06-25-2018 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING: June 25 2018 Minutes LOCATION: 1400 Schertz Parkway, Schertz, Texas Bob Andrews Conference Room in City Hall Board Members present: Johnie McDow, Chairman, Reginna Agee, Jim Fowler, Sally Macias, Robert Sheridan, Floy Simmons and Kimberly Smith. Staff present: Brian James, Acting City Manager, Lauren Shrum, Director Parks, Recreation and Community Services and Sandy Bryant, Sr. Administrative Assistant. Others present: Mr. Charles Roskovsk. Call to order. Meeting was called to order by Mr. Johnie McDow, Chairman at 5:30 p.m. Hearing of residents: There were no residents to be heard. Rel4ular Agenda: Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes from the May 21, 2018 regular meeting. Motion was made to approve the minutes from the May 21, 2018 Schertz Parks and Recreation Advisory Board regular meeting: Motion: Floy Simmons Second: Sally Macias Ayes: Floy Simmons, Sally Macias, Johnie McDow, Chairman, Reginna Agee, Jim Fowler, Robert Sheridan and Kimberly Smith. Nays: None Abstains: None Approved: 7 -0 Agenda Item No. 2. Discussion Regarding the Acceptance of Parkland and Dedication of an Easement Generally at Wiederstein Road and FM 3009. Mr. Brian James updated the Advisory Board on acceptance of an easement to the Church being built at the Wiederstein Road and FM 3009 location and in turn they would grant the City an 1800 square foot parkland and easement for ten parking spaces in the parking lot for use as a trail head. Motion was made to accept the parkland and easements. Nays: None Abstains: None Approved: 7 -0 Agenda Item No. 3. Status Update on Current Park Projects. Ms. Shrum briefed the Board that Mary Whitfield Burks Park passed inspection and the Grand Opening will be July 26, 2018 at 5:30pm at the park. The Pickrell Pool liner is fixed and the electrical work has been completed. The Pickrell Pool is now open. Everyone is invited to visit the Wendy Swan Pool and view the aesthetic upgrades that have been done. Fireworks and Float is scheduled at the Pickrell Pool on July 4, 2018, 6 -10pm. Parks Hike and Bike Trail Grant is in the 60% design stage, design expected to be complete in the fall of 2018. The Grant for the trail at the City Complex has been canceled and the City will reapply for a grant next February. Playscape restroom building is complete at the factory and currently waiting on a site change order for the Playscape restroom due to a change in scope. Structural engineer will be on -site tomorrow to assess the Pickrell Park basketball goals. Updates only, no action was taken on this item. Ms. Reginna Agee and Ms. Sally Macias had to leave at 5:50pm for another meeting and Mr. James left at 6pm for another meeting. Agenda Item No. 4. Update on Live Oak Hills Property. Ms. Shrum briefed the Advisory Board that City Council gave staff direction to pursue the Live Oak Hills property land swap with SCUCISD in exchange for a waiver of development permit fees for upcoming school projects. Mr. McDow asked if the land would be considered dedicated park land and Ms. Shrum explained that had not been determined at this stage in the process. She discussed there are some limitations on the property due to deed restrictions and staff is looking at those to determine how to proceed. Staff is also working on developing some very conceptual plans for the site. Update only, no action was taken on this item. Agenda Item No. 5. Parks Advisory Board By -Laws. Motion was made to schedule the next Board meeting for September and to postpone discussion of the Parks Advisory Board By -Laws to that meeting. Committee of Committees Advisory Board (CCAB) Update. Information was in the Advisory Board package update only no action was taken on this item. Requests and Announcements: Agenda Item No. 7. Request by Advisory Board Chairman and Board members for items to be 1p aced on a future Board agenda. The Advisory Board requested the following items be included on future agendas: Review and discussion of the Parks Advisory Board by -laws and purpose. Agenda Item No. 8. Announcements by Advisory Board Chairman and members. Announcements by City Staff. Chairman Johnie McDow thanked everyone for attending the City Council meeting in support of renaming the Schertz Ballfield Complex in his honor. He also noted the Buffalo Valley Youth Association's final swim meet was tonight. Ms. Shrum updated the Advisory Board on the following events: - Nature Discovery Series- Discover a Bug's World, June 2, 2018 10 -11am at Crescent Bend Nature Park was a big hit. - Star Party, June 2, 2018 8:30- 11:00pm at Crescent Bend Nature Park 130 cars, 130 -300 people, 6 astronomers. - Float & Flick: Moana, June 9, 2018, 7 -10pm at Pickrell Park, 285 attendees. - International Yoga Day, June 21, 2018 5 -9pm at Pickrell Park 100 people adults and children, at 7pm started 108 sun sign event that was two hours of continuous yoga and meditation. - Birding Walk, June 24, 2018 8 -1 lam at Crescent Bend Nature Park, 20 -24 people. Ms. Shrum updated the Advisory Board on New Department initiatives: - Float & Fireworks, July 4, 2018 6 -10pm at Pickrell Pool. - Birding Walk, July 17, 2018 7:30- 10:30am at Crescent Bend Nature Park. - Float and Flick: Jaws, July 21, 2018 7 -10pm at Schertz Aquatics Center. - Parks & Recreation month proclamation at City Council meeting tomorrow night. The next Advisory Board meeting will be September 24, 2018.
