarding the publication of the winter 2018 Committee newsletter and Remembrances Special Edition Article 2018 -1. A motion was made by John Baker and seconded by Debbie Krause to approve the publication of the newsletter and Remembrances Special Edition Ar- ticle 208 -1. The motion passed unanimously. 7. Publication of Committee's 2017 Annual Report. Consideration and /or action regarding the publication of the Committee's 2017 Annual Report. A motion was made by Pete Perez and seconded by Dean Midlick to approve the publication of the Committee's 2017 Annual Report. The motion passed unanimously. Chair- man Weirtz will present a bound copy of the report to the City Council at their 13 February meeting. 8. Committee 2018 Goals pursuit. Consideration and /or action regarding Commit- tee 2018 goal pursuit. The Committee's 2018 proposed goals were reviewed by Chairman Weritz. A motion was made by Rosalyn Wise and seconded by Debbie Krause to approve the goals as written. The motion passed unanimously. 9. Nomination and Selection of 2018 Committee Officers — Consideration and /or action regarding the nomination and selection of the 2018 Committee Officers. Nominations for Committee officer positions were opened and the existing office holders were each re- nominated for their respective positions. A motion was made by Lou Foehrkolb and seconded by Dean Midlick to close the nominations and vote on the nominated slate of candidates. The candidates were polled and will continue in their current positions for calendar year 2018. 10. Committee Meeting Schedule for July 2017 — Consideration and /or action re- garding the Committee meeting schedule for July 2018. Chairman Weirtz ex- plained that the need arises each July to re- schedule the quarterly Committee meeting due to his travel schedule. Mr. Weirtz suggested the Committee approve changing the meeting scheduled for Thursday, July 26 to Thursday, July 19, 2018. A motion was made by Rosalyn Wise and seconded by Debbie Krause to change the date as proposed. The motion passed unanimously. Subcommittee Reports — Discussion only - Historian - Chairman Weirtz acknowledged the historic snowfall event throughout south cen- tral Texas, and, in particular in Schertz, Texas on December 7, 2017. He explained that his efforts to capture the events on film failed and asked for submission of any photographs for the Committee's first quarterly 2018 newsletter. Chairman Weirtz announced that Committee member LaDonna Bacon has be- come a volunteer member of the Schertz Planning and Zoning Commission, Chairman Weirtz asked if all Committee members were aware of now former Schertz City Manager John Kessel's resignation from office that took place at the January 19, 2018 City Council meeting. Chairman Weirtz considers this resigna- tion historically significant for the City of Schertz. - Biblioboard — Refer to item #4 above. - Social Media — Chairman Weirtz reported on behalf of Elizabeth Strong (Sub- committee Chairperson) that she had developed a social media proposal plan for the Committee. That plan was coordinated with the City of Schertz Public Affairs Office (Linda Klepper). Ms. Klepper suggested the Committee submit suggested postings through her office for placement on FaceBook via the City's FaceBook account. The Committee's initial submissions to the City Public Affairs Office were reviewed and thought to be too extensive. The Public Affairs Office recommended placing a very small posting instead. Neither the Chairman nor Elizabeth Strong agreed with the Public Af- fairs Office suggestion and a meeting between the Chairman and the Public Affairs Office Director has been set to resolve the issue. -Oral History — David Lynch, Oral History Subcommittee Chairman, reported having arranged with the Clemens High School Media Program to assist in the oral inter- view project. Arrangements have been made with the Schertz Library to use the History and Genealogy Room as an interview setting. David has produced a interview guide and a timeline matrix for interview completions. - Outreach — Chairman Weirtz reported several outreach activities completed since the last quarterly meeting. These activities include: 1) Completion of judging and awards ceremony for the Schertz, Cibolo, Universal City Independent School District (SCUCISD) historical essay /art contest 2) Participation as a member representa- tive on the Northeast Lakeview College Cibolo Valley School Building Disposition Committee 3) Informational briefings /presentations to genealogy societies in New Braun- fels, Texas and Schertz, Texas. 4) Participation in City of Schertz Volunteer Open House activities 5) Participation in two Clemens High School 50 "11 Anniversary events. Requests and Announcements 11. Requests by Committee Members that items be placed on a future agenda- Com- mittee members requested that Treasurer Ringenbach perform a review of book sales to be presented at the April meeting. 12. Requests by Committee Members to City Manager and Staff for information 13. Announcements by Committee Members • Chairman Weirtz announced that the Committee's Annual Report to Schertz City Council will be presented at the February 13, 2018 City Council meeting • The judging of the Sons of the Republic of Texas Student Essay Contest will oc- cur at 9:30 a.m. on Thursday, February 22, 2018. RSVP to Becky Williams. • City of Schertz Volunteer Open House Fair will take place April 19,, 2018 at the Schertz Civic Center (6:30 p.m.) • Schematic Map project - The City has provided a map on which the Committee will be able to indicate the location of all landmark properties, heritage neighbor- hoods and cemeteries. This map will be used in presentations or displayed at the Visitors' Center. • Committee of Committees Meeting: Sue Boissonneault reported on the roadway impact fee.
